NEW TECHNOLOGY WILL GIVE COMMANDERS THE FULL PICTURE (1. Februar 1999)
Two UK/US industrial consortia are to start work on a joint programme to develop the technology to give UK and US Army commanders the edge in the information war.

The joint programme, known as the Armoured Scout and Reconnaissance Vehicle (ASRV), will examine the use of the latest stealth and sensor technology to provide commanders with the detailed operational picture vital for success during conflict and in peacekeeping operations.

Contracts worth over £180 million (excluding VAT) for project definition studies have been awarded to two consortia: LANCER, an alliance of Marconi Land and Naval Systems and Alvis Vehicles with United Defense and Raytheon; and SIKA, a joint venture company formed by British Aerospace and Lockheed Martin.
The contracts follow the signing of a Memorandum of Understanding for the joint programme by the Ministry of Defence and the US Department of Defense last year. The UK element of this programme is known as TRACER (Tactical Reconnaissance Armoured Combat Equipment Requirement), and the US requirement FRCS (Future Scout and Cavalry System).

A joint UK/US Project Office has been formed for the Project Definition Phase with the UK assuming the lead. The Project Office as been established at the MOD's Procurement Executive at Abbey Wood, Bristol. A satellite Project Office has been set up at the US Army's Tank Automotive and Armaments Command in Warren, Michigan.

British Army’s new Ajax AFV breaks cover

The British Army’s new Ajax armoured fighting vehicle (AFV) has been pictured for the first time undergoing field trials, before the first variants are delivered to operational units early in 2019. The Athena command-and-control platform, one of the Ajax variants, was pictured on 11 June at a public crossing point at the Salisbury Plain training area.

Annex A: Explanation of DCA ratings

The Delivery Confidence Assessment (DCA) is the IPA’s evaluation of a project’s likelihood of achieving its aims and objectives, and doing so on time and on budget.

Green

Successful delivery of the project on time, budget and quality appears highly likely and there are no major outstanding issues that at this stage appear to threaten delivery significantly.

Amber/Green

Successful delivery appears probable; however, constant attention will be needed to ensure risks do not materialise into major issues threatening delivery.

Amber

Successful delivery appears feasible but significant issues already exist, requiring management attention. These appear resolvable at this stage and, if addressed promptly, should not present a cost/schedule overrun.

Amber/Red

Successful delivery of the project is in doubt, with major risks or issues apparent in a number of key areas. Urgent action is needed to address these problems and/or assess whether resolution is feasible.

Red

Successful delivery of the project appears to be unachievable. There are major issues with project definition, schedule, budget, quality and/or benefits delivery, which at this stage do not appear to be manageable or resolvable. The project may need re-scoping and/or its overall viability reassessed.

Reset

A significant change to a project’s baseline which involves a business case refresh or change.

Exempt

Data can be exempt from publication under exceptional circumstances and in accordance with Freedom of Information requirements i.e national security.
