MoD presents the procurement of multirole fighter aircraft (3. April 2018)
Col. Tretinjak reminded that the Request for Proposals were addressed to the embassies of Greece, Israel, South Korea, the United States and Sweden and that South Korea renounced the proposal. , dropped out of the bidding because it was not able to meet all the established tactical-technical requirements. Other countries submitted their bids within the defined deadline, and presentations were submitted and written and electronic documentation was submitted to the Ministry of Defense.

According to the defined timeline , on 30 November 2017 the evaluation of the four received proposals by the Expert Team was concluded and the Feasibility Study was prepared, to serve as the basis for the state-level decision.
Brigadier Tretinjak stressed that the Request for Proposal contained the quantitative and qualitative requirements based on the tactical and technical study and included a "Total Package" (for 100 hours of flying hours per aircraft annually/ 1,200 hours a year in total) for the delivery of 12 aircraft (10 single-seat and two 2- seat aircraft), flight simulator, personnel training, an initial weapons package, spare parts, technical support services, tools and equipment for flying support, the infrastructure adaptation and transportation of parts and equipment according to the agreed timeline. The Israeli proposal was assessed the most comprehensive and acceptable,sed on the overall evaluations of the scored. Based on the overal proposal ratings and based on the previously determined domain-subdomain ratio, the proposal from the State of Israel's proposal has been accepted as the most comprehensive and acceptable.

Brigadier Tretinjak pointed out that Israel's proposal entailed strategic co-operation through the Government to Government Long-term Strategic Partnership Agreement. The offered F-16 C / D Block 30 Barak aircraft although used, are NATO- compatible and modernised aircraft ensuring the performance of all defensive and offensive air operations.
The Israeli offer entails delivery of 12 aircraft (ten single-seat and two 2-seat) with NATO- compatible equipment and advanced avionics, the individual pilot equipment, F-16 flight simulator, the “train-the-trainers“ training of pilots and technical staff in Israel, an initial package of spare parts, a package of ground support equipment, an initial weapons package, infrastructure construction and adaptation and three years of overall logistic support, including the assistance of the Israeli instructors with the maintenance and personnel training, and transportation of parts and equipment according to the agreed schedule. The proposed concept of support and airworthiness of the F-16 entails the logistic support in the Republic of Croatia and the engineer support in Israel. The proposed aircraft have undergone a series of upgrades and system and structure modernisation, ensuring high technological level. They will be delivered with the resource of 3,000 flying hours, which is sufficient for the next 25 years, according to the expert projections of the Croatian Air Force.

After the Defence Commitee of the Croatian Parliament unanimously endorsed the project of equioment of the Croatian Armed Forces with the multirole fighter aircraft, the Defence Council accepted the opinion and recommendations of the Expert Team on the Israeli proposal as the most acceptable for Croatia and issued the recommendation to the Croatian Government to initiate a Decision on the Procurement of Multirole Fighter Aircraft, which was adopted at the session of 29 March 2018.

Tijekom predstavljanja prihvaćene izraelske ponude voditelj stručnog tima, brigadir Davor Tretinjak istaknuo je kako je odgovornost Hrvatske u okviru NATO-a imati upravo 12 aviona, s obzirom na teritorij pokrivanja, zahtjeve članstva te potrebu letenja u iznosu od 1200 sati godišnje, odnosno 100 sati letenja po avionu ovog tipa. Cijena sata letenja, u okviru 36.000 sati, koji će prema Tretinjakovim najavama biti ispunjeni tijekom 30 godina, koštat će 2000 dolara, što je ukupno 72 milijuna dolara troškova letenja.

Pored toga, Hrvatska je od Izraela dobila jamstva za naoružanje za ove avione u periodu od 25 do 30 godina, a s avionima pri isporuci dolaze rakete zrak-zrak američke proizvodnje te tri rezervna motora.

Prime Minister Benjamin Netanyahu, yesterday in Davos, met with Croatian Prime Minister Andrej Plenkovic; they agreed to move forward on the sale of Israeli F-16s to Croatia according to the terms of the tender. This development is a further expression of the deep times between the two countries. The two leaders agreed to expand economic, security, water, agricultural, academic and tourism cooperation.

