Slovenia eyes purchase of German IRIS-T air defense system (13. Juli 2023)
Slovenian Defense Minister Marjan Šarec has announced the country’s government is in talks to purchase the German-made IRIS-T medium-range air defense system in the near future.
“At the moment, we do not have a very efficient air defense system,” Šarec told public broadcaster RTV Slovenija. “Some in Slovenia say that we are collectively protected by NATO, but it takes some time for allied aircraft to reach Slovenia, and air defense with such a system is something different from aircraft.”
The ministry has not disclosed the acquisition’s estimated value. However, local paper Delo reported that Ljubljana aims to spend about €200 million ($223 million) to purchase the surface-launched, medium-range (SLM) variant of the system which is manufactured by Diehl Defence.
Ursprünglich ging das slowenische Verteidigungsministerium davon aus, dass das Memorandum über die European Sky Shield Initiative rund um den NATO-Gipfel von Vilnius unterzeichnet werden würde, aber diese Unterzeichnung wurde kurzfristig verschoben. Der Vertrag über die IRIS-T SL soll aber demnächst abgeschlossen werden.
Wohl ergänzend zur Begleit-FlA mit dem JLTV samt Waffenstation Mangart 25.

Zagotavljanje vojaških zmogljivosti
Doseganje zastavljenega cilja bo prednostno usmerjeno v:

Skladno s pridružitvijo Republike Slovenije k nemško vodeni pobudi Zaščita evropskega neba (European Sky Shield Initiative – ESSI) se bodo nadaljevali dejavnosti in postopki, ki bodo prispevali k vzpostavitvi sistema zračne obrambe na nacionalni in zavezniški ravni.
Zračna domena bo osredotočena na razvoj enot, ki bodo zagotavljale nacionalne in sprejete cilje zmogljivosti Nata, s poudarkom na oblikovanju bataljona zračne obrambe.
Oblikovana bo struktura in zastavljena smer razvoja v napredni sistem kopenske zračne obrambe ter razvoj sodobnih zmogljivosti za nadzor in varovanje zračnega prostora Republike Slovenije.
Slovenska vojska bo zračno obrambo razvijala kot taktično zmogljivost z učinki na operativni in taktični ravni, ki bo integrirana s centrom za nadzor in kontrolo zračnega prostora ter s sistemom kolektivne obrambe zavezništva. Zmogljivost zračne obrambe do srednjega dosega bo namenjena zaščiti nacionalnega zračnega prostora, kritične infrastrukture na ozemlju Republike Slovenije in neposredni zračni obrambi elementov razporeditve sil Slovenske vojske. Vzpostavitev zmogljivosti kopenske zračne obrambe se bo začela s sistemom vodenja in poveljevanja, senzorji ter raketnimi sistemi.
Da slowenische Verteidigungsministerium hat den Kauf eines Fliegerabwehrsystems (Kopenski sistem zračne obrambe) angekündigt. Dabei sollen Fliegerabwehrwaffen mittlerer, kurzer und sehr kurzer Reichweite gekauft werden, die in einem Verband zusammengefasst werden. Kurzfristig soll als erster Schritt ein Fliegerabwehrlenkwaffensystem mittlerer Reichweite zulaufen. Das Budget für das Projekt liegt bei 200 Mio. EUR inkl. MWSt.
Der Staatssekretär im Verteidigungsministerium, Damir Črnčec, hat am Mittwoch eine Programmvereinbarung mit dem deutschen Bundesministerium der Verteidigung zur Beteiligung Sloweniens an der Beschaffung von IRIS-T SLM unterzeichnet. Slowenien wird in weiterer Folge IRIS-T SLM direkt von der Diehl Defence GmbH erwerben:

Decision on the selection of the provider of the medium-range air defence system becomes final
Slovenia is the first of the 19 ESSI members to sign a programme agreement with the Federal Republic of Germany for the purchase of the IRIS-T SLM system.
The Ministry of Defence has decided to select Diehl Defence GmbH & CO. as the supplier of the medium-range air defence system. KG, Germany, to supply Slovenia with the IRIS-T SLM medium-range air defence system. The price for the complete system with all supporting elements and missiles is EUR 146.82 million, excluding VAT.
Following the publication of the decision on the public procurement portal and the award decision becoming final on 10 January 2024, the Federal Office for Equipment, Information Technology and Maintenance of the German Armed Forces (BAAINBw) will conclude Amendment No 1 to the contract for the supply of air defence systems for the Federal Republic of Germany on its own terms and conditions and in the name and on behalf of the Ministry of Defence of the Republic of Slovenia.
Within the European Sky Shield Initative (ESSI), Diehl Defence signed a purchase contract on the procurement of the medium-range air defence system IRIS-T SLM with the German Federal Office of Bundeswehr Equipment, Information Technology and In-Service Support (BAAINBw) on January 25. Annette Lehnigk-Emden, President of the BAAINBw, agreed with Helmut Rauch, CEO of Diehl Defence, on behalf of and with a power of attorney from the Republic of Slovenia on the procurement of the ground-based air defence system for the European NATO partner country.
The purchase order includes one fire unit, consisting of the components radar, tactical operations center and four missile launchers as well as IRIS-T SL guided missiles and logistic support.
Slovenia for the first time was able to make use of a standardized contract for ESSI procurements. It facilitates future synergy effects and enables a quick procurement process from which not only further ESSI customers, but also the industry will benefit.
In order to ensure a synchronized delivery of IRIS-T SLM to the ESSI nations, Diehl Defence distributed production slots to the interested nations in such a way that the system can also be delivered to Slovenia in due time.
Der Kommandant des 15. Luftwaffenregiments, Oberst Janez Gaubet, hat den Bau von Infrastruktur für die IRIS-T am Luftwaffenstützpunkt Cerklje und in der Kaserne in Vrhnika angekündigt:

Ein System IRIS-T SL wird in Cerklje stationiert, das andere in Vrhnika. Dieses Jahr werden die ersten Soldaten des 15. Luftwaffenregiments im In- und Ausland ausgebildet. In zwei bis drei Jahren sollen sie in der Lage sein, mit dem neuen Fliegerabwehrsystem umgehen zu können.
