First 2 of 88 Infantry Fighting Vehicles “Vilkas” delivered to Lithuania, serial production started
On June 25 first 2 of 88 Infantry Fighting Vehicles (IFV) “Vilkas” were delivered to Lithuania. After a year of intense testing in training areas and testing centres of Germany and the Netherlands, serial production of the squad-level fighting vehicles for the Lithuanian Armed Forces has started.

IFVs “Vilkas” have been made by a German manufacturer ARTEC, according to the requirements of the Lithuanian Armed Forces. The vehicles have Israel-made turrets, 30 mm MK-44S cannons and “Spike LR” anti-tank missiles, other specialised equipment and electronic systems.

The first IFVs “VIlkas” will be delivered to the Lithuanian Grand Duke Algirdas Battalion in Rukla to carry out acceptance procedures and after that formally given for using in the Lithuanian Armed Forces.

According to the 385.6 million euros contract made in 2016 by Lithuania, the IFV manufacturer ARTEC, and the Organisation for Joint Armament Cooperation (OCCAR), all 88 Lithuanian purchased IFVs “Vilkas” will be delivered to the Lithuanian Armed Forces until late 2021. It is planned that 15 IFVs “Vilkas” will be delivered to Lithuania in 2019.
The IFVs “Vilkas” will be used by the Mechanised Infantry Brigade “Iron Wolf” units - Lithuanian Grand Duke Algirdas Mechanised Infantry Battalion and the Grand Duchess Birutė Uhlan Battalion.

Lithuania, together with the Netherlands and Germany, is a part of the IFV Boxer Supply and Maintenance Program of the NATO Support and Procurement Agency (NSPA). It ensures an appropriate logistical provision of the infantry fighting vehicles bought by the Lithuanian Armed Forces — the possibility to use collective IFV spare parts and central depots and repair capabilities for principal IFV systems, to receive technical and engineer support, etc., when the IFVs are operated by the Lithuanian Armed Forces.

The Lithuanian Armed Forces have also been using two DTVs “Boxer” without the weaponry systems since 2017 specifically for training military drivers. The initial in-service logistical support package includes spare parts, support and test equipment, technical and training documentation, and training equipment is also received.
Formal introduction and transfer of the first serially produced IFVs “Vilkas” to the Lithuanian Armed Forces will take place on July 9.

In Russia’s growing shadow, Lithuania modernizes its defenses
Lithuania is considering buying another round of IFVs but won’t make a decision on requirements or a way forward until it has gathered lessons learned from the Iron Wolf’s experience with the Boxer vehicles around 2021.

The country is leaving its options open regarding possible requirements for a second IFV, which means whether those vehicles would be wheeled like the Boxers or tracked like the M113s has yet to be determined, according to a Lithuanian defense official.

The Lithuanian Armed Forces seeks smooth modernisation, says Vice Minister of National Defence V. Semeška (5. März 2021)
Today, March 5, a Ministry of National Defence-initiated meeting took place with top executives of the Organisation for Joint Armament Co-operation (OCCAR) which mediates the Vilkas Infantry Fighting Vehicle (IFV) procurement project, the IFV manufacturer consortium ARTEC GmbH, and one of the manufacturers Krauss-Maffei-Wegmann (KMW). Representatives of both sides discussed the progress made on the project, IFV delivery timeline and technical shortfall identification.

“The Vilkas Infantry Fighting Vehicles is a priority project for the Ministry of National Defence, it completes one of the keystone stages of the Lithuanian Armed Forces modernisation. The first vehicles were delivered to Lithuania a year and a half ago; however, the COVID-19 pandemic is preventing a timely implementation of the schedule. The pace of delivery we have today is not satisfactory,” Vice Minister of National Defence Vilius Semeška said at the meeting.
The Vilkas IFV derivative is manufactured by German consortium ARTEC according to a set of requirements issued by the Lithuanian Armed Forces. The version made according to the Lithuanian requirements has Israeli-manufactured cannon turrets, U.S.-made 30 mm MK-44S cannons, Israeli-made Spike LR anti-tank missiles, and has more specialised integrated equipment and electronic systems. Implementation of the contract is carried out and overseen by the OCCAR.

The Vilkas IFVs will be assigned to two units of the Mechanised Infantry Brigade Iron Wolf – the Lithuanian Grand Duke Algirdas Mechanised Infantry Battalion and the Grand Duchess Birutė Uhlan Battalion.

Lithuania receives last batch of Spike anti-tank missiles
Lithuania has recently received the last batch of a multiyear order of Spike LR anti-tank missiles from Eurospike GmbH. The contract was established and managed by the NATO Support and Procurement Agency (NSPA) in cooperation with the Organisation for Joint Armament Co-operation (OCCAR) that executed the project on behalf of Lithuania.

The delivered missiles will be used for the new infantry fighting vehicles of the Lithuanian Armed Forces, a local variant of BOXER fighting vehicle, known as the Vilkas.
SPIKE LR missiles as well as the infantry weapon system are produced and assembled in Germany. Eurospike GmbH, a joint venture between Diehl Defence GmbH & Co. KG, Rheinmetall Electronics GmbH and Rafael Advanced Defense Systems Ltd, is responsible for the marketing and programme management of the SPIKE missiles family in Europe.

Lithuanian Boxer deliveries delayed
Following an earlier delay in 2019 the deliveries of Boxer APCs to Lithuania have been put back again due to the Coronavirus pandemic.

The final deliveries of Lithuania’s new Boxer APCs have been pushed into 2022.

A spokesperson from the Lithuanian Ministry of National Defence (MND) confirmed to Shephard that the Boxer programme – known as Vilkas in Lithuania – will be completed in Q1 or Q2 of next year.

The reason for the delay is the impact on the supply chain for the production of Boxer vehicles, which stretches across different countries. The MND has accepted the delay because ‘it is important for us that everything is done according to our requirements', the spokesperson said.
