Neue Kampfflugzeuge für Kanada

Es rechnet wohl jeder damit, dass das neue Kampfflugzeug der Kanadier die Lockheed Martin F-35A Lightning II wird. Seit 1997 hat Kanada als Industriepartner im Joint Strike Fighter bereits 613 Mio. USD in die F-35 investiert. Dennoch wird aus politischen Gründen eine Ausschreibung gemacht.

2010 hatte Kanada bereits 65 F-35 für 9 Mrd. USD kaufen wollen. Das Geschäft ist damals aber aufgrund des massiven politischen Widerstandes gescheitert.

Ursprünglich waren bei der Neuausschreibung der Eurofighter Typhoon, Dassault Rafale, Saab Gripen E, Boeing F/A-18E/F und Lightning II im Rennen - mehr oder weniger. Eurofighter und Dassault haben sich selbst zurückgezogen. Soeben wurde die Super Hornet ausgeschlossen. Bleiben Gripen E und F-35 für das Finale.

Das war schon angesichts der Beteiligung am JSF-Programm zu erwarten.

Canada finalizes agreement to purchase new fighter jets for Royal Canadian Air Force
Today, the Honourable Helena Jaczek, Minister of Public Services and Procurement, the Honourable Anita Anand, Minister of National Defence, and the Honourable François-Philippe Champagne, Minister of Innovation, Science and Industry, announced that following an open, fair and transparent competition, Canada has finalized an agreement with the United States (US) government and Lockheed Martin with Pratt & Whitney for the acquisition of F-35 fighter jets for the Royal Canadian Air Force (RCAF).

As outlined in Strong, Secure, Engaged, Canada has committed to purchase a new fleet of 88 advanced fighter jets for the RCAF, and today, the federal government announced that this new fleet will be comprised of F-35 jets. The first deliveries of these aircraft are anticipated to begin in 2026, and we anticipate that we will reach Full Operational Capability with our entire fleet between 2032 and 2034.

This is the largest investment in the RCAF in the past 30 years. The estimated investment for this project is $19 billion, which includes associated equipment, sustainment set-up and services, as well as the construction of Fighter Squadron Facilities in Bagotville and Cold Lake.
The acquisition and initial sustainment of the F-35 project has the potential to contribute over $425 million annually to Canada’s gross domestic product and close to 3,300 jobs annually for Canadian industry and value chain partners over a 25-year period (direct and indirect). In addition, there will be substantial investments made in National Defence infrastructure renewal at various bases across Canada that will include many Canadian construction and site maintenance companies.

On October 31, 2024, Canada proudly raised its flag at the Australia Canada United Kingdom Reprogramming Laboratory (ACURL) at Eglin Air Force Base in Florida. This marks Canada’s official partnership in programming mission data for F-35 fighter jets.

Mission data helps F-35s detect and respond to threats, improving their ability to operate in challenging environments. With Canada’s first CF35A jets arriving in 2026, our involvement ensures that our fleet stays equipped with the latest technology.

The Royal Canadian Air Force (RCAF) detachment at ACURL starting with two personnel at ACURL in 2024, will grow to more than 20 by 2027.

Report 2—Delivering Canada’s Future Fighter Jet Capability
Though still in its early stages, we found that overall cost estimates for the Future Fighter Capability Project have increased significantly since the government finalized the arrangement. In 2022, National Defence projected that the costs would be $19.0 billion. By 2024, issues like foreign exchange fluctuations and rising facilities costs increased the estimate to $27.7 billion, almost 50% more than originally anticipated. That projection does not include other elements needed for Full Operational Capability, such as essential infrastructure upgrades and advanced weapons. These would add at least $5.5 billion to the total cost.

We also found that the Future Fighter Capability Project was facing delays in building key infrastructure to support the aircraft, which National Defence refers to as CF‑35As. Construction of 2 new fighter squadron facilities to support operations was expected to be completed only in 2031, more than 3 years behind schedule. Costs to develop an interim operations solution to support the new jets will further increase infrastructure expenses.

The project is facing other significant risks that could jeopardize the timely introduction of the CF‑35A jets. In 2018, when we last audited Canada’s fighter force, we found that one of National Defence’s biggest obstacles was a shortage of qualified pilots. Six years later, that was still the case.
