Laut dieser Aussendung wurden am 30. November von der Modernisierungsabteilung des slowakischen Verteidigungsministeriums und den US-Vertretern lediglich die Entwürfe für die technischen Dokumente unterzeichnet. Es handelt sich um drei "Letters of Offer and Acceptance". Vor der Unterzeichnung der letztgültigen Verträge ist noch die Zustimmung des Finanzministeriums erforderlich.


MOD signs Technical Arrangements for procurement of U.S. F-16 fighter jets (30. November 2018)
Based on the SVK Governmentʼs decision, the Slovak Ministry of Defence, represented by National Armaments Director Col Vladimír Kavický, has today (30 November) signed respective Technical Arrangements for launching the SVK Air Forceʼs fighter jet fleet replacement process. This includes three separate Letters of Offer and Acceptance (LOAs), which are instrumental in effecting the performance of the agreement via the U.S. Governmentʼs Foreign Military Sales (FMS) programme, and covers the procurement of 14 U.S. F-16 aircraft, aerial munitions, logistics support, and flying and ground personnel training. All fighter jets are due to be delivered by the end of 2023.

Das Verteidigungsministerium hat die Regierung und den Sicherheitsrat der Slowakei über den Schutz des Luftraums bis zur Lieferung der neuen F-16 informiert. Es wird eine Zusatzvereinbarung mit RSK MiG für den Zeitraum vom 16. November 2019 bis 31. Dezember 2023 abgeschlossen, die eine Option zur Verlängerung um ein Jahr beinhaltet.

Es gab zwei Alternativen, die von den Experten des Ministeriums verworfen wurden: Die Kooperation mit NATO-Mitgliedsstaaten in der aktiven Luftraumüberwachung oder ein Weiterbetrieb der MiG-29 in Zusammenarbeit mit Polen.

Slovakia to agree MiG-29 service contract with Russia
Slovakia will sign a contract worth EUR100 million (USD113 million) “soon” with Russian Aircraft Corporation (RSK MiG) for servicing the country’s MiG-29 fighters for the next four to five years, Prime Minister Peter Pellegrini announced during a press conference following a meeting with Prime Minister Dmitri Medvedev in Moscow.

The agreement will be in effect before the delivery of 14 US F-16V Block 70/72 multirole combat aircraft valued at EUR1.6 billion by the end of 2023.

The Slovak Air Force currently holds 10 MiG-29A/-29UB combat aircraft.

Slovak Air Force seeks training aircraft
The Slovak Air Force (SAF) is drawing up its requirements for a new modern trainer as it prepares for the arrival of 14 F-16 Block 70 aircraft. The USD1.6 billion F-16 contract is the biggest in SAF history, with the first jets arriving in Slovakia during the second quarter of 2023.

Under the deal, 22 SAF pilots will begin flying training on F-16 Block 52 aircraft at Tucson Air National Guard Base, Arizona, in 2022. They will be drawn mainly from the small fleet of Aero L-39CM/L-39ZAMs currently used as lead-in fighter trainers at Sliač Air Base. SAF commander Brigadier General Lubomir Svoboda told Jane's on 2 August, "The L-39s can last for a maximum of six years but we have started pulling together our needs for a next-generation (NG) trainer as well as a budget.

Die slowakische Regierung hat heute dem Projektvorschlag zum Ausbau des Fliegerhorsts Sliač, in Vorbereitung auf die Einführung der neuen F-16 Block 70, zugestimmt:

Es werden neue Rollbahnen errichtet, das Ersatzteillager und das Umspannwerk werden umgebaut und beim Dorf Sielnica wird es einen neuen Zugang zur Basis geben. Darüber hinaus wird der Wartungshangar neu gebaut und es sollen eine Flugzeugwaschanlage, ein Zwischenlager für Munition und einige andere Objekte errichtet werden. Die veranschlagten Kosten für das Projekt belaufen sich auf über 55 Mio. EUR (inkl. MWSt). Ende 2022 sollen die Bauarbeiten abgeschlossen sein.

Old Pilots, Old Jet Trainers

Another quandary, the Commander faces is the age of the MiG-29 pilots. Svoboda said, “Many of them are 40 now, so will not be transferred to the F-16s. Instead most will come from the L-39s, currently used for lead in fighter training at Sliač. We can use the MiG-29 pilots and their flying skills as instructor pilots with the training unit, and the eventually any new aircraft (that we) buy.'

