Howitzers, Helicopters, Humvees Headed to Ukraine
An additional $800 million drawdown package of security assistance is on its way to Ukraine. Efforts to get the newly authorized equipment and supplies to the Ukrainian military will begin immediately, said Pentagon Press Secretary John F. Kirby.
The Defense Department is still delivering equipment from the last $800 million package for Ukraine, and Kirby said that'll likely be complete by the middle of this month. But the shipment of new equipment will begin immediately, he said.
According to Kirby, the array of equipment that will be sent to Ukraine as part of the new drawdown package is broad. It includes 18 155 mm Howitzers, along with 40,000 artillery rounds. Also included are the AN/TPQ-36 counterartillery and AN/MPQ-64 Sentinel air surveillance radar systems.

To move Ukrainian troops around the battlefield, the package includes 100 armored Humvee vehicles, 200 M113 Armored Personnel Carriers, and 11 Mi-17 helicopters. The helicopters will augment the five Mi-17 helicopters sent to Ukraine earlier this year.

Additional Switchblade drones, Javelin missiles, medical equipment, body armor and helmets, optics and laser rangefinders, and M18A1 Claymore mines are also included in the package.
In addition to gear, the Department expects that there will need to be training provided as well. So far, much of what has been transferred to the Ukrainians have been systems they are already familiar with. An exception to that has been the Switchblade Tactical Unmanned Aerial System. For those, the Department trained Ukrainian servicemembers who were already in the U.S. for other kinds of training, allowing them to train others upon their return home.

This latest round of security assistance includes new kinds of capabilities the Department believes the Ukrainians may need training on before putting it to use. That includes the Howitzer system, the two radar systems, and possible the optics and laser rangefinders as well as the Claymore mines. There may also be additional training for the Switchblade system.

Because the Ukrainians are in an ongoing fight, any training will likely follow a "train-the-trainer" approach, to ensure the least impact, Kirby said.

"We're still working our way through what that's going to look like, where, when, how many," he said. "It's more likely than not that what we would do, because they are in an active fight, is a 'train-the-trainer's' program. So, pull a small number of Ukrainian forces out so that they can get trained on these systems and then send them back in."

It's also expected that specific types of troops will be trained on specific types of systems.

"It'll likely be tailored," he said. "We'll pull troops out that, for instance, are artillerymen, to learn the Howitzer and then go back in and train their colleagues, rather than take an artilleryman and make them responsible for ... training everybody on all these systems."

Right now, it's unclear where such training might occur, Kirby told reporters, though he said it might happen in "multiple locations." Additionally, training on these systems by U.S. forces would likely happen with forces already in the region.

Pentagon Press Secretary John F. Kirby Holds a Press Briefing
And so, we want to give the Ukrainians every bit of advantage that we can. They specifically ask for artillery support. And we answered that with this recent drawdown package that was just authorized on the 13th. So that was Wednesday of last week, and it's 18 howitzers, 40,000 rounds of artillery, 155 artillery that will go with the howitzers.

And look, we'll continue to talk with them, it'll be an iterative conversation. And there may be additional security assistance that comes on top of what we just announced. You didn't ask this, but I think it's important to also point out that authorization from the President was on the 13th. The execute order was issued on the 14th.

And on the 15th, two days later, the first shipment started arriving in the theater of stuff from that 800 million drawdown package. Now, again, I'm not going to get into the inventory list, and exactly what was on that first shipment, but that is unprecedented speed. 48 hours after authorization from the President first plane was on its way.

Germany to Help Ukraine With Artillery Ammunition, Training
Germany will provide Ukraine with ammunition and training for heavy artillery as Chancellor Olaf Scholz comes under pressure to give more support to the effort to fend off Russian forces.

The training and ammunition are for the PzH 2000, a self-propelled, rapid-fire artillery system, which the Netherlands is sending to Ukraine, according to a senior government official. The training could be provided in Poland or Germany, but not in Ukraine because of ongoing attacks from Russia, said the official, who asked not to be identified because talks between NATO allies and Ukraine are confidential.

Foreign Minister Annalena Baerbock, who has led calls for heavy weaponry for Ukraine, confirmed Wednesday during a trip to Riga that Germany will help with artillery training and maintenance, but declined to provide further details. A government spokesman declined to comment at a regular news conference when asked about the Bloomberg report.

Pentagon Reveals Secretive New Drone the Air Force is Giving to Ukraine: Phoenix Ghost
The Pentagon is giving Ukraine a secretive new drone that the U.S. Air Force has developed—one that “very nicely” suits the needs of the Ukrainian military, the Pentagon revealed April 21.

The U.S. will deliver at least 121 of the new Phoenix Ghost tactical unmanned aerial systems to Ukraine as part of a new $800 million assistance package announced by Pentagon Press Secretary John F. Kirby. But, what is the Phoenix Ghost?

“This is a drone that had been in development before the invasion, clearly,” Kirby said during an afternoon press briefing. “The Air Force was working this, and in discussions with the Ukrainians about their requirements, we believed that this particular system would very nicely suit their needs, particularly in eastern Ukraine.”

Kirby’s comments mark a slight change from those made by a senior defense official earlier in the day. In a background briefing, the official said the Phoenix Ghost was “rapidly developed by the Air Force, in response, specifically, to Ukrainian requirements.”

Kirby said he did not have an exact date for when Phoenix Ghost started development. But given that the Air Force had at least 120 to send from its inventory, “You’re not going to have 120 on your shelves if you just started buying them on the 24th of February,” the day Russia’s invasion of Ukraine began.

“What probably wasn’t as well worded as it should have been [is] it was developed for a set of requirements that very closely match what Ukrainians need right now in Donbas,” Kirby said, referring to the eastern region of Ukraine where Russia has focused its attack in recent days.

The exact capabilities that Phoenix Ghost will offer to Ukraine are being kept under wraps, as Kirby declined to comment. But he did say the drone is “akin” to the Switchblade drone that the U.S. has already delivered to Ukraine.
