Contracts For July 2, 2024
Lockheed Martin Corp., Grand Prairie, Texas, was awarded a $226,850,900 hybrid (cost-plus-fixed-fee and firm-fixed-price) contract for procurement of Army Tactical Missile System guided missile and launching assembly. Bids were solicited via the internet with one received. Work will be performed in Grand Prairie, Texas, with an estimated completion date of Dec. 30, 2028. Fiscal 2024 Foreign Military Sales (Estonia, Latvia, Lithuania, Morocco, and Poland) funds in the amount of $226,850,900 were obligated at the time of the award. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W31P4Q-24-C-0037).

Six Brand-New HIMARS Rocket Launchers Are Soon on Their Way to Estonia
The U.S. defense contractor Lockheed Martin handed over six newly manufactured HIMARS multiple launch rocket systems to Estonia at its headquarters in Arkansas. These rocket systems will be integrated into the Estonian Defence Forces’ arsenal this summer.
The six HIMARS rocket launchers are expected to arrive in Estonia in the coming months. Thanks to pre-delivery training, the Estonian Defence Forces will be ready to deploy the systems immediately.

“Starting this summer, HIMARS will provide us with long-range precision strike capability, significantly enhancing our options for defending Estonia. Through outstanding cooperation with the U.S. HIMARS detachment stationed in Estonia, Unit ‘Victory,’ we have already prepared the personnel for our future rocket artillery battery to ensure the new weapons can be deployed as soon as possible. A major part of this achievement is due to the excellent preparatory work by our leadership team, who have thought outside the box and minimized the time required to bring the systems into service,” said Major Tanel Tatsi, Chief of Staff of the Artillery Battalion.

Estonia wants answers from US on HIMARS production, could turn to other options in ‘months’
Estonia could scrap a plan for a second buy of Lockheed Martin-made M142 High Mobility Artillery Rocket Systems (HIMARS) if the US government cannot assuage its concerns about lead times and production slots, with a decision likely in the coming months, the Baltic state’s defense minister tells Breaking Defense.

“I would like to speak” with the US government to ask, “are they ready to speed up the production, or are they ready to give us earlier [production] slots because the information we’ve gathered today clearly shows that delivery time is very long and we don’t have so much time,” Hanno Pevkur said in a Friday interview on the sidelines of the Munich Security Conference.
Breaking Defense initially reported on the prospect of a second HIMARS order in October, when another Estonian official disclosed issues linked with delivery lead times and pricing.

Dependent on how Washington responds to Estonia’s questions, Tallinn will either go ahead with a second tranche of HIMARS or change course and potentially opt for an alternative. A decision will be made on the preferred platform in a “couple of months,” said Pevkur.

Rocketsan’s Khan, from Turkey, and the Elbit Precise and Universal Launching System (PULS), out of Israel, are known to be in the running, but in his discussion with Breaking Defense, Pevkur only mentioned South Korea’s Hanwha Aerospace-made K239 Chunmoo.

Six HIMARS Multiple Rocket Launchers Arrive in Estonia
Today, six HIMARS multiple rocket launchers were handed over to the Estonian Defence Forces at Ämari Air Base, significantly enhancing Estonia’s deep-strike capability. In cooperation with the U.S. task unit “Victory,” the Defence Forces have already completed pre-training for the personnel of the rocket artillery battery, and the first live-fire exercises will begin this summer.
The arrival of the weapon systems follows three and a half years of work to procure the systems, as well as to establish, staff, and train the unit.
