Bell expects Czech UH-1Y sale to be concluded shortly
Bell expects its anticipated UH-1Y Venom utility and assault helicopter sale to the Czech Republic to proceed now that the country’s presidential elections have been concluded.

With the sale of 12 helicopters to the Eastern European nation having already been approved by the US government, a senior Bell official told Jane’s on 10 May that the election has delayed the process somewhat, but that now it has concluded the way is clear to finalise the deal.

“But for the elections in the Czech Republic this deal would have already been done,” Bell’s Director Global Military Business Development Europe, Joel Best, said. “With all the new people coming in, it just takes time for the government to sort through the processes. That’s where we are at with the Czech Republic right now.”
According to various sources, a Czech Ministry of Defence and ACR experts' commission recommended the purchase of the UH-1Y, and in October 2017 the US State Department cleared the sale of the platform and associated weapons and other equipment to the country to satisfy its requirements. This approval came about 17 months after Bell had signed a memorandum of understanding (MOU) with Czech industry in support of the company’s push to secure its first export sale of the UH-1Y.

Minister Slechtova: ‘We will announce the order for 12 helicopters this summer’
During her visit to the 22nd Helicopter Base in Namest nad Oslavou on 9th April, Minister of Defence Karla Slechtova provided a status update on the forthcoming purchase of 12 multipurpose helicopters at a meeting with base commanders.
"The Ministry of Defence has decided to place an order for 12 new multipurpose helicopters. However, we will not be following the normal procedure in choosing a supplier. We will take advantage of an exception clause in the law relating to public tenders by making inquiries directly to two or three potential contractors. We will proceed with the documentation, and make our announcement this summer," added Minister Slechtova at the meeting.

Czech defense minister orders probe into Israeli radar deal
The Czech Republic’s defense minister has ordered the military police to launch an investigation into the pending purchase of eight ELM-2084 multimission radars from Elta Systems, a subsidiary of Israel Aerospace Industries.

Karla Slechtova said she decided to probe the planned contract due to “extremely serious findings,” local news agency CTK reported. The military police is also looking into the Defence Ministry’s ongoing procedure to acquire 12 multipurpose helicopters, according to the minister.

Die tschechische Luftwaffe hat diese Woche sechs neue Schulungshubschrauber Enstrom 480-B-G übernommen, die den Mil Mi-2 (dzt. ca. 2 Stk. aktiv) ersetzen werden. Sie sind beim Flugausbildungszentrum Centrum leteckého výcviku (CLV) in Pardubice stationiert, das vom staatlichen Rüstungsunternehmen LOM Praha betrieben wird:

Insight: European rotary solutions for legacy Soviet models
Prague’s acquisition of aircraft to replace its Russian Helicopters Mil Mi-24 fleet saw a request for information issued in 2015. Despite Karla Slechtova, former minister of defence for the Czech Republic saying in a government statement in April this year that a decision on a replacement would be made this summer, those plans have not come to fruition.

‘The Ministry of Defence has decided to place an order for 12 new multipurpose helicopters. However, we will not be following the normal procedure in choosing a supplier,’ she said. ‘We will take advantage of an exception clause in the law relating to public tenders by making enquiries directly to two or three potential contractors.'

In keeping with the fact that the programme is still at a sensitive stage, Mitch Snyder, CEO at Bell, said, during Farnborough International Airshow 2018, that the company continues to ‘work through the process’ on the Czech campaign and did not dismiss a suggestion that the programme could be re-opened to wider industry – an idea that appears to go against the strategy mentioned by Slechtova previously.

‘I think it’s [the Mil Mi-24 replacement programme] in a hold because the Czech government wanted to wait until new ministers were in place [before making a decision],’ he said.

Snyder confirmed that he had heard rumours of the competition being re-opened but stated that he had 'not heard anything officially from the Czech government along those lines’.

In a statement to Shephard on 2 August a Czech MoD spokesperson explained that following a market analysis in 2017, adjustments had since been made to the ‘specification for procurement’.

This is the main cause of delay to the programme as it stands and accounts for why a decision definitely won’t be made by the government this summer.

‘Currently a documentation of the tender is being prepared. There is no particular deadline for this process, but the goal of [the MoD] of the Czech Republic is to publish the call for proposals in the second half of this year to be able to sign a contract next year,’
the spokesperson said.

Confirmation that a call or request for proposals is to be issued, clearly indicates a re-opening of the competition, as had been speculated upon previously.

‘We expect to get new helicopters in years 2022 to 2024, the precise schedule of deliveries will depend on the terms and conditions of the contract. That is all the MoD is able to reveal at this stage of the procurement process, particularly in terms of non-discrimination and equal treatment of tenderers,’ the spokesperson commented.

It is something of an open secret that Bell is offering its UH-1Y Venom for the competition, while other interested parties include Leonardo and its AW139M medium twin, alongside Sikorsky running with the S-70i medium lift utility Black Hawk.

‘A very competitive and affordable offer based on the AW139M had already been submitted for the previous multirole helicopter programme,’ a Leonardo spokesperson said.

‘The AW139M demonstrated to be fully compliant with the requirement combining the best and most cost/effective level of performance, modern design, customisation, support and training advantages as well as extensive collaboration opportunities for Czech industry.’

Despite such an assessment it is worth noting that the US State Department notified congress of a possible FMS deal to the Czech Republic involving an order for 12 Venoms and an extensive support package in October 2017. At that time the order was valued at $575 million.

Dem Anfang Mai 2018 bestellten Kommandanten der tschechischen Luftwaffe, Generalmajor Petr Hromek, zufolge, werden zwar neue Mehrzweckhubschrauber beschafft, die Mi-171 wird aber gleichzeitig bis nach 2030 in Dienst bleiben.

This will contribute to the Czech Republic's military goal of updating its capabilities while further enhancing interoperability with the United States and NATO allies. Das tschechische Verteidigungsministerium hat letzte Woche einen Vertrag mit PZL - ŚWIDNIK zum Upgrade der Hubschrauber PZL W-3A Sokol unterzeichnet. Es soll ein Enhanced Vision System installiert werden, um den Besatzungen bei Rettungseinsätzen Nachtlandungen und Landungen bei schlechter Sicht zu ermöglichen:

ja von den Tschechen, Ungarn und Slowaken können sich unsere verantwortlichen Politiker etwas abschauen, wo deren verantwortliche Politiker mit viel weniger Budget ihre Streitkräfte dementsprechend gut ausrüsten!!

Äh ... "viel weniger Budget"?!? Tschechien, die Slowakei und Ungarn geben jeweils mehr als doppelt so viel für ihr Militär aus, als Österreich!
