Modernised assult rifle versions to be fielded in brigade-level units

Over the past two years, the functionalities of the Finnish-made assault rifle RK 62 have undergone modernisation for optimised utilisability. The new modernised versions of the assault rifle will now be fielded as part of conscript training provided in all Finnish Defence Forces’ brigade-level units

Initiated back in 2015, the assault rifle modernisation aims for optimised utilisability of firearm functionalities and increased service life. The key improvements implemented involve an adjustable stock for bespoke adjustment, connectivity with dismounted combatant equipment as well as modern interface mounts and rails for mounting optics and accessories.

As part of this modernisation, the assault rifle 7.62 RK 62M acquired an adjustable stock, a new fire selector, an optical sight mount, and a tactical sling. In addition, the versions M2 and M3 feature a new fore-end hand guard and a flash suppressor. All the versions of this assault rifle are equipped with optical sights.

With its start in the Guard Jaeger Regiment in 2011, the modernisation involved testing the subsequent assault rifle development versions in the Finnish Army brigade-level units as well as in the Finnish Air Force. The strategic partner of the Finnish Defence Forces, Millog Ltd, was tasked with this assault rifle modernisation that has enabled the Finnish Defence Forces to increase cost-effectively the fire power of dismounted infantry soldiers by means of improved end-user ergonomics, firing engagement speed and mounting of accessories.

The main versions of the modernised assault rifle, namely, RK 62 M1 and RK 62 M2, both feature mounts for optics and general accessories. Of the two, it is the version M1 that will be most frequently utilised as it is designed for first-line dismounted troops, whereas the version M2 equipped with a new flash suppressor and a fore-end hand guard will cater for combat in built-up areas. Furthermore, a breach muzzle brake can be attached to the new flash suppressor allowing for breaking, for instance, concrete steel by firing. Moreover, the fore-end hand guard carries rails that enable mounting bespoke accessories as applicable. Meanwhile, the version M3 features continuing development relating to the coating and hue of the assault rifle.
By means of modernisation, the Finnish Defence Forces will continue the commissioned utilisation of this highly accurate and reliable Finnish-made assault rifle on the dismounted infantry front line well into the 2030s.
Altogether, the assault rifle modernisation costs will amount to approximately 12.6 million Euros with the share of the domestic added value at 80 percent of the total value of the procurement acquisition project and the employment impact equaling circa 50 person years’ worth of nationally conducted work.

Contract award notice for contracts in the field of defence and security

Supplies

II.1.4) Short description of the contract or purchase(s):

Through purchase under 2 individual Framework Agreements, the Danish Defence Acquisition and Logistics Organization (DALO) is planning to acquire military Precision Rifles Short (PRS), caliber 7,62 x 51 mm NATO — semi auto, and Precision Rifles Medium (PRM), caliber .338, both including spare parts, repair services, education and training.

Each Framework Agreement will consist of an acquisition part with a duration of 4 years and an option for further 3 years and a sustainment part with a duration of 10 years and an option for further 4 years.

The PRM/PRS shall be able to work on the following platforms:

Single man/team operation

(a) shooting from confined spaces;

(b) shooting from ship/boat/Rigid-Hulled Inflatable Boat (RHIB);

(c) shooting from helicopter;

(d) shooting from vehicles;

(e) transportation in/from (a)-(d).

The weapon shall be designed to allow mounting of standard equipment for a combat soldier, e.g. sights and sensors, using NATO Accessory Rails, STANAG 4694 or equivalent.

Preferably accessories should be delivered in TAN 499, multicam or equivalent for testing purpose a minimum of 2 PRS and/or PRM, accessories and technical support shall be available at DALO premises, expected to be within the period of February to April 2018.

The tenderers are to provide 2 (two) rifles including accessories, documentation and technical support for this test, regarding each of the lots for which the tender has been pre-qualified.

The PRM shall for the test be delivered as a system containing as a minimum:
  • magazine and 3 spares,
  • bipod,
  • muzzle brake,
  • suppressor, approved for the rifle,
  • hard case with padlock, which should be approved for air transportation,
  • 2 single magazine pouches, closed,
  • 300 rounds of .338 ammunition for test of precision, recommended by tender.

Ammunition must be factory made and shall be able to be imported to Denmark. Precision will be tested with tenders ammunition and the ammunition used by the Danish Defence.

The PRS shall for the test be delivered as a system containing as a minimum:
  • magazine and 3 spares,
  • bipod,
  • flash hider,
  • suppressor, approved for the PRS,
  • hard case with padlock, which should be approved for air transportation,
  • 2 single open top magazine pouches,
  • 2 double magazine pouches,
  • 300 rounds of ammunition for test of precision, recommended by tender, BALL 7,62 x 51 mm NATO.

Ammunition must be factory made and shall be able to be imported to Denmark. Precision will be tested with tenders ammunition and the ammunition used by the Danish Defence.

Nach Informationen von WELT AM SONNTAG wirft die Geschäftsführung des Waffenherstellers Verteidigungsministerin Ursula von der Leyen (CDU) vor, keine faire und sachkundige Auswahl für das G36-Nachfolgemodell zu treffen.

