Estonia, Together With Poland, Lithuania, And Norway, Signed A Joint Declaration for The Joint Procurement Of A Short-Range Man-Portable Air Defence System (15. November 2024)
The Estonian Centre for Defence Investments (ECDI) and the defence ministries of Lithuania, Norway, and Poland signed a joint declaration in Warsaw for the joint procurement of a short-range man-portable air defence system. The declaration authorized the Polish procurement agency, which has technical expertise and engineers for procuring rocket systems, including testing and quality control, to carry out the acquisitions.
Additionally, earlier this year, ECDI handed over Polish short-range air defence systems PIORUN to the Estonian Defence Forces, capable of hitting targets up to eight kilometers away, and this summer, the Polish company WB Group modernized the Estonian Defence Forces’ ZU-23 anti-aircraft guns.
AREX upgraded ZU-23-2 anti-aircraft systems (3. September 2022)
The AREX company (part of WB GROUP) has finished the first phase of modernization of anti-aircraft equipment of one of NATO countries.
As part of the agreement signed in 2021, the anti-aircraft artillery systems of the North Atlantic Treaty Organization (NATO) country were upgraded.
The modernization package is characterized by a modular design. This allows to easily and quickly integrate new functional blocks into the original set.
The ARM 28 modularity also speeds up the system field repairs. The modernization also made it possible to reduce the number of people operating the anti-aircraft system.
The part of ARM 28 upgrade package is also a optoelectronic sight. It allows to fire from an anti-aircraft system with both 23 mm OFZT and BZT ammunition, as well as modern 23 mm APDS-T sub-calibre ammunition.

Estonia to invest over €10 billion in defence in 2026-2029
Minister of Defence Hanno Pevkur today approved the new development plan for the Ministry of Defence’s area of governance, allocating more than €10 billion over the next four years to strengthen Estonia’s national defence capabilities.
A top priority in the development plan is air defence enhancement. A dedicated Air Defence Brigade will be established, and Estonia will expand short-, medium-, and long-range air defence capabilities by acquiring additional IRIS-T, Piorun, and Mistral systems along with associated munitions. Market research for a ballistic missile defence capability will also be conducted this year. These developments aim to protect critical infrastructure and civilian populations while effectively countering threats such as cruise missiles and drones.

Saab has received orders for the RBS 70 NG ground-based air defence system and the Giraffe 1X radar from the Latvian Ministry of Defence. Deliveries will begin in 2022.
Lettland hat am 3. Dezember ein erstes SAAB Giraffe 1X aus der zweiten Liefertranche übernommen. Radarsysteme dieses Typs sind bereits bei den lettischen Streitkräften eingeführt und wurden zum ersten Mal bei der Übung “Baltic Zenith 2023” eingesetzt:

Der Kaufvertrag für die zweite Tranche dieser Radarsysteme ist im Dezember 2024 unterzeichnet worden.
Air Force of Latvia Receives “Giraffe” 1X Air Surveillance Radars
On Wednesday, 3 December, at the National Armed Forces base in Lielvārde, H.E. Mr Daniel Olsson, Ambassador of the Kingdom of Sweden to Latvia, and representatives of the Swedish company Saab formally handed over “Giraffe” 1X air surveillance radars to the Latvian National Armed Forces Air Force.
The “Giraffe” 1X radars, produced by the Swedish company Saab, are already part of the National Armed Forces’ equipment, and the Air Force first used them during the “Baltic Zenith 2023” exercises. The contract for the acquisition of additional “Giraffe” 1X radars was signed in December 2024.
