Jun 2021, 22:26 Ein Teil der Bv206D, Viking (BvS10) und Land Rover des Korps Mariniers wird durch 179 neue Fahrzeuge ersetzt, die im Rahmen des Projekts Future Littoral All-Terrain Mobility Patrouillevoertuigen (FLATM PV) beschafft werden. Der Gesamtbedarf liegt aber über den genannten 179 Fahrzeugen. Es sollen vier Varianten beschafft werden:
  • Basisfahrzeug
  • Führungsfahrzeug
  • Aufklärungsfahrzeug
  • Fahrzeug für Reparaturen im Feld
Diese Fahrzeuge sollen vier Soldaten und ihre Ausrüstung transportieren. Zwecks amphibischer Transportmöglichkeit wird das Projekt mit dem zukünftigen Vorhaben zur Beschaffung eines mittelschweren Landungsfahrzeugs abgestimmt.

FLATM PV wird von 2021 bis 2028 umgesetzt und die ersten Fahrzeuge sollen ab 2025 zulaufen:

Der Kaufvertrag für 150 Patrouillenfahrzeuge wird Ende Juni unterzeichnet. Die Lieferung ist ab 2028 geplant. Außerdem wird mit Oshkosh Defense ein Instandhaltungsvertrag abgeschlossen.

    General description of the FLATM-PV project

    The project Future Littoral All-Terrain Mobility Patrol Vehicles (FLATM-PV) is a project to procure 178 patrol vehicles in a single variant for the Netherlands Marine Corps. The purpose is to purchase military of the shelve, wheeled, high mobility vehicles for operations under extreme conditions in the littoral, with high fording (salt water) capabilities and ample flexibility in energy supply in order to be able to add weapon systems and/or sensors in the future. The project is part of the FLATM program, as is the FLATM-BV (BAND VAGN) project. The FLATM-BV project replaces the current BV206 and VIKING fleet of the Netherlands Marine Corps.

    The two projects together deliver high mobility, all-terrain vehicles for the light expeditionary forces of the Netherlands Marine Corps to operate in extreme conditions (arctic, jungle, desert, littoral).

    Operational usage profile

    Amphibious Landings: The vehicle will undertake amphibious operations, transitioning from saltwater environments to freshwater settings upon reaching the coast. The design shall be resistant to both salt and freshwater exposure.

    Terrain Navigation:
    • Coastlines: Main focus: Icy and rocky terrains.
    • Inland Areas: Main focus: Predominantly snow and ice covered regions and mountains. But also jungle or desert environments are possible.
    • Active Transit: The vehicle will have periods of consistent movement across the varied terrains described.
    • Idle Periods: Extended static positions in mainly extreme cold conditions. But also in jungle or desert conditions. During these times, core system operability must be maintained without significant energy consumption.
    Operational Environment:
    • Temperatures: Main focus: Extreme cold conditions typical of Arctic regions. But also extreme hot and extreme humidity is a possibility.
    • Terrain Challenges: Unpredictable and slippery surfaces, potential obstacles, requiring high all-terrain mobility with optimized traction, suspension, and ground clearance features.
    Vehicle in operation

    The operation kicks off with an amphibious landing. Given the vehicle's notable endurance against both saltwater and freshwater elements, it emerges as the ideal mode of transport for this mission. Once ashore, the force manoeuvres across a blend of rocky terrains scattered with icy patches. The landscape is demanding, marked by alternating areas of rock and ice.

    Throughout their journey, the vehicle maintains a steady but cautious pace, ensuring both speed and safety. While the Arctic cold poses a significant challenge. Scheduled stops are made, where the vehicle remains idle but must keep its essential systems operational, ensuring smooth restarts and functionality in the intense cold.

    During the operation a short-term base camp can be set up, from which reconnaissance missions can be carried out. The vehicle’s versatility aids in short logistical runs within the encampment area.

    The vehicle will mostly operate in arctic terrain, nevertheless the vehicle must also be capable of performing similar missions in a jungle or desert environment.
    Scope of the contract

    The scope of the contract consists of:
    • 178 FLATM-Patrol Vehicles
      • Initial delivery : 150 vehicles
      • Optional delivery 1 : up to 15 vehicles
      • Optional delivery 2 : up to 13 vehicles
    • initial spare parts and special test equipment;
    • add-ons, such as grip chains, winches, and tow-bars
    • documentation
    • training
    • maintenance and in service support.
    Please note that the quantities mentioned in this Selection Guide should be considered as indicative only. The exact quantities will be announced in the next stage, being the award stage, including an optional amount of vehicles.
    ANNEX 6 MAIN TECHNICAL REQUIREMENTS

    Main specifications patrol vehicle:
    1. Wheeled, all-wheel drive, vehicle.
    2. 3-4 marines including driver.
    3. Maximum Gross Vehicle Weight of 7500kg.
    4. Minimum payload of 1200kg.
    5. High all-terrain mobility.
    6. Broad climate spectrum (arctic, desert, jungle: A2, A3, B1, B2, B3, C0, C1).
    7. Unarmoured.
    8. Focus on amphibious operations:
      1. Deep fording of 1.5m.
      2. Salt water capable (high corrosion protection).
    9. Capable to fit on Landing Platform Docks and other ships:
      1. While parking: height x width x length = 2,40m x 2,50 m x 5,50m
      2. While driving: height x width x length = 2,85m x 2,50 m x 5,50m
    10. At least 200A for electrical consumers.
    11. Engine suitable for the use of F-54, F-63 and ‘Diesel fuel non-European quality’.
    12. Vehicle is equipped with a ring mount.
    13. Doors of the personnel compartment are capable to be removed.
    14. 150.000 km with at least 2500 hours idling during 15 years of operational lifetime.
    15. Documentation based on Interactive Electronic Technical Publications Data Modules according to standard according to standard Aerospace and Defence Industries Association of Europe (ASD), ASD S1000D and ASD S2000M.
    16. The vehicles must reach an Achieved Availability (Aa) of at least 90%.
    17. Training to be given:
      1. Training in the use and operation of the system.
      2. Training in the activities required for intermediate level maintenance.
