Bulgaria invests in aircraft and armoured vehicles
Bulgaria's Council of Ministers on 16 May approved the acquisition of new combat aircraft for the Bulgarian Air Force (BuAF) and 150 new combat vehicles for the Bulgarian Land Forces (BuLF).

Правителството стартира проектите за придобиване на нова бойна техника за Сухопътните войски и на нов тип самолет за ВВС

Правителството предлага на Народното събрание да приеме проекта за инвестиционен разход „Придобиване на основна бойна техника за изграждане на батальонни бойни групи от състава на механизирана бригада“ и актуализирания проект „Придобиване на нов тип боен самолет“. Те са част от цялостната концепция за модернизация на въоръжените сили.

Инвестиционният проект „Придобиване на основна бойна техника за изграждане на батальонни бойни групи от състава на механизирана бригада“ предвижда придобиване на 150 броя бойна и специална техника за три батальонни бойни групи, на системи и допълнително оборудване, както и обучение на състава. Времевият интервал за неговата реализация обхваща 12 години. Прогнозната стойност е в размер на 1 милиард и 464 милиона лева с ДДС.

Инвестиционният проект „Придобиване на нов тип боен самолет“ предвижда придобиването на 16 самолета на два етапа. През първия етап, който е финансово осигурен с 1 милиард и 800 милиона лв. с ДДС, е предвидено да се придобият не по-малко от осем бойни самолета. С тези средства се предвижда придобиването на летателните апарати, средствата за наземно обслужване, средствата за обучение, обучението на състава, първоначалната интегрирана логистична поддръжка (за период от 3 години) и въоръжението.

General Dynamics European Land Systems presents a new variant of PIRANHA IFV at the HEMUS Exhibition 2018

General Dynamics European Land Systems (GDELS) will present a new variant of its advanced 8x8 wheeled infantry fighting vehicle PIRANHA IFV, at the XIII International Defence Exhibition HEMUS 2018 between May 30 and June 2 in Plodiv, Bulgaria.

The PIRANHA IFV will be fitted with the latest Elbit UT30MK2 unmanned turret armed with an Orbital ATK Armament Systems 30 mm MK44 dual feed cannon, 7.62 mm co-axial MG, a pod of two anti-tank guided weapons (ATGW) and an advanced digital Communication and Information System (CIS) from General Dynamics Mission Systems. The vehicle is a candidate for the Bulgarian Army’s Battalion Battle Group (BBG) acquisition project.

Bulgaria details armoured vehicle procurement
The Bulgarian Ministry of Defence (MoD) on 25 July placed details online of the project to procure 150 armoured vehicles for the Bulgarian Land Forces (BuLF). The 17-page document was approved by Bulgaria’s Council of Ministers on 16 May.

The BGN1.224 billion (USD722 million) BuLF modernisation project calls for BGN810 million to be spent on the acquisition of at least 90 armoured combat vehicles, and BGN414 million on at least 60 special and support vehicles. In addition, BGN240 million is planned for the acquisition of related equipment, documentation, personnel training, training and simulation equipment, an automated fire control system for a self-propelled mortar battery, and related communication and information systems.

Bulgaria delays armoured vehicle tender
The Bulgarian Ministry of Defence (MoD) has delayed the competitive procurement of 150 new wheeled armoured vehicles to equip three battalion-size battlegroups for a mechanised brigade.

The delay was apparently caused by the MoD’s failure to complete the technical specifications because of a continuing lack of clarity regarding some important design parameters.

A request for proposals originally planned for the end of 2018 was never issued. Bulgarian Defence Minister Krasimir Karakachanov told reporters on 6 February that much work had to be done by his ministry on the armoured vehicle tender paperwork and that it would have taken a serious effort for the tender to be launched by the end of the year.

Bulgaria seeks armored-vehicle offers from four producers in $840M deal
The Bulgarian Ministry of Defence has announced it will seek offers for the supply of 150 armored vehicles from four Europe-based manufacturers: Germany’s ARTEC, Finnish Patria, France’s Nexter Group, and Swiss-based General Dynamics Land System – MOWAG.

Under the plan, the offers will be evaluated by an interdepartmental task force which is to select the tender’s winner by Dec. 20, the ministry said in a statement.

The acquisition is estimated to be worth about 1.5 billion leva, or $840 million. The armored vehicles are to be supplied to three battalions of the Bulgarian land forces.

“The timeframe for [the project’s] implementation is 12 years,” the statement said.

MSPO 2019: New IFVs top priority for Bulgaria's Land Forces inventory
The Bulgarian Ministry of Defence (MoD) has commented that its request of new wheeled combat vehicles is one of the most important projects for recapitalisation of the country’s Land Forces inventory.

On 5 August the country’s MoD forwarded an RfP to four pre-selected bidders in a tender set to deliver 90 8x8 wheeled IFVs - armed with a 30mm gun, a 7.62mm machine gun and anti-tank guided missiles.

The tender has an allocated budget of BGN 1.464 billion ($830 million).

In addition, the tender calls for 60 more support vehicles (equipped for reconnaissance, command and control, medical evacuation and other support roles), which could be offered on 4x4, 6x6 or 8x8 chassis.

According to tender requirements, Sofia expects the first wheeled IFVs to be delivered within 12 months of contract signature.

The offer submission deadline is set at 31 October 2019. Krasimir Karakachanov, the Bulgarian defence minister, told local press that an industry winner should be selected by 20 December, while the contract is expected to be inked in early 2020..

The Bulgarian MoD told Shephard that the 150 vehicles set to be purchased under this project are considered to be enough only for attaining an initial operational capability of the four battalion battle groups, while additional vehicles will be ordered at a later stage.

The RfP has been forwarded to a short list of four bidders - ARTEC of Gemrany, Patria of Finland, Nexter Group of France and General Dynamics Land Systems – MOWAG (GDLS) of US/Switzerland.

Previously, Turkey’s Otokar and Italy’s Iveco – Oto Melara had expressed an interest in participating in the tender, but the Bulgarian MoD decided against their inclusion. The service confirmed that only four companies were short listed following a technical analysis of their products, approved by the Bulgarian government.

GDLS explained to Shephard that the company is going to submit an offer, but declined to provide further details about the wheeled combat vehicle models intended to be proposed to the Bulgarian military. The company used to promote in Bulgaria its Piranha V, outfitted with the Elbit Systems UT30MK2 unmanned turret.

Patria declined to provide comment on its plans for participation, explaining only that there is a tender in progress. The company has promoted to the Bulgarian military its AMV XP model, outfitted with the Rafael Samson Mk II turret.

Nexter and ARTEC did not respond to a request for information about their plans for participation. Both companies have promoted the VBCI and Boxer models respectively to Bulgaria.

In order to trim down the project’s overall price, the Bulgarian MoD has relaxed its requirements for the support vehicles, making possible the use of cheaper platforms. GDLS, however, declined to reveal details on its support vehicle offer, only noting that the company has a large portfolio of wheeled platforms.

Bulgaria evaluates IFV proposals
The Bulgarian Ministry of Defence (MoD) has reported that it has received four proposals from interested bidders in the competitive procurement of 150 new wheeled infantry fighting vehicles (IFVs) to equip three battalion-size battlegroups for a mechanised brigade.

The proposals submitted by the four bidders - General Dynamics European Land Systems (GDLS) - Mowag, Patria, Nexter, and Rheinmetall-Krauss-Maffei Wegmann joint venture ARTEC - were opened in the ministry on 18 December.