Die Website Defender.hr hat einen Artikel veröffentlicht, wonach die Kosten für die F-16 "Barak", laut den Voranschlägen in den Budgets 2020 und 2021 explodieren würden. Dem mit knapp unter 500 Mio. $ angegebenen Preis (das MORH habe für die Beschaffung 360 Mio. HRK pro Jahr veranschlagt) würden 2020 Raten von 564 Mio. HRK und 2021 bis zu 581 Mio. HRK gegenüberstehen. Bei einer Zahlungsverpflichtung bis 2029 würden statt 3,6 Mrd. HRK ca. 5,5 Mrd. HRK bezahlt werden müssen.

Das würde bedeuten, dass man einen Bieter ausgewählt hätte, der über 30 Jahre alte Flugzeuge liefert, welche schon jetzt gegroundet seien, weil die vom Hersteller angegebene Lebensdauer von 8000 Flugstunden erreict ist. Es seien nicht dieselben Flugzeuge, die ursprünglich gewählt wurden, weil der Preis unerwartet hoch gestiegen sei. Man wäre mit den griechischen F-16 Block 30 und dem Support durch Lockheed Martin viel besser gefahren.

Der Aussendung des Verteidigungsministeriums zufolge gibt es aber einen Fixpreis für den Kauf der Mehrzweckkampfflugzeuge in der Höhe von 3,1 Mrd. HRK, bei einem durchschnittlichen Wechselkurs von 6,5 $, der über zehn Jahre in Raten beglichen wird. In den Voranschlägen für 2020 und 2021 wurden die jährlichen Raten um die Mehrwertsteuer erhöht.

Croatia to Cancel F-16 Acquisition If Planes Are Modified? (29. Dezember 2018)
The Defence Ministry will propose to the government not to sign the agreement with the Israeli government on the purchase of 12 F-16 fighter jets should they be modified as requested by the US government, because in that case they would no longer be F-16 Barak aircraft with which Israel won the Croatian tender, Defence Ministry official Davor Tretinjak said in a television interview on Friday evening.

"If the whole equipment is changed, both the Israeli and American, and modified with state-of-the-art American equipment, then it's no longer the F-16 CD Barak," Tretinjak told the HTV public television service commenting on the latest media reports that the US was making the sale of the US-made Israeli aircraft conditional on the removal of the Israeli equipment built into them.

In that case, the Defence Ministry would have to propose to the government not to conclude the government to government agreement with Israel and to suspend any further talks, he added.

US Congress Approves F-16 Sale to Croatia, Final Decision Still Unclear (28. Dezember 2018)
The US Congress has okayed Israel's sale of F-16 fighter jets to Croatia, whereby the whole procedure has been returned to the State Department for consideration, Večernji List daily said on its website on Thursday. The paper says that members of the House Committee on Foreign Affairs did not state, within the legal deadline of 15 days, any objections to the F-16 sale to Croatia, whereby Congress formally approved the proposed transfer of US weapons to a third country.

The paper says this is an important step in the sale but that it does not mean the transfer has been approved. Under the law, Congress approved the sale of the original jets, as they were when the US delivered them to Israel, without the Israeli modifications, and their value was 135 million dollars.

US Wishes Croatia's Israeli Jet Purchase 'Successful Resolution' (12. Dezember 2018)
The US embassy in Zagreb told BIRN on Wednesday that, although the US Government does not generally comment on allies’ arms procurements, Washington strongly supports Croatia's modernization of its defence system, including the purchase of F-16 jets from Israel.

On Tuesday, the State Department formally notified Congress of the transfer, which now moves into a 15-day notification period, under Arms Export Control Act requirements.

“Although certain details are pending, the [State] Department would like to see cooperation from all parties involved come to a successful resolution,” the embassy told BIRN.

The Axios website last week claimed that Donald Trump's administration was blocking a sale worth 500 million US dollars between Israel and Croatia of 12 F-16 fighter jets, which were made in the US and upgraded by Israel.
Croatian and US officials have dismissed the reports.
"Croatia insists that what was listed in Israel's bid regarding the F-16 C/D Block 30 Barak fighter jets be respected and the sale of any other version of the jet is impossible," the Defence Ministry told the state news agency Hina on Tuesday.