Like the MiG-29s and the pilots, the L39s are also getting old now, but the Commander believes they can last for another six years. He told ESD, “We are starting to detail our needs for a next generation trainer as well as a budget and we are looking at all the options out there.”

Seven L-39ZAs and six L-39Cs were modified and overhauled by LOT Trencin (LOTN) from 2005 to 2009. The mods included the installation of two new multifunction displays (MFDs), and new antennas visible under the fuselage.

Many acknowledge, stepping from a 70sera L-39 to fly a cutting edge F-16 Block 70 might be too much for some. With no new jet trainer acquisition programme in place yet, and the first F-16s expected to arrive in 2023, the SAF are in a hurry to find a solution. Although funding and priorities remain a sticking point, as Svoboda pointed out, “A new Ground Based Air Defence system is a priority – a new trainer will come later.”

The SAF has a requirement for up to eight new trainers and at Sliač, where the Slovak International Air Festival was held on 3-4 August this year, several of the European manufacturers were exhibiting their solutions at the event. Aero was showing off its L-39CW, used as the L-39NG testbed. Aero’s Head of Sales, Jakub Hoda told the author, “We are offering the L39NG and there have been some very good discussions with the SAF. We are focussed on not just working with the customer but involving its industry in the NG co-operation.” He added, “We have had a long history with LOT Trencin on the L-29 and L-39 in the past. The Slovakian Defence Minister Peter Gajdoš even supported us with our request for European development funding, to support the NG’s development.”

So far no SAF pilots have flown the L-39CW or L-39NG, but it's sure to happen soon. After a nine month lay-off, the L-39NG took to the air again on 14 September. During its grounding, new Genesys avionics were integrated in preparation for the Elbit embedded training system later in the year. Aero has now embarked on an ambitious test programme that should see the L-39NG certified by the end of next year.

Leonardo was showing off its M-345 jet trainer at Sliač, with Gaetano Ferlazzo Head of Eastern Europe Marketing telling the author, “Slovakia could buy them, or could join the Italian Flight Training School at Lecce-Galatina where the M-345 will be based.” The first five of 18 M345s are expected to enter Italian Air Force service in early 2020.

Contracts For May 18, 2020
Lockheed Martin Corp., Orlando, Florida, has been awarded a ceiling $485,000,000 indefinite-delivery/indefinite-quantity contract for Department of Defense and Foreign Military Sales (FMS) Sniper, Infrared Search and Track (IRST); and Low Altitude Navigation and Targeting Infrared for Night (LANTIRN) navigation pod (fixed wing) hardware production. This contract provides the necessary resources required for the management, fabrication, upgrade/retrofit, integration support and testing and shipping of its non-developmental item (NDI) Sniper Advanced Targeting Pods (ATP) System, NDI LANTIRN Fixed Image Navigation Set upgrades, and the NDI IRST system as it relates to the requirements document associated with each specific delivery order placed under this contract. Work will be performed in Orlando, Florida, and various locations to be identified at the order level. The work is expected to be completed by May 2025. This contract involves FMS to (this list is not all inclusive): Bahrain, Belgium, Bulgaria, Canada, Egypt, Greece, Indonesia, Iraq, Israel, Jordan, Republic of Korea, Kuwait, Morocco, Netherlands, Norway, Oman, Pakistan, Poland, Qatar, Romania, Saudi Arabia, Slovakia, Taiwan, Thailand and Turkey. This award is the result of a sole-source acquisition. FMS funds in the amount of $34,900,000 are being obligated at the time of award under delivery order FA8540-20-F-0034 for the country of Morocco. Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity (FA8540‐20‐D‐0001).

MOD seeks effective ways of modernising its fleet of subsonic aircraft (14. Juli 2020)
The Ministry of Defence is currently identifying ways of modernising its fleet of subsonic aircraft in a cost-effective and transparent manner. Director General of the MOD's Modernisation Department/National Armaments Director Jozef Zekucia and Italian Defence Attaché Brig Gen Giuseppe Gimondo met to discuss cooperation in this area on Friday 10 July 2020.
During the meeting, National Armaments Director Jozef Zekucia expressed his appreciation for the offer of Italian Defence Attaché Brig Gen Giuseppe Gimondo to present the projects of Italian defence manufacturers. In addressing the Slovak Air Force's trainer aircraft programme in line with its long-term intent, the MOD will request the Italian partner for more information on this subject, he added.
