Description: Heavily Armored C-130 Transportable Vehicle

This is a United States Special Operations Command (USSOCOM) Request for Information (RFI) concerning a nine (9) to eleven (11) passenger armored ground tactical vehicle capable of being Internally Air Transportable (IAT) in a C-130.

The purpose of this RFI is to determine the types, suitability, and maturity levels of armored vehicles available in the marketplace. Respondents should respond to all parts of this RFI. Respondents shall provide feedback regarding the feasibility and risk levels of meeting the requirements outlined below with an existing mature vehicle, any driving costs or schedule factors, and/or any additional information that would clarify current Industry capabilities. The Government is primarily focused on understanding the marketplace for commercial and non-developmental items and/or commercial items easily modified.

The Key Performance Parameters for JAGMS are as follows:
  1. JAGMS shall have the capacity to transport nine (9) to eleven (11) operators.
  2. JAGMS shall be C-130 transportable without the need for modification.
  3. JAGMS shall meet the Survivability requirements listed in the Survivability Requirements Annex (Classified SECRET).
Request respondents identify the extent to which their current capabilities provide the following attributes for the JAGMS vehicle:

  17. Top Speed at GVW –
  18. Acceleration at GVW 0-30 MPH –
  19. C-130 Internal Air Transportability Certification –
  20. Maximum Longitudinal Grade Forward/Reverse –
  21. Maximum Side Slope Forward/Reverse –
  22. Level of Protection at C-130 Transport Configuration & Weight –
  23. Base Vehicle Armor & Survivability Levels for Ballistic & Blast –
  24. Underbody Protection –
  25. CROWS capability –
  26. Internal 360° situational awareness
Request respondents identify:
  1. Validation on blast and ballistic protection.
  2. Validation of performance.
  3. Fielded quantities, and with whom.
  4. Production lead times.

Meanwhile, one new vehicle Special Operations Command has indicated it may be interested in pursuing is the Joint Armored Ground Mobility System, or JAGMS.

Currently, no formal acquisition process is planned, Hawkins noted. However, last year the command conducted a market analysis of the industrial base for vendors that could produce such a platform. That report is under review,he said.

In a request for information released last year, Special Operations Command said it was seeking industry input about an armored ground tactical vehicle that could transport nine to 11 passengers as well as be internally transported in a C-130 aircraft.

“The government is primarily focused on understanding the marketplace for commercial and non-developmental items and/or commercial items easily modified,” the solicitation said.

Contracts For June 24, 2022
General Dynamics Land Systems, Sterling Heights, Michigan, was awarded a $55,851,215 firm-fixed-price contract for the acquisition of Armored Ground Mobility System Heavy Platform Vehicles. Bids were solicited via the internet with one received. Work will be performed in Vienna, Austria, with an estimated completion date of June 23, 2025. Fiscal 2022 procurement, defense-wide funds in the amount of $53,069,000 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W56HZV-22-D-0065).