As the US embassy explained to BIRN, the US transfers defence equipment to partners through the Foreign Military Sales system, FMS.

As part of the sale, the FMS purchaser must seek US government approval before modifying a system or retransferring it to a third party.

“Over the past several decades, the United States has authorized thousands of these Third Party Transfer [TPT] requests ranging from munitions to large, complex defence systems,” the embassy said.

The US typically requires all partners to return US-origin equipment when approving a TPT request and frequently works with the country that originally purchased the equipment to ensure it is upgraded appropriately by authorized personnel.

“Under the TPT process, it is the responsibility of the country seeking to divest itself of a particular US-origin system to understand the requirements and to communicate these conditions to the receiving country,” the embassy said.

A Croatian deal to buy 12 used F-16 jets from Israel worth $500 million could be in jeopardy if the US does not approve of the sale, officials said Wednesday.
Israel has upgraded the jets with sophisticated electronic systems — crucial in Croatia’s decision to buy the planes from Israel rather than from the U.S.

The U.S. State Department is now hinting that the upgrades should be removed before the jets can be sold.


Croatian Prime Minister Andrej Plenkovic said “we will either buy the planes that were originally offered (by Israel) or the tender will be declared null and void, there is no dilemma about it.”

“The burden of obtaining consent from the United States for the delivery of the planes was taken on by the Israeli side,” Plenkovic said. “At this moment, this is a matter of relations between Israel and the United States.”

Commenting on the latest developments regarding the purchase of military jets from Israel, Croatian Prime Minister Andrej Plenkovic said on Tuesday that "the government does not consider the situation in any way burdensome for Croatia."

"Last year we sent special delegations to both Israel and the United States and before the government made its decision, there had been no indications of any problem. The burden of obtaining consent from the United States for the delivery of the planes was taken on by the Israeli side. Croatia did everything in good faith, in line with the rules and tender procedure. At this moment, this is a matter of relations between Israel and the United States," Plenkovic said.

"We will either buy the planes that were originally offered or the tender will be declared null and void, there is no dilemma about it and any other solution .... is out of the question," Plenkovic said.
Israel committed itself in writing that it would obtain the US government's approval for the delivery of fighter jets to Croatia and that is exclusively Israel's responsibility, the Croatian Defence Ministry said last Friday and added that if any official notice were to arrive, the public would be informed.

Earlier that day the US Embassy in Zagreb said that it was cooperating with Croatia and Israel on finding an acceptable solution that would enable the confirmation of the agreement on the purchase of Israeli F-16 fighter jets.

The US Embassy said that it had been cooperating with Israel for more than a year regarding the details of the proposed agreement on the purchase of the jets.

The Israeli media have reported that Washington is angry because it believes that by upgrading the electronic systems in the US-made aircraft, Israel has unfairly profited from their sale to Croatia.

On Friday, Israel’s Channel 10 reported that the Trump administration was blocking the $500 million deal that would have seen Israel sell 12 aging F-16 C/D Barak fighter jets to Croatia.

According to the report, which quoted unnamed Israeli officials, Washington is angry that Israel added advanced Israeli-made electronic systems to the planes, giving Jerusalem an edge over American planes and therefore unfairly profiting from the deal.

The report said that Prime Minister Benjamin Netanyahu discussed the issue with US Secretary of State Mike Pompeo last week, who reportedly told Netanyahu: “I’m in favor, but Defense Secretary [James] Mattis is against [the sale]; it’s him who is blocking it.”

Scoop: U.S. blocking Israel-Croatia arms deal (6. Dezember 2018)
The Trump administration is blocking a $500 million arms deal between Israel and Croatia, for the sale of 12 U.S.-made F-16 fighter jets refurbished and upgraded by Israel, Israeli officials tell me.

Why it matters: The U.S. was also fighting for the Croatia tender, and U.S. officials claimed Israel was being dishonest and trying to profit off the back of the U.S., according to the Israeli officials. This is a very rare standoff after two years of incredibly close relations between Israel and the Trump administration, especially when it comes to military and defense cooperation.

