Portuguese Army seeks to modernise ground-based air defences

The Portuguese Army expects to receive its first platoon of four vehicle-mounted Very Short Range Air Defence (VSHORAD) systems between 2024 and 2025, Major Ricardo Jorge Parcelas Araújo e Silva, area co-ordinator at the army's Forces Planning Division, told Janes.

A second platoon of four VSHORAD systems is scheduled to be received after 2026.

A request for proposal (RFP) is scheduled to be issued by the NATO Support and Procurement Agency (NSPA) by September, another army source told Janes. Interested competitors will have three months to deliver bids.

A sales agreement between the Portuguese Army and the NSPA in 2017 sought to buy, for EUR32 million (plus EUR9 million added in November 2020), a total of eight systems consisting of eight missile launchers, ammunition, eight 4×4 armoured tactical vehicles or eight 6×6 high-mobility trucks with armoured cabin, and two vehicle-mounted or trailer-mounted short-range 3D local warning radars. Either vehicle type would have mounts for a 7.62 mm and 12.7 mm machine gun, or 40 mm automatic grenade launcher.

The VSHORAD systems are to arm the Anti-Aircraft Artillery Battery of the Mechanized Brigade and the Anti-Aircraft Artillery Battalion of the Intervention Brigade, and will be integrated with the SICCA3 anti-aircraft artillery command-and-control system. Both were equipped with the legacy M48A2E1/A3 Chaparral.

The RFP also includes eight weapon terminals to integrate legacy Stinger manportable air defense systems (MANPADS) with the SICCA3 system.

• STATEMENT OF WORK (SOW) FOR THE ACQUISITION OF ANTI-AIRCRAFT ARTILLERY (AAA) SYSTEM FOR THE PORTUGUESE ARMY
  

  2. BACKGROUND INFORMATION
  
  The Ministry of Defence (MoD) of Portugal (PRT) and the Portuguese Army currently use the M48 Chaparral system for short and very short-range air defence (SHORAD/VSHORAD) capabilities. The legacy systems are ageing and there is an urgent need to replace them by a new Anti-Aircraft Artillery (AAA) system, capable of meeting the advances in term of technology while also considering new threats, and integrating the other air defence capabilities in service in the PRT Army (Man-Portable Air Defence Systems - MANPADS).

  5. OVERALL SCOPE / MAIN OBJECTIVES
  
  The AAA system project will be organised in one single phase during which the Contractor will be requested to successfully deliver a “AAA Basic System” (i.e. [Essential] requirements), enhancements (i.e. [Desirable] requirements) and/or optional capabilities (i.e. [Optional] requirements) as follows:

  The terminology “AAA Basic System” embeds the technical requirements but also the management, training and documentation requirements for 1 (one) Fire Unit.
  
  As [Essential] requirement, there shall be one Fire Unit be constituted of:
  

  • 1 (one) C2C + 3D radar (i.e. the Mobile C2C/3D radar),

  • 3 (three) AAA launchers integrated on a vehicle (i.e. the Mobile AAA launchers) + first batch of missiles,

  • 2 (two) Portable Weapon Terminals (PWTs) for integration of existing MANPADS (i.e. PWTs for MANPADS).

  The Enhanced Capability (EC) packages associated to the AAA Basic System will comprise a set of desirable requirements.
  
  The Optional Capabilities (OC) will be constituted of single requirements related to specific services or deliverables that could be ordered throughout the duration of the Contract subject to Purchase Order issuance.
  
  The summary table of each EC and OC is as follows:
  

  • Enhanced capabilities associated with Mobile AAA launcher performance (EC ML)
    • 1 ea additional Mobile AAA launchers (OC ML#1)
    • 2 ea additional PWTs for MANPADS (OC ML#2)
    • Batch(es) of additional missiles (up to 3 x 8 ea) (OC ML#3)
    • Batch(es) of ammunitions (up to 4 x 8/40/80 ea) (OC ML#4)

  • Enhanced capabilities associated with 3D radar performance (EC R)

  • Enhanced capabilities associated with C2 performance (EC C2)
    • 1 ea additional Mobile C2C/3D radar (OC C2C/3DR)

  • Enhanced capabilities associated with vehicle operational suitability (EC V)

  • Enhanced capabilities associated with logistic support (EC ILS)

Thales strengthens Portugal’s very short-range air defence capabilities with ForceShield system

Thales is pleased to announce the signing of a contract with NSPA, for the acquisition of a ForceShield system by the Portuguese Army. This is a landmark contract, not only because it is the first signed for the benefit of the Portuguese Army by Thales, but also because it is the first ForceShield contract that Thales has signed with a European country.

