Dieses Fahrzeug ist tatsächlich eine Lizenzproduktion des Streit Group Typhoon - und zwar höchstwahrscheinlich über die russische Firma KAMAZ:

C. Typhoon armoured vehicles

35. On 1 June 2015, the Panel identified what was almost certainly a Typhoon 4 x 4-type armoured vehicle in Nyala. The Panel has investigated the supply chain and is certain that Streit Armoured Protection Cars FZE of the United Arab Emirates manufactured the armoured vehicles. Streit supplied them to a broker, Kamaz International Trading FZE [PO Box 54609, Ra’s al-Khaymah, United Arab Emirates (www.kamazexport.com).], under an invoice dated 9 July 2012 (see annex 15, appendices 1 and 2). The commercial invoice from Kamaz for customs purposes of 4 July 2012 (see annex 15, appendix 3) was, unusually, also for the same sum of 6 million dirhams that it had paid Streit. The Panel has not seen the final invoice from Kamaz to the Government, notwithstanding its requests to Kamaz to be supplied with full documentation concerning the transfer.

36. The Executive Office of the United Arab Emirates Committee for Goods and Materials Subjected to Export and Import Control initially granted export authority to Streit on 8 April 2012 (see annex 15, appendix 4), which was superseded by authority granted to Kamaz on 3 July 2012 (see annex 15, appendix 5).

37. The end-use certification for the shipment is not transparent. The Panel has repeatedly requested the Government of the United Arab Emirates, Streit, Kamaz and the Wadi Al-Neel Clearing and Forwarding Company to supply the end-use certificate.

38. In a letter dated 16 October 2014 (see annex 15, appendix 6), Kamaz clearly stated that it had not issued an end-user certificate for the vehicles in question. This is, however, contrary to the evidence in the possession of the Panel, supplied by Streit, which clearly shows a certificate, signed by Kamaz, stating that the armoured vehicles were for the sole use of Kamaz (see annex 15, appendix 7).

39. The armoured vehicles were shipped to Port Sudan from the Hamriah port in Dubai on 20 July 2012 on board the Shaker 1 (International Maritime Organization number 7929102). The shipping was arranged by Wadi Al-Neel.

40. The Panel finds:

(a) That Streit supplied the armoured vehicles to Kamaz on the basis of an end-user certificate that it would almost certainly have known did not reflect the true end user of the vehicles;

(b) That the armoured vehicles were highly probably supplied to the Government of the Sudan by Kamaz without the Government of the United Arab Emirates having ensured that appropriate end-use certification was in place stating that the vehicles would not be used in Darfur, thus contravening paragraph 10 of resolution 1945 (2010);

(c) That the Government of the United Arab Emirates, Kamaz and Wadi Al-Neel certainly obstructed the work of the Panel by consistently and deliberately failing to provide the specific information at their disposal, as requested by the Panel, and thus failed to comply with paragraph 22 of resolution 2200 (2015);

(d) That the Government has submitted no exemption requests to the Committee for the deployment to Darfur of Typhoon armoured vehicles, thereby certainly violating the arms embargo imposed by the Security Council in paragraph 7 of its resolution 1556 (2004), read with paragraph 7 of resolution 1591 (2005).

Eigentlich ein Bruch der Resolution 2231 (2015), Anlage B (5), die die Lieferung von gepanzerten Kampffahrzeugen an den Iran nur unter Voraussetzung einer fallweisen Genehmigung durch den Sicherheitsrat und eine vollständige Aufhebung des Waffenembargos gegen den Iran erst fünf Jahre nach Annahme des JCPOA oder nach Vorlage einer breiteren Schlussfolgerung durch die IAEA vorsieht.

Andererseits: Am 2. April 2015 einigte man sich auf Eckpunkte für den JCPOA - und schon am 13. April hat der Kreml die Lieferung der S-300 PMU2 genehmigt. Und als am 14. Juli der JCPOA unterzeichnet wurde (die UN-Resolution wurde am 20. Juli 2015 verabschiedet), dauerte es nur neun Monate, bis die ersten Komponenten der S-300 auf einer Parade in Teheran zu sehen waren.

Iran unveils new Raad MRAP
Iran has unveiled what appears to be its first indigenously developed mine-resistant ambush-protected vehicle (MRAP) on 13 August.

The Raad was unveiled in a ceremony held at the Defense Industries Organization in Isfahan and attended by Defence Minister Brigadier General Amir Hatami, as well as senior officers from the land forces, Islamic Revolution Guards Corps, and police.

Iran unveils T-72 upgrade

Iran unveiled the upgrade it appears to be implementing for its T-72M1 main battle tanks (MBTs) when Minister of Defence Amir Hatami inaugurated the production line at the Bani-Hashem Armour Industrial Complex near Dorud on 13 August.

The Ministry of Defence and Armed Forces Logistics (MODAFL) released photographs showing an upgrade that appears to borrow elements from the Karrar, which was presented as a new tank when it was unveiled in 2017, and a modified T-72 displayed by the Islamic Revolution Guards Corps (IRGC) in June.

The photographs showed several tanks being worked on as well as an upgraded T-72M1 being tested but gave no indication that any Karrars are being produced.

The upgrade appears to involve extensive modifications to the existing turret to thicken its frontal armour. The armour on the side of the turret is flat now rather than rounded. The commander’s cupola, machine gun, and hatch have been removed, with the latter replaced with a simplified forward-opening hatch.

While this raises questions about the tank’s ability to acquire targets as the commander’s TKN-3 sight has been removed with the cupola, he probably operates the new remote weapon station (RWS) that sits on what may be an auxiliary power unit (APU) attached to the back of the turret. Armed with a 7.62 mm machine gun, this will presumably have its own electo-optical system, although one couldn’t be seen in the photographs.

IRGC unveils manportable loitering munition
Iran's Islamic Revolution Guards Corps (IRGC) unveiled the Meraj-521 tube-launched loitering munition during an exercise held in northwest Iran from 17 to 20 October.

Iranian media coverage showed three munitions and launchers with a configuration similar to the AeroVironment Switchblade 300, which is launched from a tube like a mortar using compressed air and then unfolds two sets of wings, vertical stabilisers, and a pusher propeller. Unlike the tubular Switchblade, the Meraj-521 has a square cross-section.

The Iranian media coverage also showed a mannequin holding the system's ground control system, which had a flip-up screen, presumably for the feed from a camera carried by the unmanned aerial vehicle (UAV), as well as control sticks so the operator can steer it into a target.
