Romania to cut $159M deal for anti-ship missiles to protect Black Sea coast
The Romanian government has approved a decision to spend at least €137 million (U.S. $159 million), excluding the value-added tax, on the purchase of anti-ship missiles that are to be deployed to the country’s Black Sea coast.

The Cabinet approved the planned acquisition along with other programs of strategic importance developed by the Defence Ministry, the government said in a statement.

Romanian Defence Minister Mihai Fifor has said he planned to award the contract by the end of the year.

Local news site Hotnews.ro reported that the potential bidders for the contract, which is scheduled to be financed in the years 2018-2023, could comprise one American and three European manufacturers. These include Boeing, offering its Harpoon missiles; MBDA, with the Exocet MM40 Block 3 systems; Kongsberg, offering its Naval Strike Missile; and Saab, with the RBS-15 Mk3 systems, produced in cooperation with Diehl BGT Defence.

Four companies bid in Romania’s anti-ship missile tender
Romania’s Ministry of Defence has launched the final phase of its €137 million (US $154.4 million) tender to purchase anti-ship missile systems that are to be deployed along the country’s Black Sea shore.

The procedure was suspended in late 2018, but the ministry recently announced it was awaiting final offers from manufacturers, according to the information obtained by local news site Hotnews.ro. Four defense groups have obtained the required security clearances and are bidding to supply their missile systems to Bucharest: MBDA, Boeing, Saab, and Kongsberg.

Under the plan, the contract is to be financed by 2023.

Romania – Naval Strike Missile (NSM) Coastal Defense Systems
The Government of Romania has requested to buy two (2) Coastal Defense Systems (CDS) consisting of: up to ten (10) Link-16 Multifunctional Information Distribution System - Joint Tactical Radio Systems (MIDS-JTRS). Also included are two Coastal Defense System Fire Distribution Centers; four Mobile Launch Vehicles; Transport Loading Vehicles; Naval Strike Missiles; non-operational Inert Handling/Loading Missile (IHM) to support missile handling and loading/unloading; training missile and equipment spares; associated containers; training and training equipment; publications and technical documentation; spares parts; loading and mobile maintenance support; U.S. Government and contractor engineering, technical, and logistics support services; and other related elements of logistical and program support. The estimated total cost is $300 million.

Senop Oy has signed a contract with Kongsberg Defence & Aerospace As to supply integrated Fire Control Centers (FCC) to an international Naval Strike Missile Coastal Defence System (NSM™ CDS) program. The contract consists of Fire Control Centers integrated into Shelter Systems.

The NSM™ CDS is a high-performance ground based Coastal Defence System. It has unique features with a net centric architecture which enables multiple simultaneous engagements and over the horizon (OTH) targeting. The system can be closely integrated and adapted to a country’s adjacent weapons and command and control systems. This expands the defended area and enhances the total fighting capability of the force.

The FCC is the central integrating element for the NSM™ CDS system. An FCC provides fire control and Battle Management Command Control Communication Computers and Information (BMC4I). It is based on the similar proven KONGSBERG BMC4I FDC used in the NASAMS System. The FCC is vehicle type independent and can be mounted on various types of wheeled or tracked vehicles.
