SAFEGUARDING VENEZUELAN OIL REVENUE FOR THE GOOD OF THE AMERICAN AND VENEZUELAN PEOPLE
Executive Order 14373
Sec. 2. Definition. For the purposes of this order, “Foreign Government Deposit Funds” means funds paid to or held by the United States Government in designated United States Department of the Treasury accounts or funds on behalf of the Government of Venezuela or its agencies or instrumentalities, including the Central Bank of Venezuela and Petroleos de Venezuela, S.A., that are derived from either the sale of natural resources from, or the sale of diluents to, the Government of Venezuela or its agencies or instrumentalities.
(b) No Foreign Government Deposit Funds may be transferred, paid, exported, withdrawn, or otherwise dealt in, except to the extent provided by regulations, orders, directives, or licenses that may be issued pursuant to this order, and notwithstanding any contract entered into or any license or permit granted prior to the effective date of this order.
Sec. 5. Treatment of Foreign Government Deposit Funds.
(a) In holding the Foreign Government Deposit Funds, the Secretary of the Treasury shall:
(i) designate such funds in a manner that clearly reflects their status as sovereign property of the Government of Venezuela held in custody by the United States, and not as the property of the United States;
(ii) comply with instructions regarding disbursements or transfers of the Foreign Government Deposit Funds as may be determined by the Secretary of State, and not permit such funds to be used for any other purpose; and
(iii) consult, as appropriate, with the Secretary of State, the Attorney General, and the Secretary of Energy.
(b) The Secretary of the Treasury and the Attorney General are authorized and directed to assert, in any judicial or administrative proceeding, the sovereign immunity of the Foreign Government Deposit Funds consistent with this order and applicable law.

The United States has completed its first sale of Venezuelan oil, valued at $500 million, according to an administration official.
Additional sales of oil are expected in the coming days and weeks, the official added.
In the days since the United States attacked Venezuela and captured its president, Nicolás Maduro, earlier this month, President Donald Trump has made it clear that he plans to tap into the country’s vast oil reserves.
Trump said on Friday that the oil industry would invest at least $100 billion to rebuild Venezuela’s battered energy sector — though it’s not clear where that number came from.
The administration’s plans to capitalize on Venezuela’s oil were met with skepticism by US energy executives at the White House on Friday.
“It’s uninvestible,” ExxonMobil CEO Darren Woods told officials when discussing the obstacles to doing business in Venezuela. “There are a number of legal and commercial frameworks that would have to be established to even understand what kind of returns we would get on the investment.”
Several other executives also expressed reluctance with doing business in the embattled Latin American country. After a lengthy White House meeting on Friday, Trump and his top aides had emerged without any major commitments from companies to invest billions of dollars in the nation.

A. Western Hemisphere: The Trump Corollary to the Monroe Doctrine
After years of neglect, the United States will reassert and enforce the Monroe Doctrine to restore American preeminence in the Western Hemisphere, and to protect our homeland and our access to key geographies throughout the region. We will deny non-Hemispheric competitors the ability to position forces or other threatening capabilities, or to own or control strategically vital assets, in our Hemisphere. This “Trump Corollary” to the Monroe Doctrine is a common-sense and potent restoration of American power and priorities, consistent with American security interests.
The United States must reconsider our military presence in the Western Hemisphere. This means four obvious things:
A readjustment of our global military presence to address urgent threats in our Hemisphere, especially the missions identified in this strategy, and away from theaters whose relative import to American national security has declined in recent decades or years;

Targeted deployments to secure the border and defeat cartels, including where necessary the use of lethal force to replace the failed law enforcement-only strategy of the last several decades; and
Establishing or expanding access in strategically important locations.
At the same time, we will actively and fearlessly defend America’s interests throughout the Western Hemisphere. We will guarantee U.S. military and commercial access to key terrain, especially the Panama Canal, Gulf of America, and Greenland. We will provide President Trump with credible military options to use against narco-terrorists wherever they may be. We will engage in good faith with our neighbors, from Canada to our partners in Central and South America, but we will ensure that they respect and do their part to defend our shared interests. And where they do not, we will stand ready to take focused, decisive action that concretely advances U.S. interests.
