Romania has recently taken a step forward in its plans to procure both the Bell UH-1Y Venom and AH-1Z Viper helicopters for which it earlier issued a letter of request (LOR).
Speaking to Jane’s on 17 July, Bell’s international business development manager Joel Best said that the early industrial components of the deal for 21 Venom utility and 24 Viper attack helicopters have been worked through, and that the programme is moving ahead.
“We are working with the [Ministry of Defence] MoD and industry, and have completed the first phase of the transition study for in-country check-out and transfer of technology,” Best said during the Farnborough Airshow.

Elbit Systems announced that the Romanian Ministry of Defense has signed a contract for the acquisition of 96 AH I RO "Dracula" helicopters. A-E Electronics, a Romanian subsidiary of Elbit Systems will act as a major subcontractor. A-E Electronics, a company jointly owned by Elbit Systems (in excess of 51%) and S.C. Aerostar S.A. of Romania, is anticipated to enter into operations in the near future.
The Dracula helicopters, a version of Bell Helicopter's AH-1W, will be produced at the facilities of IAR Brasov S.A., a Romanian helicopter manufacturer in which Textron Inc.'s Bell Helicopter unit has agreed to acquire a majority ownership interest.
A-E Electronics intends to enter into negotiations in order to finalize a contract for the supply of avionics systems for the helicopters.
As previously announced by Elbit Systems, the company is engaged in a wide range of activities in Romania, including the programs to upgrade the MiG-21 aircraft and Puma helicopters for the Romanian Air Force. Elbit Systems views the Dracula program as a key milestone in the development of its business activities in Romania and in enhancing its cooperation with Romanian industry.
