The UK will also take part in the European Long-range Strike Approach programme. Working alongside international allies, France, Germany, Italy, and Poland, the UK will develop new cutting-edge long range missile capabilities, with the project expected to play a key role in Europe’s defence by the 2030s. The move underlines the Government’s desire to work closer with European allies on key areas of security.
Today’s meeting of NATO Defence Ministers is the first chaired by the new NATO Secretary General Mark Rutte and is the first that the Defence Secretary has attended since taking up his post.

Die durch Russland bereits erfolgte Stationierung von bis weit nach Westeuropa reichenden, auch nuklear bestückbaren Flugkörpern und vorhandene multidimensionale Fähigkeiten sowie der russische Versuch, die Ukraine durch einen Angriffskrieg zu unterwerfen, bringen einen massiven Vertrauensverlust und eine erheblich veränderte Bedrohungslage mit sich. Vor dem Hintergrund dieser Bedrohungslage hat die Bundesregierung 2023 in der Nationalen Sicherheitsstrategie angekündigt, die Luftverteidigung in Europa grundlegend zu verstärken sowie abstandsfähige Präzisionswaffen zu entwickeln und einzuführen.
Diese Ziele wurden von Bundeskanzler Olaf Scholz in seiner Rede bei der Münchner Sicherheitskonferenz im Februar 2024 erneut bekräftigt. Eine entsprechende multinationale Initiative („European Long Range Strike Approach“/ELSA) wurde am Rande des NATO-Gipfels in Washington, D. C. von den Verteidigungsministern Deutschlands, Frankreichs, Italiens und Polens gezeichnet. Weitere Nationen haben ihr Interesse an der Initiative bekundet.
Given the strategic importance of deep strike, the FC/ASW project has been set a very aggressive schedule by launch partners France and the UK. To deliver on this MBDA has mobilised over 750 dedicated technical experts across the UK and France on the FC/ASW programme.
MBDA’s experts are working at rapid pace developing two different and complementary missiles that represent the absolute cutting edge of deep strike capabilities: an ultra-low observable subsonic missile, and a supersonic highly-manoeuvrable missile.
Importantly the FC/ASW project is progressing rapidly and is on schedule to complete its assessment / risk-reduction phase. This phase focuses on reducing technical risks and increasing the maturity of the key technologies for FC/ASW, the missiles’ sub-systems and wider weapon systems. In parallel, Italy has joined the effort to enable a smooth convergence towards a tri-lateral programme in the near future.
The first prototype ultra-low observable missile has already been manufactured and extensive RF-signature testing conducted upon it in a dedicated RF signature testing facility. Exhaustive supersonic wind-tunnel testing has also been completed on the supersonic missile’s propulsion system at MBDA’s facility in Bourges. Test results have been highly impressive, displaying MBDA’s position at the forefront of world missile technologies.
Other trials completed across both missiles include tests on their advanced seekers, tests of the missiles’ warheads and fuzing systems, aerodynamic trials and other engine testing.
Deep Precision Strike – Ist der Tomahawk eine Option für die Bundeswehr?
Gut informierten Kreisen zufolge wird deshalb auch im Verteidigungsministerium bereits über die Beschaffung von Tomahawks als Übergangslösung bis zur Einführung einer vom Boden aus einzusetzenden europäischen Waffe diskutiert. Wie weit die Überlegungen bereits gediehen sind, ist jedoch nicht bekannt. Das BMVg wollte sich auf Nachfrage nicht zu dem Themenkomplex äußern.
Während die US-Landstreitkräfte die Verantwortung für die mit Tomahawks ausgerüsteten Multi-Domain Task Forces haben, muss dies nicht zwangsläufig eine Blaupause für die Bundeswehr sein. Dem Vernehmen nach hat die Luftwaffe denn auch bereits ihre Interesse signalisiert, in Zukunft strategische Boden-Boden-Waffen betreiben zu wollen. Wohl nicht zuletzt auch deshalb, weil sie die Voraussetzungen mitbringt, Ziele in großer Entfernung zu bekämpfen.
Europe’s very own missile for piercing air defenses is years away
Europe may have to wait for its own capability to suppress long-range enemy air defenses until at least 2033, with the expected arrival of a new high-speed maneuverable missile from MBDA, according to military experts at the Paris Defence and Strategy Forum last week.
The French Air Force currently lacks a real capability for suppression of enemy air defenses, or SEAD, and that capability should be restored from 2033 with an upgrade of the Rafale jet together with the RJ10 missile being developed by MBDA, according to Col. Guillaume Kubala, a fighter pilot and aerospace expert at the French Armed Forces Ministry’s directorate for international relations and strategy. He was speaking at a March 13 round table on deep strike and air superiority here.
The RJ10 is part of the French-British Future Cruise/Anti-Ship Weapon long-range strike project and will perform the mission of suppression and destruction of enemy air defenses, according to Pierre-Marie Belleau, who oversees the deep strike portfolio at MBDA.
The goal is for the missile to arrive at the same time as the future F5 standard for the Rafale, Belleau said during the round table, without providing an exact date.
“This missile must arrive concomitantly with Rafale’s F5 standard,” Belleau said, adding that’s a factor driving the development schedule. “We would like it to go faster, but we have to be realistic.”

Through Trinity House, we agreed to start work on a new Deep Precision Strike Capability. For the first time, we can confirm that we will aim for this system to have a range of over 2,000km, and are jointly leading a programme of work within the European Long Range Strike Approach.
In addition, it was announced that the UK will buy "up to 7,000 UK-built long-range weapons for the UK Armed Forces", though again without specifying what.
It is understood these weapons will include a mix of missiles, rockets and drones.
Sources within the defence industry criticised the lack of detail, which is so often the case with announcements by the Ministry of Defence.
The sources said small and medium-sized companies in particular are struggling to survive as they await clarity from the Ministry of Defence over a range of different contracts.