Die Ausschreibungskriterien für die neue Waffe würden zu einem Sturmgewehr führen, „das den Bedürfnissen der Truppe nicht gerecht wird“, warnen die H&K-Chefs in einem elfseitigen Schreiben an die Ministerin. Die Kriterien umrissen ein „munitionsbedingt leistungsschwaches Gewehrmodell“, das „nicht den Einsatzbedingungen und den Mindestanforderungen an den Eigenschutz der Soldaten“ entspreche.

So schlägt der Waffenhersteller vor, vom Kaliber 5,56 Millimeter wie beim G36 wieder auf 7,62 Millimeter zu wechseln. Dieses größere Kaliber wurde vom früheren G3-Gewehr der Bundeswehr verwendet. Die aktuelle Ausschreibung sollte überdacht werden, heißt es in dem Brief.

Der Frontalangriff der H&K-Manager auf das Verteidigungsministerium ist riskant, weil der Waffenhersteller selbst wirtschaftlich angeschlagen und hochverschuldet ist und der Schlüsselauftrag aus Berlin eine Auslastung über Jahre sichern würden. Erst jüngst wurde bekannt, dass Heckler & Koch auch das Geschäftsjahr 2018 mit Verlust abschließt.
Nunmehr geht der Waffenhersteller in die Offensive. In dem Schreiben der Heckler & Koch-Geschäftsführung vom 12. April an Frau von der Leyen heißt es gleich zu Beginn, dass die Diskussion um das G36 „zu vermeidbaren negativen Konsequenzen sowohl für das Bundesministerium der Verteidigung als auch für die deutsche Rüstungsindustrie im Allgemeinen und für die Heckler & Koch GmbH im Besonderen geführt“ habe.

Ähnliche Konsequenzen sollten bei der neuen Ausschreibung vermieden werden. Wörtlich: „Sie sollen wissen, dass das BAAINBw damals Anforderungen aufgestellt hat, die das Gewehr naturgemäß nicht erfüllen konnte, die aber auch der Einsatzrealität widersprechen.“

Die Prüfung sei „methodisch unsauber“ gewesen. Heckler & Koch kritisiert, dass auf der Internetseite des Verteidigungsministeriums nach wie vor eine unrichtige Erklärung zum Gerichtsurteil abzurufen ist, verlangt eine Änderung und stellt Schadenersatzansprüche in Aussicht.

Heckler & Koch kritisiert Kriterien

Heckler & Koch befürchtet, dass bei der Auswahl des G36-Nachfolgers wieder Fehler gemacht werden. Die Methoden zur Prüfung der Präzision der Gewehre seien „abermals naturwissenschaftlich nicht einwandfrei und führen zu nicht reproduzierbaren Ergebnissen“. Heckler & Koch kritisiert zahlreiche Forderungen. Die Präzisionskriterien für das Nachfolgegewehr orientierten sich eher an den Merkmalen eines Präzisionsgewehrs als an denen für eine Standardwaffe.

Der Waffenhersteller räumt ein, dass in der Ausschreibung für das G36-Nachfolgemodell zwar kein Kaliber für die Munition festgelegt sei. Tatsächlich seien die Anforderungen hinsichtlich Größe und Gewicht (3,6 Kilo) oder für das leere Magazin mit 0,16 Kilo aber nur durch ein Gewehr mit einem kurzen und verhältnismäßig leichten Rohr zu erfüllen „und damit ausschließlich mit dem Kaliber 5.56 NATO“.

Die Truppe benötige jedoch eine Waffe mit einem „deutlich energiereicheren Kaliber“, um „Gegner auf möglichst große Distanzen halten zu können“. Unter der Maßgabe einer minimalen Waffenlänge erfordere dies „alternativlos das Kaliber 7.62 NATO.“ Heckler & Koch verweist auf die hohe Seitenwindanfälligkeit für Munition mit dem Kaliber 5.56 NATO.

Wenn schon weit überdurchschnittliche Präzisionsanforderungen an das G36-Nachfolgemodell gestellt werden, würde dies die Beschaffung einer Waffe mit Kaliber 5.56 verbieten, heißt es. Andererseits sei eine Bewerbung mit einem Gewehr mit größerem Kaliber wegen der Gewichtsanforderungen nicht möglich. Kaliber 7,62 Millimeter wäre jedoch „schon bei einigen 100 Gramm mehr Waffengewicht problemlos zu realisieren“.

Änderung der Gewichtsvorgaben gefordert

Die Waffenfirma fordert die Ministerin auf, wegen ihrer Fürsorgepflicht gegenüber den Soldatinnen und Soldaten, „die aktuelle Ausschreibung bzgl. munitionsbedingt leistungsschwacher Gewehrmodelle zu überdenken“. Die Gewichtsvorgaben sollten geändert werden, damit Heckler & Koch auch seine Gewehre G27 und G27k anbieten könne.