ForceShield provides appropriate components to detect, coordinate, engage and neutralise threats. The contract includes a complete ForceShield Compact solution, with a Ground Master 200 air surveillance radar, a radio communications system, Air Defence command-and-control centre ControlView together with portable weapon allocation terminals. This air defence system includes as well RapidRanger vehicles with StarStreak high velocity Air Defence Missile and Lightweight Multirole Missile (LMM) anti-armour missiles.

Das 2017 in einem Regierungsdokument angegebene Ambitionsniveau war deutlich höher und für vier Feuereinheiten ausgelegt. 2020 wurde es auf zwei Feuereinheiten reduziert:

Altera o objeto da aquisição visada pelo Despacho n.º 5501/2017, de 26 de junho, e pelo Despacho n.º 11341/2020, de 18 de novembro, e delega com faculdade de subdelegação no Chefe do Estado-Maior do Exército.

Assim, ao abrigo do disposto no n.º 1 do artigo 2.º e no n.º 2 do artigo 10.º da Lei de Programação Militar, aprovada pela Lei Orgânica n.º 1/2023, de 17 de agosto, na alínea c) do n.º 3 do artigo 17.º do Decreto-Lei n.º 197/99, de 8 de junho, na sua redação atual, e nos artigos 44.º a 47.º do Código do Procedimento Administrativo, determino o seguinte:

1 - Alterar o objeto da aquisição visada pelo Despacho n.º 5501/2017, de 26 de junho, e pelo Despacho n.º 11341/2020, de 18 de novembro, para:

"Aquisição de duas unidades de tiro com os seguintes equipamentos: Unidade de tiro 1: (01) módulo de C2 e radar 3D (Mobile C2C/3D radar), dois (02) lançadores de míssil ligeiro (Mobile AAA Iaunchers) e dois (02) terminais de armas (Portable Weapon Terminals); Unidade de tiro 2: (01) módulo de C2 e radar 3D (Mobile C2C/3D radar) [opcional], dois (02) lançadores de míssil ligeiro (Mobile AAA Iaunchers) [um opcional] e dois (02) terminais de armas (Portable Weapon Terminals) [opcionais]";

2 - Delegar, com faculdade de subdelegação, no Chefe do Estado-Maior do Exército, General Eduardo Manuel Braga da Cruz Mendes Ferrão, os poderes para prosseguir as negociações com vista à aquisição do objeto referido no número anterior, bem como outorgar a adenda n.º 2 ao SA PRT-53, que titula as condições técnicas e financeiras da prestação de serviços de "procurement" pela NSPA, e a prática de todos os atos subsequentes necessários à concretização da referida aquisição, até à sua conclusão, incluindo os poderes para autorizar os pagamentos contratualmente devidos e o cumprimento de responsabilidades fiscais;

3 - Estabelecer que a presente delegação de poderes inclui os poderes para autorizar o aumento do número de sistemas ou equipamentos, bem como a aprovação da minuta e outorga das respetivas adendas ao SA PRT-53, que visem exclusivamente o aumento das quantidades referidas no n.º 1 do presente despacho, desde que, dessa alteração, não resulte incremento do valor de despesa nem alteração da programação de encargos, autorizadas.

4 - Estabelecer que, uma vez que a alteração decorrente do presente despacho, conforma uma alteração objetiva do contrato, deve a mesma ser sujeita a fiscalização do Tribunal de Contas.

5 - O presente despacho produz efeitos a partir da data da sua assinatura.

Autoriza o Exército a reprogramar o encargo plurianual e a realizar a despesa adicional com a aquisição de sistemas para reequipar a Artilharia Antiaérea e delega no Chefe do Estado-Maior do Exército os poderes para a prática dos atos subsequentes.
