Italy weighs using EU defense loan on new tanks, eying Hungary team-up
Italy is considering using a European Union loan deal to pay for new tanks and armored vehicles supplied by Germany’s Rheinmetall, a source has told Defense News.
The money for Lynx vehicles and Panther tanks would come from cheap so-called SAFE loans organized by the EU to help member states beef up their military strength as Russia threatens the bloc’s Eastern border.
The subject came up in Rome on Monday when Hungarian prime minister Viktor Orban paid a visit to Italian Prime Minister Giorgia Meloni.
“The two leaders discussed the opportunities offered by the European SAFE scheme, evaluating possible synergies between Italy and Hungary to support their respective industrial and technological capabilities,” Meloni’s office said after the meeting.
The two countries already have one procurement program, and one potential program in common. The first is the Lynx tracked armored vehicle developed by Rheinmetall, which Italy and Hungary are buying, assembling and adapting.
The second is Rheinmetall’s new Panther main battle tank. Italy is set to purchase 272, while Hungary signed a deal with Rheinmetall in 2023 to team on development and production of the tank.
An Italian defense source who spoke on condition of anonymity told Defense News that Italy’s purchases of the two platforms were candidates to be supported by SAFE loan cash.

Defence Minister Kristóf Szalay-Bobrovniczky also discussed the purchase of High Mobility Artillery Rocket Systems (HIMARS) and rockets at the Pentagon, as he himself announced on Saturday, 8 November in an interview to public media, adding that the purchase may be considered to be made over a three-to-five-year period, following authorization by the U.S. Congress.
The minister of defence – who answered questions from the public media during the return flight to Hungary after Friday’s meeting between Hungarian Prime Minister Viktor Orbán and U.S. President Donald Trump in the White House – noted that by now the negotiations in Washington have removed the obstacles the Biden administration used against Hungary for political reasons in case of armament purchases and military industrial procurements. The minister added that the earlier Democratic administration had also rejected the fulfilment of planned procurements, which included orders already paid in some cases.
In answer to a question from the public media whether HIMARS is on the list, Kristóf Szalay-Bobrovniczky said that yes, the HIMARS rocket artillery system is a capability that “is capable of extending Hungary’s strategic-defensive web of deterrence farther than the current one. This would be very valuable. Indeed, HIMARS is the technology which we consider to be the most probable solution” – he stated.
When asked about the news in 2023 that Hungary was purchasing HIMARS rocket artillery systems from the United States, with leaked information mentioning 20-24 artillery systems and 100 rockets, Kristóf Szalay-Bobrovniczky responded that this is not the exact number, but in terms of order of magnitude, this is approximately the case, and that the purchase of all of these requires prior authorization from the U.S. Congress. The minister pointed out that the procurement of artillery equipment and rockets is a long process, even when congressional authorization has already been obtained.
In response to a question from the public media, Kristóf Szalay-Bobrovniczky said that preliminary negotiations had already been conducted and that he had now also held talks at the Pentagon in Washington. He estimated that the process would take 3-5 years, which he said was “theoretically conceivable.” This is because HIMARS is a highly sought-after weapon system, and there is a “waiting list” for procurements, hence it is not possible to give an exact deadline, he said.
Speaking about procurement costs, in answering a question from the public media whether their sum total could approximate HUF 1200 billion or more, the minister said that it cannot yet exactly be calculated at this point as it depends on a great many factors. Beyond the concrete procurement price of equipment purchases, related infrastructural developments as well as the training, recruitment and other costs will also factor into it. Therefore, this is a highly complex system, and the procurement will likewise be very complex, so the sum total will depend on the exchange rate, the timing and the delivery deadlines as well – said the minister of defence.
KNDS übergibt den letzten von 44 Leopard 2A7HU an Ungarn
Das ungarische Heer feiert den Abschluss der Auslieferung des Leopard 2A7HU mit einer öffentlichen Parade. In Anwesenheit des ungarischen Verteidigungsministers Kristóf Szalay-Bobrovniczky und des Inspekteurs der ungarischen Streitkräfte, General Gábor Böröndi, präsentierte die 1. Panzerbrigade ihre Systeme. Auf Einladung des Inspekteurs der ungarischen Streitkräfte, nahm der CEO von KNDS Deutschland (KNDS), Ralf Ketzel, teil.
Wie vertraglich vereinbart, ist damit die Auslieferung sämtlicher Fahrzeugsysteme termingerecht abgeschlossen.
Der im Dezember 2018 geschlossene Vertrag umfasste, neben den LEOPARD Kampfpanzern, auch 24 Panzerhaubitzen PzH 2000, drei LEGUAN Brückenlegesysteme und fünf WiSENT Bergepanzer, ein Simulationszentrum sowie ein umfassendes Ausbildungs- und Logistikpaket.

Raketenartillerie: Ungarn schwenkt von PULS auf mögliche Eigenentwicklung mit Lockheed Martin um
Der ungarische Rüstungs-, Luft- und Raumfahrtkonzern 4iG hat mit dem US-Rüstungskonzern Lockheed Martin eine Absichtserklärung über die Entwicklung und Produktion eines Raketenartilleriesystems unterzeichnet. Dies gaben beide Unternehmen am 17. Dezember 2025 in einer Pressemitteilung bekannt. Die Mitteilung ist bemerkenswert, da Beobachter den PULS-Mehrfachraketenwerfer (Precise and Universal Launching System) des israelischen Rüstungskonzerns Elbit Systems als favorisierte Lösung der ungarischen Streitkräfte ansahen.
Laut der Mitteilung hielten die beiden Industriepartner ihre Absicht fest, ein an ungarische Bedürfnisse angepasste Version eines Langstrecken-Raketenartilleriesystem zu entwickeln. Demnach soll das von Lockheed Martin entwickelte Artillery Rocket System Launcher Loader Module (LLM) auf einen in Ungarn gefertigten Lkw integriert werden.
Auf ungarischer Seite soll die Realisierung der Fahrzeugkomponente vom Lastwagenspezialisten Rába umgesetzt werden, wie gut informierte Kreise hartpunkt gegenüber bestätigten.
Als potenzielles Trägerfahrzeug könnte Beobachtern zufolge eine auf Grundlage des Rába H25.324 6×6-Lkw entwickelte Plattform zum Einsatz kommen.
Die Unterzeichnung einer Vereinbarung mit Lockheed Martin lässt Beobachter aufhorchen, da im Vorfeld die PULS-Lösung von Elbit Systems als gesetzt galt. Wie hartpunkt aus gut informierten Kreisen erfuhr, soll die Vereinbarung über die Beschaffung eines Pakets von PULS-Raketenartilleriesystemen und Heron 900 MALE-Drohnen (Medium Altitude Long Endurance) durch die Partner bereits im Sommer 2025 bis zur Unterschriftsreife verhandelt worden sein. Nach dem im Spätsommer erfolgten abrupten Halt scheint im Anschluss an den Besuch von Ministerpräsident Viktor Orbán beim US-Präsidenten Donald Trump im November 2025 eine Neuausrichtung erfolgt zu sein. Auch wenn zu den Gründen bis jetzt nichts Offizielles bekanntgeworden ist, sehen wohlinformierte Kreise die Motivation für ein Zusammengehen mit Lockheed Martin in der Möglichkeit einer einheimischen Wertschöpfung und einer möglichen, günstigeren Finanzierungsoption durch die US-Seite.
