The Armed Forces must have the ability to influence an opponent through a wide range of means. The ability to fight back becomes especially important in an armed conflict against an adversary that operates a number of different types of long-range weapon systems. In order to enhance the Armed Forces’ ability to inflict casualties on an adversary, the Chief of Defence recommends increasing the Armed Forces' capabilities as regards long-range precision fire in all domains.
In order of priority, the Armed Forces should bolster firepower in the northernmost part of the country by strengthening already approved investments in long-range precision weapons in the current long-term plan to establish a fully-fledged rocket artillery battalion. The Armed Forces should then establish a long-range artillery battalion as part of Finnmark Land Command.
1.3 Project schedule
NDMA plans to carry out the project in accordance with the below tentative schedule.
2022-2023 Pre- project activities, External Quality Assurance Government approval.
2024 Invitation to Tender
2025 Contract Award
2027-2029 LRPF Deliveries and implementation in the Army

2.2.1 Preliminary functional requirements
The LRPF system is expected to be a self-propelled system that fires munition; missiles, guided rockets and rockets with a range from less than 40 km, out to more than 300 km. The system needs to be interfaced towards existing Norwegian C4I systems – in particular the ODIN Fire Support System. The ability to operate in the north of Norway is important.
The Norwegian Defence Materiel Agency (NDMA) hereby invites potential candidates to pre-
qualify for its procurement of “Acoustic Passive Sensors” for location of indirect fire (IDF)
projectiles.
2.1 Scope of the Procurement
The scope of the procurement includes the following:
The main scope will be an acoustic “Passive Sensor” for location of indirect fire (IDF) projectiles
that can be mountable on a light armoured or armoured tracked vehicle. The main operational
purpose is to function as a supplement to artillery locating radars by passively “listening” after
IDF while the radars are not in operational mode.
Option scope may be passive sensors for other purposes, such as area access control and counter
unmanned aerial vehicles (UAV).
The procurement will consist of two contracts with one (1) contractor: a purchase contract and
a CLS-agreement.
The purchase contract will be the main contract and will set the provisions for the deliveries
including but not limited to requirements and procedures for test and verification of the
product.
The main scope of delivery consists of:
