Update: Greece moves ahead with F-16 modernisation (1. Mai 2018)
http://www.janes.com/article/79703/upda ... ernisationOn 30 April, the Greek Ministry of Defence signed and forwarded to the United States the letter of offer and acceptance formally initiating the upgrade of 85 Hellenic Air Force (HAF) F-16 aircraft to the Viper configuration (Block 70/72).
This follows Greek government approval of the upgrade on 28 April under a Foreign Military Sales programme originally announced by the US State Department on 17 October 2017.
The programme, with a total cost of about EUR1.1 billion (USD1.33 billion), will extend the operational lives of 55 F-16 C/D Block 52+ (Peace Xenia III programme) and 30 F-16 C/D Block 52+ Advanced (Peace Xenia IV programme) aircraft to 2048, implemented by Lockheed Martin in the United States and Hellenic Aircraft Industry (HAI) at its Tanagra facilities.

Το πρόγραμμα του εκσυγχρονισμού των F-16 που έχει ζητήσει η Πολεμική Αεροπορία τυγχάνει της εγκρίσεως της ελληνικής κυβέρνησης και της Βουλής των Ελλήνων.
Όσον αφορά το ποσό που απαιτείται για αυτό το πρόγραμμα, στο τελικό πρόγραμμα θα είναι εντός των πλαισίων που έχουν συμφωνηθεί, δηλαδή στο 1,1 δις. Έχει δημοσιοποιηθεί ένας πίνακας του 1,23 δις, είναι ορθός ο πίνακας, αλλά υπάρχουν εκπτώσεις, όπως και στα προηγούμενα προγράμματα, γύρω στο 10-15%, και έτσι θα φτάσουμε στο 1,1 δις.
Το σύνολο του ποσού έχει εγκριθεί. Όσον αφορά, όμως, τις καταβολές, η Ελλάδα έχει δεσμευθεί μέχρι το 2021 απέναντι στους δανειστές με ένα συγκεκριμένο πλεόνασμα το οποίο απαιτείται από την Ευρωπαϊκή Ένωση και από το Διεθνές Νομισματικό Ταμείο.
Δεν είναι δυνατό, λοιπόν, την ίδια στιγμή που ζητείται από τους δανειστές να παραμείνουμε στο πλεόνασμα που έχει συμφωνηθεί, να παραμένουμε στη συμφωνία στο ΝΑΤΟ για εξοπλιστικά προγράμματα άνω του 2%, να φτάσουμε στο 20% που θέλει το ΝΑΤΟ για την ετήσια ανάπτυξη και να μην ακολουθήσουμε τους κανόνες που έχουμε δεσμευθεί για τη δημοσιονομική πολιτική.
Αυτή τη στιγμή, λοιπόν, η διαπραγμάτευση με την αμερικανική πλευρά βρίσκεται στις καταβολές των τιμημάτων που αφορούν το 2018, το 2019, το 2020 και μετά το 2021 που δεν θα υπάρχει δέσμευση μπορούμε να καταβάλουμε μέρη της συμφωνίας μέχρι και τη λήξη του προγράμματος.
Εδώ θέλω να θυμίσω ότι το πρώτο αεροπλάνο θα παραχθεί σε δύο χρόνια και το πρόγραμμα θα τελειώσει το 2028. Εμπροσθοβαρές πρόγραμμα με τις συγκεκριμένες οικονομικές συνθήκες είναι όπως αντιλαμβάνεστε αδύνατον.
Στο πλαίσιο αυτό, ο διπλωματικός σύμβουλος του Πρωθυπουργού κ. Καλπαδάκης ενημέρωσε τον Αμερικανό Πρέσβη, ενημερώνω σήμερα εγώ τον ομόλογό μου για τέταρτη φορά, διότι έχουν σταλεί ήδη τρείς επιστολές σχετικά με τις καταβολές και η επιθυμία της ελληνικής κυβέρνησης και του Υπουργείου Εθνικής Άμυνας κατόπιν αιτήματος της Πολεμικής μας Αεροπορίας είναι να υλοποιηθεί αυτό το πρόγραμμα, βεβαίως μέσα στο πλαίσιο των δυνατοτήτων μας. Κανείς Υπουργός δεν μπορεί να δεσμεύσει προϋπολογισμούς που δεν έχει και βεβαίως και το ΚΥΣΕΑ δεν μπορεί να έρθει σε αντίθεση με αυτά που έχουν συμφωνηθεί από το οικονομικό επιτελείο.
The F-16 modernization program requested by the Air Force is approved by the Greek Government and the Greek Parliament.
As far as the amount required for this program is concerned, the final program will be within the agreed framework, ie 1.1 billion. A table of 1.23 billion has been made public, the table is correct, but there are discounts, as in previous programs, around 10-15%, so we will reach 1.1 billion.
The total amount has been approved. However, as far as payments are concerned, Greece has committed itself to lenders by 2021, with a certain surplus required by the European Union and the International Monetary Fund.
It is therefore not possible, at the same time, that lenders are asked to remain in the surplus agreed, to remain in the NATO agreement for armaments over 2%, to reach 20% of NATO's annual growth and not to follow the rules we have committed to fiscal policy.
Right now, then,the negotiation with the US side is on the payments of the 2018, 2019, 2020 and 2021 postpayments, and we can pay for parts of the agreement until the end of the program.
Here I would like to remind you that the first airplane will be produced in two years and the program will end in 2028. A forward-looking program with the specific economic conditions is, as you can see, impossible.
In this context, the Prime Minister's diplomatic adviser, Mr. Kalpadakis, briefed the American Ambassador, today I will inform my counterpart for the fourth time because three letters have already been sent about the payments and the desire of the Greek government and the Ministry of Defense to implement this program on request of our Air Force, of course within the framework of our capabilities. No Minister can bind budgets that he does not have and, of course, the KYSSA can not contradict what has been agreed by the economic staff.

The talks are focused on the possibility of providing Greece more favourable payment conditions and a quick start to the project. The US offer for the upgrade is EUR1.25 billion (USD1.52 billion), according to the Athens-based newspaper.
