Finland, Estonia and Latvia signed a Letter of Intent concerning the development of armoured wheeled vehicle platform
The Ministers of Defence of Estonia and Latvia and the Permanent Secretary of the Finnish Ministry of Defence have on 17 December 2019 signed a trilateral Letter of Intent. In the Letter of Intent the Ministries of Defence of Estonia, Latvia and Finland express their intention to engage in common consultations, exploring the possibility to establish a cooperative programme for the development of platform for an armored personal carrier with increased mobility.

The objective of the cooperative programme would be to offer cost-effective solutions to each country’s capability requirements, which would first be harmonized to the extent possible. The development of a common vehicle platform could also provide increased value for money, interoperability and security of supply.

The Letter of Intent is non-binding and does not constitute any obligation to procure any service or product.

Estonia, Finland and Latvia are planning the joint development of armoured vehicles
Pursuant to the agreement, consultations will begin for acquiring armoured vehicles for the Defence Forces of Estonia, Latvia and Finland within the framework of tri-lateral defence cooperation.

‘The letter of intent that was signed today is a most welcome beginning for the joint undertaking between Estonia, Latvia and Finland in acquiring new armoured vehicles. We agreed to carry out defence-related technical research, and I believe that our cooperation will yield a positive result,’ said Minister of Defence Luik.

The goal is to find an optimal solution for all three countries for increasing infantry mobility, with the initial plan being to reach procurement in 2024.

Finland and Latvia agreed on developing an armoured vehicle system – a Patria vehicle chassis platform chosen for the development in-progress
On 29 January 2020, Finland and Latvia signed a Technical Arrangement on launching a development programme for sustained army mobility enhancement. Finland’s Minister of Defence Antti Kaikkonen and Latvia’s Minister of Defence Artis Pabriks signed the document for the participating nations.

The cooperation programme aims to develop a common armoured wheeled vehicle system. In case this development leads to vehicle system procurement in the future, the resulting common system enhances mobility, cost-efficiency, interoperability and security of supply of the armies of the participating nations.
With the Letter of Intent signed in December, Estonia together with Latvia and Finland has shown interests for acquiring armoured vehicles for their national armed forces. Based on national and multinational tests and evaluations, the vehicle chassis platform chosen for the development in-progress is a Finnish-made Patria 6x6 armoured wheeled vehicle chassis platform that meets the set capability requirements.

As the programme advances, public information on its progress will be released on a regular basis.

The Estonian ministry of Defence is planning to procure up to 300 new armored vehicles for the country’s defense forces in the next 10 years. In December 2019, Estonia, Latvia and Finland signed a letter of intent to begin consultations for acquiring armored vehicles within the framework of trilateral defense cooperation. It was planned that the Finnish company, Patria, would manufacture the new vehicles. However, the Estonian defense companies are now arguing that the vehicles should be made domestically, leaving the lion’s share of the up to €400-million investment in Estonia.

Estonia joins Finland and Latvia in armoured vehicle development programme
Estonia has signed a technical agreement with Finland and Latvia enabling it to continue to participate in the programme to develop military requirements and a platform for a common wheeled armoured vehicle, the Estonian Ministry of Defence (MoD) announced on its website on 6 April.
The MoD added that the platform could be a possible replacement of its older Pasi armoured vehicles, a decision on which will be made with the new Estonian national defence development plan.

Within the framework of the agreement, Finland, Latvia and Estonia agreed on common technical requirements for the armoured vehicles platform to be developed and on the development of a vehicle prototype, the first results are planned to be achieved this year. Under the agreement, countries are free to choose their future partners for the vehicle maintenance, crew training and spare parts. Estonian Defence Forces currently have 140 armoured vehicles in their fleet, with approx. 100 that need to be replaced in the coming years. First vehicles will come to the end of their lifecycle in 2024.

Finland, Latvia and Patria Land Oy reach agreement on developing common armoured vehicle system
The purpose of the product development agreement is to develop, in line with the common requirements of the countries, the prototype Patria 6x6 vehicle manufactured by Patria Land Oy to a common armoured vehicle platform, with an armoured personnel carrier and a command and control vehicle. The agreement makes it possible to build a comprehensive approach to develop common maintenance, logistics, training solutions or product development packages.
A joint product development organisation guides and supervises the work, with Finland acting as the lead country. The product development phase will last until the end of 2021 and, after concluding the product development agreement, Finland and Latvia will be able to start negotiations on possible serial procurements. The first deliveries could take place in 2021. A completely different agreement will be negotiated on possible serial procurements.
The total value of the product development agreement is approximately EUR 7.3 million including VAT, and it comprises the common platform and the product development of an armoured personnel carrier and a command and control vehicle. Costs shall be shared equally between Finland and Latvia.

Finland, Latvia and Patria signed a R&D agreement on developing common armoured vehicle system
Finland and Latvia together with Patria, have signed a research and development (R&D) agreement for a common armoured vehicle system. This agreement is a next step in this collaborative programme after the countries last spring signed a joint technical arrangement (TA).

The purpose of the R&D agreement is to develop a common armoured vehicle system, based on the Patria 6x6 vehicle and developed to meet the common requirements of the countries. The agreement also allows for the development of other new vehicle variants and system features later.

The joint Finnish-Latvian research and development organization will direct and supervise development work, in which Finland will act as the leading country.
Patria launched its 6x6 vehicle at Eurosatory in 2018. The Patria 6x6 vehicle combines all the proven features of Patria’s XA and AMV vehicles.

