Mehr als 100 weitere Boxer für Litauen
Der litauische Verteidigungsminister Arvydas Anrušauskas hat angekündigt, dass Litauen mehr als 100 weitere Radpanzer Boxer bestellen wird, wie der Radio und Fernsehsender Lietuvos radijas ir televizijaen (LRT) berichtet hat.

Litauen wolle damit weitere zwei Bataillone mit Radpanzern ausstatten. „Die Schützenpanzer der zweiten Beschaffungsphase werden sich ein wenig von den jetzigen unterscheiden, da wir die Lektionen, die wir während des Krieges in der Ukraine gelernt haben, berücksichtigen müssen”, sagte der Minister.

Next stage in Vilkas Infantry Fighting Vehicle acquisition project in negotiations (19. April 2022)
On April 19 Vice Minister of National Defence Vilius Semeška and his delegation met with representatives of the Organisation for Joint Armament Co-operation (OCCAR), ARTEC consortium, and Krauss-Maffei Weggman and Rheinmatall companies in Munich to discuss further prospects of supplying Lithuania with the Boxer Infantry Fighting Vehicles.

“Preparation for the negotiations began early this year and today we are able to discuss concrete amounts, value and deadlines of a potential order. It is a rational decision, and effective in terms of defence budget, to carry on with the same infantry fighting vehicle platform,” says V. Semeška. It has been made taking into account the lessons from the war against Ukraine as well.

According to Vice Minister, the contract on the new batch of armored vehicles is expected to be signed as soon as this summer. The Lithuanian Armed Forces will be reinforced with over 120 additional Infantry Fighting Vehicles of Boxer type. Part of them will be armed with a 30 mm cannon, and the other part – with a 12.7 mm machine guns.

If the contract is signed, the delivery of new batch of the Vilkas Infantry Fighting Vehicles will start in late 2023 – early 2024.

The Vilkas Infantry Fighting Vehicle derivative already in service with the Lithuanian Armed Forces are equipped with Israeli-made turrets, U.S.-made 30 mm MK-44S cannons and Israeli-made anti-armor Spike LR missiles, as well as with other specialized equipment and electronic systems.

Dem Artikel zufolge gibt es Verbesserungsbedarf bei der Software des Fahrzeugs und "Herausforderungen" bei der Integration des Turms in das Basisfahrzeug. Dieser wurde Ende 2019 aufgezeigt, aber das Verteidigungsministerium gibt keine Auskunft über die konkreten Probleme. Angeblich handelt es sich um die Munitionszuführung (Ladehemmung nach 150 Schüssen) und ungenaues Richten der Hauptwaffe (horizontale Abweichungen).

OCCAR-EA, as Contracting Authority, has a potential requirement for the procurement of more than 100 BOXER series vehicles in different versions.

OCCAR-EA has the intention to award the contract in 2023 and it is anticipated that the duration of the contract will be three years.
VI.2) Additional information:

The requirement of more than 100 BOXER vehicles will be contracted via the BOXER vehicles consortium ARTEC GmbH and its main subcontractors Krauss-Maffei Wegmann GmbH (KMW) and Rheinmetall Landsysteme GmbH (RLS).

ARTEC, as the prime contractor, is the management company of the aforementioned subcontractors, which are the developer and the only certified manufacturer of BOXER vehicles. Suppliers interested in this procedure are invited to follow and monitor the OCCAR web site for the publication of the Contract Notice (CN).

Lithuania plans to procure more Boxer vehicles
The Lithuanian Ministry of National Defence (MND) revealed on its website on 24 April that it plans to buy more than 120 additional Boxers, designated Vilkas in Lithuanian service. It reported that negotiations began in 2022 and that it had consulted Rheinmetall-Krauss-Maffei Wegmann (KMW) consortium Artec and presented the required information to the Organisation for Joint Armament Cooperation (OCCAR).

The MND said the contract could be signed as soon as the fourth quarter (Q4) of 2023. When asked what Boxer variants would be procured and what the delivery schedule would be, a Lithuanian MND spokesperson told Janes on 27 April, “We are currently in the process of making an acquisition, adjusting the scope of the acquisition, and awaiting an offer from the manufacturer, so it is not possible to give an exact timing of the acquisition at the moment and neither is it possible to give the breakdown by number. We will be able to provide information about the planned delivery schedule only after the contract is signed.”

First stage of the Vilkas Infantry Fighting Vehicle acquisitions concludes: all remaining vehicles to be delivered to Lithuania this summer (24. April 2023)
The Ministry of National Defense finalizes the first stage of the Vilkas Infantry Fighting Vehicle (IFVs) acquisition. The last 23 IFVs bought for the Lithuanian Armed Forces in the first stage are scheduled to arrive in Lithuania this summer.

The greater part of the acquired Boxer-platform IFVs has been already delivered and used to fully equip Algirdas Infantry Battalion of the Lithuanian Armed Forces Infantry Brigade Iron Wolf, while the remainder is arriving this summer to be commissioned to Birutė Uhlan Battalion.

All the vehicles in Lithuania are operated without any restrictions and are intensely used for exercises. All the vehicles will have updated software installed. The upgrade is ready and in the process of integration and trial planning while the final documentation is being prepared.
Negotiations for the second stage of procurement were opened last year. The Ministry of National Defence plans purchasing over 120 more Boxer IFVs for the Lithuanian Armed Forces. The required information for the successive acquisition has been presented to OCCAR and consulted about with ARTEC. The Defence Materiel Agency under the MoD is waiting for ARTEC to formulate the commercial offer to enter the next phase of negotiations.
Companies in the Lithuanian industry will be incentivized to participate in IFV Vilkas development as well, as positions are currently being coordinated with Germany’s Rheinmetall and Krauss-Maffei Wegmann on the extent and content of Lithuanian industrial involvement. The negotiations concern not only the contribution Lithuanian companies could make to Boxer production but also the opportunity for wider cooperation by entering the international supply chains of German manufacturers.

The contract for the second stage of procurement is planned to be prepared and signed as soon as this fall.

Maintenance facility for Vilkas IFV completed at Rukla
Constructions of the specialized military vehicle repair and maintenance facility has been completed in the Lithuanian Grand Duke Algridas Infantry Battalion area at Rukla to ensure servicing for the Vilkas Infantry Fighting Vehicles and other military vehicles of Lithuania and Allies.
The design and constructions contract worth of approx. 12 million euros was signed last spring and delivered on by Jungtiniai Projektai UAB company.

The so-called main repair facility was equipped with areas fitted for armored wheeled and tracked vehicle, as well as truck and light ATV maintenance checks and repair. The activity at the facility will be organized and run by nearly a hundred of specialists – military and civilian technical maintenance and repair staff.

Other significant military infrastructure projects are in progress or have been completed in Rukla as well: the minor IFV repair facility was completed last year, the carwash facility and simulation system quarters are planned to be finished this year besides the main IFV repair facility.

Largest infantry fighting vehicle maintenance facility Vilkas opened at Rukla
Largest (~4.5 thousand m2) of the kind across the Baltic states, the new facility opens new potential of military equipment maintenance and repair with its 22 repair bays, 8 for wheeled Infantry Fighting Vehicles Vilkas, 6 for trucks, 4 for tracked equipment and 4 for all-terrain vehicles. The main service facility is ready to maintain and fix all types of military equipment operated by the Lithuanian Armed Forces.
The maintenance facility project finished in July earlier this year was completed by a Lithuanian company Jungtiniai Projektai UAB, the construction work is worth of EUR 12 million.