In einer WELT AM SONNTAG vorliegenden Stellungnahme der Beschaffungsbehörde BAAINBw vom 30. April an das Verteidigungsministerium wird darauf verwiesen, wie existenziell wichtig der Auftrag für die Waffenfirma ist. Das Unternehmen sei aber nicht für die seitens des Bundes aufgestellten Forderungen verantwortlich.

Nach derzeitiger Einschätzung habe der Auftraggeber die rechtlich zulässigen Grenzen nicht überschritten. Es bestehe auch keine Veranlassung die Prüfmethode zu verändern. Es sei sehr problematisch, dass Heckler & Koch seine Forderungen und Bedenken abseits der Vergabestelle kommuniziere. Dies könnte aus Gleichbehandlungsgrundsätzen einem Konkurrenten Anlass für ein Nachprüfungsverfahren geben. Damit bestehe ein großes Risiko für einen Ausschluss von Heckler & Koch – was das Projekt deutlich verzögern würde.

Das Ministerium bestätigte auf Anfrage lediglich den Eingang des Briefs, wollte das Schreiben aber nicht weiter kommentieren.

La DGA lance le développement d’une nouvelle génération d’équipements de protection individuelle des combattants contre les risques NRBC
La DGA a notifié mi-avril 2019 au groupement d’industriels NBC-Sys, Ouvry, Paul Boyé Technologies et SP Défense, le développement du programme dénommé « ensemble de protection individuel des armées (EPIA) ». EPIA vise à remplacer la quasi-totalité des tenues et masques de protection des armées contre les risques NRBC* rencontrés sur les théâtres d’opérations.
  • Mit dem Programm EPIA (ensemble de protection individuel des armées) sollen sämtliche ABC-Schutzanzüge und ABC-Schutzmasken der Streitkräfte ersetzt werden.
  • Mitte April wurde der Auftrag an ein Konsortium, bestehend aus den Firmen NBC-Sys, Ouvry, Paul Boyé Technolgies und SP Défense, vergeben.

Royal Marines test future tech on commando raids (29. Mai 2019)
On Salisbury Plain, the marines used dismounted situational awareness pads; a ruggedised tablet designed to give troops on the ground access to footage from a combination of unmanned aerial vehicles feeds and GPS overlays.

They also used specialist radios, which enhance commandos’ ability to communicate during battle, before each phase of the exercise was scrutinised for its successes and failures.

“Commando Warrior Two is the second phase of an exercise series where we are looking at Future Commando Force as a concept,” said Major Jack Anrude, Officer Commanding, Bravo Company, 40 Commando.

Der Waffenhersteller Heckler & Koch steht vor dem Aus
Die laufende Rechnungsperiode wird zum Entscheidungsjahr für die deutsche Waffenschmiede Heckler & Koch. Um das weitere Überleben zu sichern, müsste das Unternehmen im Jahr 2019 deutlich mehr verdienen als im Vorjahr. Im vergangenen Jahr beliefen sich die Schulden bei Einnahmen von fast 221 Mio. € auf 382 Mio. €. Unter dem Strich wies das Unternehmen einen Verlust von 8 Mio. € aus. Der Jahresbericht zeigt, dass die Finanzprobleme durch zwei Überbrückungskredite von einem nicht näher genannten Grossaktionär über 80 Mio. € abgefedert wurden.

Im Testat zur Bilanz 2018 sah sich der Bilanzprüfer KPMG gezwungen, eine Warnpassage einzufügen. Unter dem Titel «Wesentliche Unsicherheit im Zusammenhang mit der Fortführung der Unternehmenstätigkeit» heisst es dort, die fehlende Liquidität gefährde den Fortbestand von Heckler & Koch. Um den Fortbestand zu gewährleisten, müssten im laufenden Jahr deutlich mehr Einnahmen generiert werden als im Vorjahr.

Polizei schickt Pistolen zurück

Mitte Mai hatte die Belegschaft des defizitären Waffenherstellers mit knapper Mehrheit für einen Lohnverzicht gestimmt, damit das Unternehmen finanziell etwas Luft bekommt. Die Mitarbeiter akzeptierten damit eine Erhöhung der Wochenarbeitszeit um 2,5 auf 37,5 Stunden. Eine Bezahlung für die Mehrarbeit gibt es nicht, zudem ist eine geplante Einmalzahlung von 400 € je Mitarbeiter wieder gestrichen worden.

Elbit Systems Subsidiary in Germany was Selected to Supply Soldier Radio Systems to the German Army

Haifa, Israel, June 4, 2019 – Following a competitive solicitation and technical testing, Elbit Systems’ subsidiary in Germany was selected by the German Federal Ministry of Defence (MOD) to provide the German Army with the E-LynX soldier radios (PNR 1000) in handheld and vehicular configurations. The E-LynX soldier radios will be used at the platoon and company levels and will be installed onboard various combat vehicles including the SPz PUMA.
Development and production will be done in the company’s production and research & development (R&D) facilities in Ulm, Germany, which will also serve as the support and R&D center for Germany.