Lettland will nach der - noch ausstehenden - endgültigen Entscheidung des Verteidigungsministeriums über 300 Stück dieser Panzerfahrzeuge beschaffen und eine Infanteriebrigade sowie alle vier Brigaden der Nationalgarde damit ausstatten. Derzeit wird an ersten Prototypen gebaut, die als Führungs- bzw. als Mannschaftstransportpanzer konfiguriert sein werden. Weitere Konfigurationen, die vom lettischen Verteidigungsministerium in Betracht gezogen werden, sind Fliegerabwehr, indirekte Feuerunterstützung und Feuerleitung. Der Patria 6x6 soll auch mit einer Drohne vernetzt werden, die das Gelände rund um das Fahrzeug im Umkreis von mindestens 1 km aufklären kann.

Joint 6x6 programme proceeds - Patria provides 6x6 armoured vehicles for Finland and Latvia
Finland and Latvia together with Patria have signed a Frame Agreement for a production phase management of the joint 6x6 armoured vehicle system. Within this agreement the parties involved can exercise joint procurement management, achieving technical and economic benefits from the overall procurement scope of the programme.

At the same time, Latvia and Patria signed a supply contract comprising over 200 pieces 6x6 armoured personnel carriers developed under the joint development programme, also including their support and training systems. The vehicle deliveries will take place between 2021 and 2029.

Finland and Patria in turn signed a Letter of Intent on the forthcoming serial order of Finland.

Finland, Latvia and Patria reach agreement on Common Armoured Vehicle System
On 30 August 2021, the Finnish and Latvian Ministries of Defence and Patria signed a framework agreement on the Common Armoured Vehicle System (CAVS). At the same time, Finland’s Ministry of Defence and Patria signed a Letter of Intent on the procurement of 160 new armoured personnel carriers in 2023. The contractual arrangements concern the implementation of a development programme to build and safeguard the Army’s operational mobility on wheeled vehicles.

The Framework Agreement follows the completion of the first research and development elements of the CAVS programme under the Research and Development Agreement signed in October 2020. To date, the R&D work has yielded a Common Platform and an APC variant that meet the common requirements set by Finland and Latvia.

Lettland hat über 200 Patria 6x6 für ca. 200 Mio. EUR (inkl. Produktion, Servicepaket und Ausbildung) in Auftrag gegeben, die schon ab Oktober 2021 geliefert werden sollen. Wartungs- und Modernisierungsaktivitäten für die neuen Radpanzer sollen künftig in Lettland durchgeführt werden.

Neben Lettland und Finnland hat Schweden Interesse an einer Beteiligung am Programm gezeigt. Das schwedische Verteidigungsministerium plant im September Verhandlungen über die Beschaffung des Patria 6x6 zu beginnen:

Jau ziņots, ka A. Pabriks, Somijas aizsardzības ministrs un Somijas uzņēmums “Patria” šodien parakstīja vispārīgo vienošanos par 6x6 bruņu transportlīdzekļu iegādi, kurā iekļauts Latvijas pasūtījums vairāk nekā 200 jauno bruņumašīnu piegādei.

Latvijas pasūtījuma līgumcena ir aptuveni 200 miljoni eiro, un tajā ir iekļauta transportlīdzekļu piegāde, sākotnējā uzturēšana un personāla apmācības. Plānots, ka pirmās jaunās 6x6 bruņumašīnas Latvijas bruņoto spēku rīcībā nonāks jau šī gada oktobrī, savukārt visas NBS vajadzībām atbilstošās platformas paredzēts piegādāt līdz 2029. gadam.
Tāpat plānots, ka transporta uzturēšana, remonts un nākotnē arī iespējamā modernizācija tiks veikta Latvijā, kas ne tikai dos pienesumu ekonomikai, bet nodrošinās piegāžu drošību, kas īpaši svarīgi krīzes apstākļos. Tas arī bija viens no Latvijas izvirzītajiem priekšnosacījumiem, uzsākot “Patria” 6x6 transportlīdzekļu platformas pētniecības un izstrādes fāzi.

Pašlaik šajā projektā piedalās Latvija un Somija, taču interesi par iesaisti izrādījusi arī Zviedrija, kas oficiālas sarunas par iepirkumu plāno uzsākt šī gada septembrī.

Remarkable step forward in the joint 6x6 programme – Patria delivered the first vehicles to Latvia
The Finnish-Latvian joint 6x6 vehicle programme proceeds on schedule as Patria delivered the first Patria 6x6 armoured wheeled vehicles to Latvia.
A week before the handover of the vehicles, a user training of the Patria 6x6 vehicle was completed in Hämeenlinna at Patria’s facilities, when soldiers of the Latvian National Armed Forces participated in a two-week user, instructor, and maintenance training course. The focus of the training was to learn how the vehicle works and how to use it – step by step.

Ādažu bāzē notiks pirmo četru jauno “Patria” 6x6 bruņumašīnu svinīgā pieņemšana (2. November 2021)
Jau ziņots, ka 30. augustā Ādažu bāzē Latvijas aizsardzības ministrs A. Pabriks un Somijas aizsardzības ministrs Anti Kaikonens (Antti Kaikkonen) parakstīja vispārīgo vienošanos par 6x6 bruņumašīnu iegādi no uzņēmuma “Patria”, kurā iekļauts Latvijas pasūtījums vairāk nekā 200 jauno bruņumašīnu piegādei līdz 2029. gadam.

Latvijas pasūtījuma līgumcena ir aptuveni 200 miljoni eiro, un tajā ir iekļauta transportlīdzekļu piegāde, sākotnējā uzturēšana un personāla apmācības.