The latest: Israeli Prime Minister Benjamin Netanyahu raised the issue with Secretary of State Mike Pompeo during their meeting in Brussels on Monday, according to Israeli officials who said Pompeo told Netanyahu he was not against the deal but Secretary of Defense James Mattis was blocking it.
Israeli officials tell me they started receiving messages from Washington three weeks ago indicating that the U.S. would block the deal.
  • Trump administration officials were furious that Israel upgraded the old F-16's with new and sophisticated Israeli-made electronic systems in order persuade the Croatians to buy the jets from Israel and not from the U.S., the Israeli officials tell me.
  • The Americans claimed Israel was never supposed to sell the U.S.-made jets to a third party without U.S. approval — especially not in direct competition with the U.S.
  • Israeli officials tell me the Croatians are also furious that the deal is stuck and have conveyed a message to Israel that they expect it solve the problem as soon as possible.


Netanyahu's office did not deny this account but refrained from commenting. The State Department declined to comment on the issue, and the Pentagon hasn't provided a comment.

Croatia sets Israel deadline over F16 delivery (4. Januar 2019)
The Ministry of Defence of the Republic of Croatia has given the State of Israel a deadline on its capability to deliver the aircraft offered at the international tender and chosen by the Republic of Croatia in a transparent procedure by 11 January 2019.

The State of Israel is responsible for obtaining the approval from the United States for the supply of the aircraft configured as agreed by the Republic of Croatia. Upon receipt of the official stand from the State of Israel, the Ministry will inform the Croatian public without delay.

In the event that due to disagreement between the State of Israel and the United States the Republic of Croatia does not obtain the aircraft, the Government of the Republic of Croatia will annul the decision on the procurement of the chosen multirole fighter aircraft (dated 29 March 2018).

F-16s for Croatia – what next in Zagreb’s fighter fiasco?
However, the first sign of trouble became apparent when signature of the deal was postponed indefinitely.

The reason behind this became known as early as last November and was finally confirmed by US officials at the beginning of December. In what was an expected turn of events, as part of the Third Party Transfer (TPT) process, the US requested Israel remove all its indigenous modifications installed in the aircraft before transferring them to Croatia.

As the final step in the TPT process, at the end of December the US Congress cleared the transfer of the aircraft to Croatia in a configuration in accordance with US technical specifications (with US avionics instead of the Israeli avionics currently installed in them). Israeli diplomatic efforts to try and soften the US position in this matter at the start of January were apparently unsuccessful and the US expects Israel to confirm whether it will accept its conditions for the transfer.

This, of course, is unacceptable for Croatia since Israel won the bid to supply the aircraft based on their current configuration and any serious changes would therefore lead to cancellation of the deal – this has been stressed by high-ranking Croatian officials on more than a few occasions, including by the prime minister, Andrej Plenković, on January 3.

As result of all this, on January 3, the Croatian Ministry of Defence issued a formal request to the government of Israel to submit an official answer by January 11, stating whether it would be able to supply the aircraft in the configuration in which they were originally offered and accepted by Croatia. If a negative answer is received from Israel, Croatia will be forced to cancel the deal.

A delegation from the Israeli MoD was expected to arrive in Croatia yesterday (January 9) and deliver an official statement the following day.

While it seems that the fate of the Israeli-Croatian F-16 deal is now sealed, the latest rumour suggests that Washington will now step in and provide Croatia with the 12 F-16C/D it requires. This would be a donation of newer Block 40 airframes, with Croatia paying for their SLEP and a custom upgrade. All of this is expected to provided at the same cost as was earmarked for the acquisition of the Israeli aircraft. For now, however, this remains unofficial conjecture.

Croatia slowly revives fighter procurement
Croatian Defence Minister Damir Krstičević on 23 May reiterated the government’s commitment to fighter procurement, stating, “Talks are being conducted ... with our strategic partner, the USA, and with the Swedes.” Despite official optimism, industry in both countries indicated that a new request for proposals by Croatia was necessary. While further national consultations on fighter procurement will follow in the Defence Council scheduled for 4 June, time is running out for such a request in light of the upcoming Croatian elections for president in late 2019 and for parliament in 2020.

Dabei sollen Optionen zum Kauf von Kampfjets, aber auch der Pilotenausbildung ausgelotet und Empfehlungen an die Regierung abgegeben werden.
