Startschuss für die EU-Battlegroup 2020-2 - Nach 2012 und 2016 beteiligt sich das Bundesheer auch 2020 wieder mit einem Combat Service Support Batallion (CSSBN) an einer EU-Battlegroup. Hierzu wird ein ca. 600 Mann starkes Kontingent mit Soldaten aus ganz Österreich zusammengestellt und mit internationalen Teilen ergänzt.

Jg., H 3 (2019) hat geschrieben:Mittlerweile sind wir mitten in der „Schwergewichtsaufgabe der Streitkräfte des zweiten Halbjahres 2019“ angekommen: der nationalen Einsatzvorbereitung und nationalen Zertifizierung des Anteiles an der Europäischen Battlegroup (EUBG) 2020. Mit Führung als Kommando des Logistikbataillons (Combat Service Support Battalion, CSSBN) als auch Gestellung wichtiger Einheiten und Elemente dieses multinationalen Verbandes bildet das StbB3 den Kern. Durchgeführte Ausbildungen und Zusammenziehungen sowie geplante Übungsvorbereitungen (Führungssimulatorübung EURES im Oktober in Weitra, EURAD19 (European Advance 2019) als nationale Evaluierungsübung) stell(t)en Aufträge dar, die das StbB3 nach bestem Wissen und Gewissen erfüllen wird. Als Kommandant dieses multinationalen CSSBN sehe ich es aber auch als meine Pflicht und Verantwortung, auf den entsprechenden Wegen auf einen derzeit unbefriedigenden Zustand hinzuweisen: Durch personelle, strukturelle, vor allem aber materielle Engpässe wie fehlende geschützte Fahrzeuge samt unzureichender Einsatz- und Versorgungsreife von neuem Gerät sind derzeit weder ein „Train as you fight“ möglich, noch können alle international eingemeldeten logistischen Fähigkeiten erfüllt werden.

Heute beginnt die Bereitschaft für die EUBG 2020-2. Leadnation ist Deutschland. Für die Logistik ist das Bundesheer mit einem Logistikbataillon (CSSBn) verantwortlich.

.....steht leider unter keinen guten Stern, den die deutsche Bundesregierung zerstört gerade ihre militärische Rückversicherung, den KSK! Nach dem sich GB mit dem SAS aus der EU verabschiedet und die USA mit Ihren Spezialeinheiten sich vom Kontinent zurückziehen bleiben wesentliche Unsicherheiten was die Absicherung militärische Operationen betrifft, wie es die EU Battlegroup ist!
Zurückgetretene Verteidigungsministerin die doch geblieben ist in Deutschland und eine unberechenbare österreichische Amtsträgerin hinterlassen mehr Fragezeichen als Antworten in der Europäischen bewaffneten Sicherheitspolitik

Die kroatische Regierung hat heute bei ihrer 52. Ministerratssitzung das Memorandum of Understanding zwischen dem Bundesministerium für Landesverteidigung der Republik Österreich, dem Verteidigungsministerium der Republik Kroatien, dem ungarischen Verteidigungsministerium, dem Verteidigungsministerium der Republik Italien und dem Verteidigungsministerium der Republik Slowenien über die Grundsätze zur Aufstellung und Aufrechterhaltung der DECI Battle Group der Europäischen Union, die in der zweiten Hälfte des Jahres 2021 der Europäischen Union bereitgestellt werden soll (EUBG 2021-2) beschlossen. Die Führung der EUBG 2021-2 liegt bei Italien. Kroatien wird bis zu zehn Militärangehörige für die EUBG stellen.

Die EUBG 2021-2 stellt das ganze Konzept noch mehr in Frage, als es bei den bisherigen Battle Groups der Fall war:

There is a noticeable disparity in Croatia’s contribution to these two combat groups. The reason is Croatia’s policy of contributing to EU combat groups, whereby the Republic of Croatia is determined to participate with significant forces (ie up to 250 members of the CAF) every 3 to 4 years, while in the meantime it symbolically contributes to individual combat groups in accordance “with its interests and opportunities”. As in 2018 the Government decided that the CAF would give up to 250 of its members for EUBG 2020-2, so this three-month extension could not apply to fewer people. This is the 3rd time Croatia has been operating in the German-led EU combat group – the first engagement was in 2012, then in 2016, and the third time the engagement in the German combat group began quietly on July 1, 2020.

Given the significant size of this contingent, there are no surprises in the symbolic engagement within the framework of EUBG 2021-2 under the leadership of Italy. The engagement of the Croatian Armed Forces in the Italian combat group is a kind of tradition, although unlike 2017, when the purposefully organized forces of the Croatian Armed Forces for this group amounted to 25 Croatian soldiers, now the Croatian contingent is more than halved, with a maximum of 10 members.
Moreover, the crisis culminated in a lack of stand by forces in the first half of 2021. This is also the reason why, at the end of its presidency of the Council of the EU, Germany extended its engagement and the engagement of its combat group for the next 3 months in 2021. In fact, at the last meeting of EU defense ministers, held in November this year, it was established that there are not enough contributors or countries willing / able to command the EU combat group 2021-1. That is why German Defense Minister Annegret Kramp-Karrenbauer has made additional commitments on behalf of the Bundeswehr, according to which the leading role of the German Armed Forces and the existing security of the forces will temporarily continue in the coming year. The official explanation was that the European Union – not just because of the COVID-19 pandemic – failed to implement plans in time to secure the next contingent, the EU Battlegroup 2021-1. Therefore, for the first three months of the new year, Germany will jump in together with the member states of the existing combat group.
As things look now, the period from April 1 to July 1, 2021 will apparently remain empty, without any declared combat group, and then from the beginning of July the Italian combat group will be on standby. This is by far the most drastic example of the crisis of the whole concept of EU combat groups, which obviously cannot be attributed only to the COVID-19 pandemic or the economic crisis. When Brussels also admits that it failed to “prepare the ground” in time, then this is a reason for serious doubt in the further meaning not only of this concept of EU combat groups, but in the sense of their continued existence in general. Of course, all this is a great lesson to all those who, without much insight into the real state of affairs, speak loudly about the European Army and announce its not so distant establishment, in one or another unrealistic way.

EU seeks rapid response military force, two decades after first try
Fourteen European Union countries including Germany and France have proposed a rapid military response force that could intervene early in international crises, a senior EU official said on Wednesday, two decades after a previous attempt.

The countries say the EU should create a brigade of 5,000 soldiers, possibly with ships and aircraft, to help democratic foreign governments needing urgent help, the official said.

EU defence ministers will take up the idea on Thursday at a regular meeting chaired by EU foreign policy chief Josep Borrell, who has chided the bloc for reluctance to intervene more abroad, particularly in failing states such as Libya.

The 14 countries are Austria, Belgium, Cyprus, Czech Republic, Germany, Greece, France, Ireland, Italy, Luxembourg, the Netherlands, Portugal, Slovenia and Spain.
"Borrell has always said the EU needs to learn the language of power," the official said, referring in part to military force.

Diese realitätsferne Idee wird auch alle paar Jahre aufs Neue aufgewärmt:



Im Mai war noch von 5000 Mann die Rede - jetzt, ein knappes halbes Jahr später, sind es 50.000.

Wenn die bestehenden Battlegroups nicht eingesetzt werden, um den Flughafen Kabul zu sichern, warum sollte dann diese Eingreiftruppe bei Szenarien wie Afghanistan zum Einsatz kommen?
