Contracts For May 18, 2020
Lockheed Martin Corp., Orlando, Florida, has been awarded a ceiling $485,000,000 indefinite-delivery/indefinite-quantity contract for Department of Defense and Foreign Military Sales (FMS) Sniper, Infrared Search and Track (IRST); and Low Altitude Navigation and Targeting Infrared for Night (LANTIRN) navigation pod (fixed wing) hardware production. This contract provides the necessary resources required for the management, fabrication, upgrade/retrofit, integration support and testing and shipping of its non-developmental item (NDI) Sniper Advanced Targeting Pods (ATP) System, NDI LANTIRN Fixed Image Navigation Set upgrades, and the NDI IRST system as it relates to the requirements document associated with each specific delivery order placed under this contract. Work will be performed in Orlando, Florida, and various locations to be identified at the order level. The work is expected to be completed by May 2025. This contract involves FMS to (this list is not all inclusive): Bahrain, Belgium, Bulgaria, Canada, Egypt, Greece, Indonesia, Iraq, Israel, Jordan, Republic of Korea, Kuwait, Morocco, Netherlands, Norway, Oman, Pakistan, Poland, Qatar, Romania, Saudi Arabia, Slovakia, Taiwan, Thailand and Turkey. This award is the result of a sole-source acquisition. FMS funds in the amount of $34,900,000 are being obligated at the time of award under delivery order FA8540-20-F-0034 for the country of Morocco. Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity (FA8540‐20‐D‐0001).

First flight for Greek F-16V

The first of 84 Hellenic Air Force (HAF) F-16C/D Fighting Falcon combat aircraft to be upgraded to the latest F-16V standard made its maiden flight on 17 January.

The milestone, announced by Hellenic Aerospace Industry (HAI) on the same day, saw HAI and Lockheed Martin evaluate the aircraft’s upgraded systems “with absolute success”.

“It is noted that these upgrade works were carried out within the planned schedule, without any deviation,” HAI said.

News of the first flight came 25 months after the US Department of Defense (DoD) awarded Lockheed Martin a USD996.8 million Foreign Military Sales (FMS) contract to perform the upgrade work at its Fort Worth facility in Texas in December 2018.

Janes understands that while the initial two platforms are being upgraded in the United States, the remainder will be modernised by HAI at its Tanagra facilities in Greece. Work is scheduled to be complete by 30 June 2027.

Greece – F-16 Sustainment Materiel and Services
The Government of Greece has requested to buy U.S. Government and contractor engineering, technical, and logistics support services for F-16 Aircraft Structural Integrity Program (ASIP), F-16 Aircrew Training Device (ATD), Low Altitude Targeting and Infrared for Night (LANTIRN), and Reconnaissance (RECCE) Pods support programs; aircraft classified and unclassified aircraft software and software support; Multifunctional Information Distribution System (MIDS) software support; Joint Mission Planning Software (JMPS) support; participation in Electronic Combat International Security Assistance Program (ECISAP), International Engine Management Program (IEMP), and technical coordination groups; other aircraft and engine hardware and software modifications and support; spare and repair/return parts and equipment; personnel training and training equipment; publications, manuals, and technical documentation; and other related elements of aircraft maintenance and program support. The total estimated value is $270 million.
The principal contractors for this proposed sale are L3/Harris International, Melbourne, Florida; Lockheed- Martin Aero Corporation, Fort Worth, Texas; Collins Aerospace, Charlotte, North Carolina; Northrop Grumman Corporation, Falls Church, Virginia; Raytheon Company, Waltham, Massachusetts; and Atec, Incorporated, Houston, Texas. The purchaser typically requests offsets. Any offset agreement will be defined in negotiations between the purchaser and the contractor(s).

Greece progresses F-35 procurement plans
Greece's plans to acquire the Lockheed Martin F-35 Lightning II Joint Strike Fighter (JSF) are set to take a step forward, with a team from the programme office scheduled to visit the country in February.

The US Ambassador to Greece, Geoffrey Pyatt, told national media in late January of the planned visit as the Hellenic Air Force (HAF) seeks to progress its plan to acquire the F-35A as part of a wider ramp-up of its combat aviation forces.

“Let me start with the most important point, which is, Greece will be part of the F-35 programme. I think that's clearly understood by the government, by the Hellenic Air Force, but also by the US government. You've heard expressions to that effect not just from me but from senior officials of the State Department,” Ambassador Pyatt said.

USG Representatives Visit HMoND/GDDIA

On the 11 of February 2022, a visit took place at HMoND/GDDIA premises from F-35 Lightning II Joint Program Office Representatives. The purpose of this visit was to present a Joint Strike Fighter (F-35) information briefing.

Greece seeks to join F-35 program as it lobbies against Turkey F-16 sale
Greek Prime Minister Kyriakos Mitsotakis visited the White House and Congress this week to make his country’s case for acquiring the F-35 stealth fighter jet while lobbying against Turkey’s attempts to upgrade its aging fleet of F-16s and acquire additional aircraft.

Not to be outdone, Turkish officials will visit Washington later this week to make their case for Congress to consent to an approximately $400 million deal to upgrade their F-16 jets with new missiles, radar and electronics — a prospect made more complicated by Turkish President Recep Tayyip Erdogan’s recent vows to block Sweden and Finland from joining NATO.

On Monday, Mitsotakis announced after a meeting with President Joe Biden that Greece will move forward with its bid to acquire the F-35 after 2028.

“We will launch the process for the acquisition of a squadron of F-35 aircraft, and we do hope to be able to add this fantastic plane to the Greek Air Force before the end of this decade,” Mitsotakis said at the White House.

He also noted Lockheed Martin — which produces F-35s and F-16s — “officially expressed its interest in investing in Hellenic aerospace” last week, right before his visit to Washington.
