Iran War Live Updates: Trump Says U.S. is Renewing Ports Blockade and Will Charge Ships 20% Hormuz Fee
The president said the United States would take control of the disputed Strait of Hormuz, charging a 20 percent fee on all goods passing through it, while blockading Iranian ports.
Mr. Trump told Fox News that the United States would charge other countries for keeping the strait safe. “We are going to guard it and we’re going to get paid for guarding it,” he said. The suggestion, which would amount to an expansion of the military conflict, echoed previous threats that had not come to pass.

Hours earlier, Ali Bagheri Kani, the deputy secretary of the Supreme National Security Council, was among the Iranian officials calling for revenge against the United States over the killing of the Supreme Leader Ayatollah Ali Khamenei, describing it as “the right of the Iranian nation,” according to the state broadcaster.

Iran’s military said early Monday that it had launched another barrage of strikes aimed at American military assets in Jordan, Bahrain, Kuwait and Oman. Hours earlier, U.S. forces said they had launched more strikes aimed at stymying Iran’s ability to attack commercial ships in the Strait of Hormuz.

The United States will resume its maritime blockade of Iran late Tuesday evening local time, according to U.S. Central Command, which is known as CENTCOM and oversees the American military in the Middle East. “CENTCOM forces will enforce the blockade against vessels transiting to or from Iranian ports and coastal areas,” it wrote in a social media post. “The U.S. military continues to support traffic flow through regional waters for all vessels not violating the blockade.”
Donald J. Trump

@realDonaldTrump

The Hormuz Strait is OPEN, and will remain OPEN, with or without Iran. We are reinstating the THE IRANIAN BLOCKADE, so named because it is only stopping Iran’s ships or customers from entering or leaving. All other countries will have fair and open use of the Strait. The U.S.A. will be, from this point forward, known as “THE GUARDIAN OF THE HORMUZ STRAIT,” but as such, and as a matter of FAIRNESS, will be reimbursed, at the rate of 20% on all cargo shipped, for any and all costs necessary to do the job of providing safety and security to this very volatile section of the World. The process and formation will begin immediately. Thank you for your attention to this matter! President DONALD J. TRUMP

Trump’s threat to impose fees in the Strait of Hormuz contradicts his aides.

President Trump’s latest threat to impose fees on shipping in the Strait of Hormuz contradicts weeks of declarations by his top aides that no country can charge tolls or fees for passage through the vital waterway that has been a contested space in the U.S.-Israeli war against Iran.

Mr. Trump told Fox News Channel’s “Fox & Friends” on Monday that America was “going to get paid for guarding” the strait, adding that the United States “will be reimbursed, at the rate of 20 percent,” for all cargo that passes through the waters. Mr. Trump has made remarks before about the United States collecting tolls in the strait, which for decades has been considered for an international waterway.

He and his aides have not explained how his position squares with repeated contradictory public assertions by the likes of Secretary of State Marco Rubio, who is also Mr. Trump’s White House national security adviser.

Addressing the issue during a visit to the Middle East in late June, Mr. Rubio said: “No country is allowed to charge tolls or fees on an international waterway. That’s existing international law. That’s the way it is in international waterways all over the world, and that’s the way we expect it’ll be here.”

Mr. Rubio spoke before attending a meeting of the Gulf Cooperation Council, a group of oil-exporting Gulf Arab countries, after which the United States signed a joint statement declaring that the nations “rejected any tolls, fees or attempts to assert control over the strait.”

Vice President JD Vance took the same position on June 18 as he discussed a cease-fire deal between the United States and Iran that was aimed at reopening the waterway. “We believe international waterways should be free of tolls,” he said during a news conference.

But Mr. Trump said on June 20 that the United States could collect tolls. His statement came six days after he signed an agreement with Iran that formally started the cease-fire to allow for talks on a broader peace settlement. The agreement recognized Iran’s power in the strait and said no country would collect tolls for 60 days, though it left the possibility for tolls open beyond that.

In that statement, Mr. Trump said there would be no tolls after that period either, “unless they are imposed by and for the United States of America, should the deal not be completed, for services rendered as the Guardian Angel to the countries of the Middle East for purposes of both past, present, and future reimbursement of costs.”

It was unclear what Mr. Trump meant by “services rendered.” The U.S. military tried to send naval escorts with commercial tankers through the strait in early May, during a tentative cease-fire with Iran, in what the Trump administration called Project Freedom. But Mr. Trump had to shut that down after less than 48 hours because the crown prince of Saudi Arabia objected to the United States using the country’s airspace for the venture.

Early in the war, the Iranian military effectively closed the strait by laying mines and threatening other attacks. That halted most of the export of a fifth of the world’s oil and liquefied natural gas, extracted and made by Middle East producers. Iran then began asking shipping companies to pay up to $2 million per vessel for a guarantee of safe passages along a route through the strait that ran close to Iran’s coast.

After the failure of Project Freedom, the U.S. military began a quiet effort to give radio guidance to commercial tankers in order to direct them along a route by Oman’s coast, on the southern side of the strait and opposite Iran’s shore. But Iran attacked three ships traveling in that area last Tuesday, and the U.S. military said it could not guarantee the safe passage of ships. Tanker traffic has plummeted, sending global oil prices soaring.

Capt. Tim Hawkins, a spokesman for U.S. Central Command, said forthcoming information would describe when and how the U.S. naval blockade on Iranian ports would be reimposed.

The U.N. agency that regulates international shipping said it opposed any move to impose tolls for safe passage through the Strait of Hormuz, after President Trump said the United States would charge a 20 percent fee on all goods passing through the strategic waterway.

