Beim Kurzstrecken-Fliegerabwehrsystem Piorun (MANPADS), für das das polnische Verteidigungsministerium am 21. Dezember 2016 einen Vertrag über fast 1 Mrd. PLN abgeschlossen hat (1300 Lenkflugkörper + 420 Starteinheiten) und für das erste Systeme schon 2017 geliefert hätten werden sollen, gibt es Verzögerungen. Nach Feldversuchen des Systems informierte der Hersteller das polnische Rüstungsinspektorat, dass bei einer Komponente Fehler aufgetreten waren. MESKO entwickelte eine Lösung, die von März bis Juni 2018 erprobt wurde. Deshalb musste die Lieferung des ersten Loses von 150 Lenkflugkörpern und 40 Startvorrichtungen verschoben werden. Die Firma hat sich aber dazu verpflichtet, den Auftrag bis 2022 abzuschließen.

Poland – Integrated Air and Missile Defense (IAMD) Battle Command System (IBCS)-enabled Patriot Configuration-3+ with Modernized Sensors and Components

The Government of Poland has requested to purchase phase one of a two- phase program for an Integrated Air and Missile Defense (IAMD) Battle Command System (IBCS)-enabled Patriot Configuration-3+ with Modernized Sensors and Components consisting of four (4) AN/MPQ-65 radar sets, four (4) engagement control stations, four (4) Radar Interface Units (RIU) modification kits, sixteen (16) M903 Launching stations adapted, eighteen (18) Launcher Integrated Network Kits (LINKs) (includes two (2) spares), two hundred and eight (208) Patriot Advanced Capabilty-3 (PAC-3) Missile Segment Enhancement (MSE) missiles, eleven (11) PAC-3 MSE test missiles, IBCS software, two (2) future operations – IBCS Engagement Operations Centers (EOCs), six (6) current operations-IBCS EOCs, six (6) engagement operations-IBCS EOCs, fifteen (15) Integrated Fire Control Network (IFCN relays, four (4) Electrical Power Plants (EPP) III, and five (5) Multifunctional Information Distribution Systems/Low Volume Terminals (MIDS/LVTs). Also included with this request are communications equipment, tools and test equipment, range and test programs, support equipment, prime movers, generators, publications and technical documentation, training equipment, spare and repair parts, personnel training, Technical Assistance Field Team (TAFT), U.S. Government and contractor technical, engineering, and logistics support services, Systems Integration and Checkout (SICO), field office support, and other related elements of logistics and program support. The total estimated program cost is $10.5 billion.

Poprad SHORAD Delivered to the Polish Army

“The first systems have been received by the air defence units of the land forces and educational elements [units that provide training]” - General Mordacz stressed.

The Agreement concerning the acquisition of the self-propelled Poprad anti-aircraft systems was signed back in December 2015, by and between the Armament Inspectorate and the manufacturer of the systems - the PIT-RADWAR company. Value of the agreement has been set at the level of PLN 1.083 billion. It includes delivery of 77 new anti-aircraft systems and customization of 2 systems of the trial batch.

It has been assumed that the anti-aircraft systems would be delivered between 2018 and 2021, and the deliveries are proceeding in line with the schedule. Back in June, head of the MoD, Mariusz Błaszczak, noted that 36 Poprad systems would be received by the military by the end of 2019.

The first units equipped with Poprads have already reached the initial combat readiness status, however, further training is required to obtain full capability. The systems need to be integrated with other elements of the battlespace. General Stefan Mordacz noted: “Considering the fact that the crew training is conducted at a basic level during the handing off of these systems for use in the units, and assuming that we are in possession of required quantity of missiles, we may say that the first elements that received the POPRAD systems have already attained initial combat readiness. However, one should note that FOC status would be achieved in line with the training programmes, once the whole reconnaissance, strike and command systems are integrated, following the squadron-level training stage.”

The information available suggests that Poprads would be received by anti-aircraft regiments of the squadrons of the Land Forces, and by anti-aircraft squadrons of selected brigades of the Polish military, primarily ones operating the Rosomak APC.

Pojazdy Jelcz dla systemu Wisła

Przedmiotem zamówienia jest dostawa 73 pojazdów Jelcz dla komponentów specjalnych systemu Wisła wraz z pakietem logistycznym, który zapewni wieloletnie wsparcie eksploatacji pojazdów oraz pakietem szkoleniowym obejmującym szkolenie kierowców i mechaników.

W skład zamówienia wejdą pojazdy w następujących wersjach: ciągników siodłowych CSS 8x8 i IFCN 4x4, transporterów TS EPP, TS LRPT, TS EOC oraz transportera TS DOW, na którym zostaną zabudowane polskie komponenty systemu dowodzenia i łączności. Zastąpią one standardowo stosowane w systemie PATRIOT/IBCS samochody amerykańskiej firmy Oshkosh.

Wartość zamówienia wynosi 170,9 mln złotych brutto, a terminy dostaw pojazdów zostały przewidziane na lata 2019-2022.

Das polnische Verteidigungsministerium hat mit Jelcz Sp. z o. o. einen Vertrag über die Lieferung von 73 Lastkraftwagen für spezielle Komponenten des Systems Wisła (PAC-3 Patriot), eines mehrjährigen Logistikpakets und der Ausbildung von Fahrern und Mechanikern abgeschlossen. Folgende Lkw, basierend auf stark modifizierten Jelcz 882.53 (neuer MTU-Motor mit 625 PS, automatisches Getriebe, Hendrix-Federungen), die alle mit gepanzerten Fahrerkabinen und der Möglichkeit zum Einbau von Kommunikations- und Informationssystemen und zur Mitnahme mobiler und stationärer Tarnung versehen werden, sind bestellt:

Dostawy SPZR Poprad

Am 31. Mai wurden in Gołdap neun SPZR Poprad an das 15. Gołdap Fliegerabwehrregiment übergeben, das nun der vierte Nutzer dieses Systems in Polen ist. 2018-2022 werden 77 SPZR Poprad und ein Ausbildungspaket geliefert, die brutto 1 082 425 816,00 PLN kosten. Bis dato wurden 23 Systeme an die polnischen Streitkräfte geliefert.

Das Inspektorat Uzbrojenia hat bei der MSPO einen Vertrag mit PIT-Radwar S.A. zur Lieferung von 16 Radaranlagen BYSTRA unterzeichnet. Der Auftragswert liegt brutto bei 634,9 Mio. PLN und die Lieferungen sind 2022-2025 geplant. Diese Radaranlagen haben eine Reichweite von 50 km und sind mit AESA-Antennen, Digital Beam Forming und einem Subsystem zur Detektion schwebender Hubschrauber versehen.

Jelcze do transportu rakiet dla systemu Wisła

Es wurde ein weiterer Vertrag mit Jelcz Sp. z o. o. abgeschlossen. Er umfasst acht Transport- und Ladefahrzeuge für die erste WISŁA-Einheit, sowie ein Ausbildungs- und Logistikpaket. Der Auftragswert liegt bei 54 Mio. zł brutto. Die Lieferung der Fahrzeuge und Anhänger, inklusive der Kommunikationssysteme, ist in der zweiten Jahreshälfte 2022 geplant.

Polish Military Taking Deliveries of Poprad SHORAD System

According to a release issued by PIT-RADWAR S.A., the first example of the Poprad system has been delivered to the Polish military. This means that deliveries began with regards to a lot of 24 examples, expected to be delivered in line with a contract concluded recently.