The International Maritime Organization said in a statement that it “condemned the attacks on civilian commercial ships and called for the de-escalation of tensions in the Middle East region.”

As of Monday, the Navy had at least 19 warships deployed to the Middle East, the majority of which were sailing in the northern Arabian Sea, a U.S. official said. The vessels include two aircraft carriers, the USS Abraham Lincoln and the USS George H.W. Bush; 13 destroyers; the USS Boxer, an amphibious assault ship; a cruiser; and two landing ships.

The overwhelming number of destroyers on hand gives the U.S. a large amount of firepower and presence to carry out the blockade.

The count of ships does not include any nuclear submarines that may be deployed nearby, as the Navy typically does not acknowledge where those vessels are located.

The U.S. official spoke on the condition of anonymity to provide additional details about the force presence near Iran.
On Friday night, senior U.S. officials had briefed reporters in Washington, saying they had been assured by Iranian negotiators that attacks on ships in the strait were carried out by a faction that sought to undermine the deal. The senior U.S. officials, speaking on the condition of anonymity to discuss sensitive negotiations, said that they hoped that Iran would publicly acknowledge that they “screwed up,” but that the U.S. military would retaliate with 20 times the force if the Iranian military fired.

Trump notifies Congress of new war against Iran
President Donald Trump formally notified lawmakers this weekend that the nation is once again at war with Iran, giving his administration another 60-day clock to use the military in the region without congressional approval.

In a letter to Congress dated July 10, obtained by POLITICO, Trump stated that the strikes that began on July 7 represent “military action consistent with my responsibility to protect Americans and United States’ interests both at home and abroad.”
In the letter to Congress, Trump wrote that U.S. military forces “remain postured to take further action, as necessary and appropriate, to address further threats and attacks upon the United States or its allies and partners and to ensure the Government of the Islamic Republic of Iran ceases being a threat to the United States and to our allies and partners.”

These strikes were limited, measured, planned, and executed in a manner designed to minimize civilian casualties. These strikes focused on military capabilities posing a threat to United States Armed Forces in the region, protected the United States homeland, advanced United States national interests, secured the safe passage of commercial vessels from the Persian Gulf to the Sea of Oman, and defended our regional allies and partners.

History

Kuwait has enjoyed an excellent relationship with the United States since its forces liberated Kuwait in 1991. For the last two decades, our countries have worked together to facilitate security and stability in this region, and recent developments in the region have only strengthened that relationship. Whether providing logistics and other supply chain services, or sponsoring events for the US troops, KGL is proud of its history in supporting the United States and its Coalition partners since 1994. KGL had grown from a small stevedoring company in the 1960’s to a major transportation services provider by the late 1980’s. The invasion of Kuwait in 1990 decimated Kuwait’s business infrastructure, and private businesses were forced to rebuild after Kuwait’s liberation in 1991. KGL subsequently rebuilt its company and asset base, and through its operational expertise, provided support to rebuild the country over the next decade. KGL has never forgotten the sacrifices made by the United States and its personnel in supporting Kuwait, and we have worked as a partner alongside the US Military since 1994 to ensure its mission objectives were achieved. In 2003, Kuwait provided the primary logistics platform for Operation Iraqi Freedom (OIF), led by the US Armed Forces into Iraq. KGL was the first company to provide transportation and logistics services to the US and Coalition Forces during their push into Iraq. Vehicles and heavy equipment provided throughout 2003 exceeded 30,000 mission days, which included the use of over 15,000 flatbed truck mission days, over 5,500 low bed truck mission days and over 10,000 passenger bus mission days. Additionally, KGL provided food distribution services in Iraq under the United Nations’ World Food Program. KGL’s assets and infrastructure proved to be a force multiplier for the US-led Coalition that no other company could provide, and our partnership continues today. Throughout the years, KGL has been awarded various citations and commendations by the US and Coalition Forces for its role in providing logistics support in the line of fire. KGL continues to work alongside the US Military in all areas of battlefield support, and we are proud of our continued service as a strategic partner on the battlefield.

The Government Programs Division was established in 2008 as a means to further enhance and develop KGL’s comprehensive SCM service and offerings to the US Government, Allied Forces and the United Nations in the (MENA) region. This division manifests itself as the strategic integration facilitator for all of KGL’s SCM services. Additionally, this division will identify and qualify potential external partners to ensure the best possible combination of resources is offered to the US Government and Allied Forces for their myriad operational requirements. Whether in sustained or contingency environments. The KGL Government Program Division is committed to providing its customers with the most comprehensive, professional, and cost effective operational solutions for the most challenging environments.

HEAVY LIFT

KGL has been providing heavy lift services to the US Army since 1994. In 2011, the HL7 contract was awarded to KGL and it provided support for all heavy lift transport assets and drivers to the US Army in and out of Iraq. KGL also supplied the bulk of assets used during the 2011 drawdown of forces.

STEVEDORING & RELATED TERMINAL SERVICES (S&RTS), OMAN

In September of 2013, KGL was awarded the contract to perform all stevedoring and related terminal services for the US government at multiple seaports within the Sultanate of Oman until late 2016. In addition to services performed directly within the port KGL is also providing transportation services to and from multiple locations within Oman for the US Government.

DLA DISTRIBUTION CENTER, KUWAIT (DDKS)

The DDKS contract was awarded to KGL in March of 2011 to support the DLA Distribution’s warehousing and distribution capabilities in the MENA. KGL supported both covered and open storage requirements throughout the CENTCOM Theater and beyond, to include HAZMAT handling and all manner of sea, air, and ground transportation preparations and operations.
