Slowakei - Nachfolge MiG-29 Fulcrum

Derzeit betreibt die Slowakei 12 MiG-29 Fulcrum, deren letztes Upgrade 2008 durchgeführt wurde. Lange sah alles so aus, als ob sich die slowakischen Luftstreitkräfte Tschechien und Ungarn anschließen und Saab Gripen beschaffen werden.

Eine Notification der FMS - Behörde (Foreign Military Sales) über einen möglichen Kauf von F-16 lässt nun aufhorchen:

14 neu gebaute Lockheed Martin F-16V Block-70 / 72 Fighting Falcon in Vollausstattung (z.B. APG-83 AESA Radar) und Bewaffnungspaket (Luft-Luft/Luft-Boden) um USD 2.91 Mrd - deutlich mehr als Österreichs 15 Eurofighter gekostet haben. Das Paket stellt eine Maximalvariante dar. Es muss gar nicht oder kann nur in Teilen abgerufen werden.

Für den Saab JAS-39 C/D Gripen spricht das “joint sky” Agreement mit Gripen-Betreiber Tschechien; der günstigere Preis und eine schnellere Verfügbarkeit.

Schon Ende Juni 2018 soll eine Entscheidung zwischen F-16 und Gripen fallen!
(wenn die neue Regierung mit der Beschaffung weitermacht und so lange durchhält)

Slovak MoD spokeswoman Danka Capakova said last week that, in reality, “the price of the F-16 will be about one billion euro lower, since at least in the first phase Slovakia will not go for the full package,” the Slovak DennikN website reported April 10.
-> 2 Mrd. EUR für 14 F-16V ohne Ausrüstung/Bewaffnung. Immer noch deutlich mehr als unsere 15 EF. Diese Info ist auch für unsere Arbeitsgruppe Luftraumüberwachung interessant.
Operating and maintenance costs of Gripen are also much lower than those of the F-16. While no official figures are available, Jane’s Defence Weekly says Gripen’s flight hour costs are around $4,700, compared to $7,000 for the F-16.
Klare Sache.
Saab claims it can deliver the first fighters within two years, which would allow Slovakia to avoid extending the MiG-29 maintenance contract with Russia, which runs out at the end of 2019.
Während die F-16V erst ab 2022 zulaufen könnten.

Vermutlich haben die Slowaken die F-16V nur ins Spiel gebracht, um ein wenig Druck auf Saab auszuüben.

Schönen guten Tag!

Möchte hier kurz ein paar Worte über die oben angeführten Vergleiche mit unseren EF verlieren:

1. Euro und USD nicht verwechseln - 2,9 Mrd USD = 2,4 Mrd Euro (ohne Bewaffnung 1,5Mrd Euro)
2. Der Kauf unserer EF ist 15 Jahre her - die Preise von heutigen Flugzeugen sind überall gestiegen. Auch Gripen kosten mehr als damals
3. Pakete können nicht miteinander verglichen werden - vor allem ein Gesamtpaket mit Luft-Luft/Luft-Bodenbewaffnung, neuestem Radar, etc kann nicht mit unseren EF verglichen werden
4. Reine Flugkosten geben keine Auskunft über Gesamtkosten des Systems

MOD condemns lies about the Swedish offer of the Gripen fighter jets package
The SVK MOD strongly condemns the lies being spread about the Swedish offer of the Gripen fighter jets package, which appeared in an article written by Vladimír Šnídla and was published by N Daily: “According to Swedes, the Slovak Minister of Defence lied about their offer of the fighter jets package.” The MOD wishes to stay away from the competitive struggles between the two companies and firmly rejects the pressure exerted by one of the companies that wants to influence the selection of the contractor for the delivery of supersonics.

In selecting fighter jets, the MOD can work with only official offers. In this case, our partners are the US Government and the Swedish Government. Neither the MOD nor the Minister can negotiate directly with the aircraft producers. If the Swedish producer was serious about constructing a Logistics Centre in Slovakia, this should have been part of the Swedish Government’s offer. However, this is not the case. In view of the misinformation published by the media outlet, the MOD must disagree with the misstatement that a Logistics Centre project has been officially offered to Slovakia. If this were the case, it would have to be part of an official offer.
Complying with the SVK Government’s decision, the only official offers are the ones submitted by the US and Swedish Governments. We must repeat that the construction of a Logistics Centre is not part of the Swedish Government’s offer.

P. Gajdoš: Procurement of 3D radars via a Gov-to-Gov sales agreement is the most effective solution after the unsuccessful international tender
The MOD will also submit a document with a proposed solution for the provision of supersonics to the Security Council and the Cabinet. “We absolutely reject the claims that it has already been decided, because it is the Cabinet who is to decide about it. We wish to stay away from any competitive struggles amongst companies. It holds true that we can only work with official bids and lobbyist information is not and cannot be relevant to us,” emphasised Minister Gajdoš, referring to the false information supplied by Ľubomír Galko MP, who, despite the fact that the document is classified at the moment, has spoken about the “pros” of the bids in a debate. In this connection, Minister Gajdoš stressed that he will also submit a non-classified document on the supersonic fleet to the Cabinet for consideration, so that the “advantages” of the final solution can be clearly visible.

Cabinet adopts a historic decision, Slovak skies will be protected by US F-16 fighter jets
Protection and sovereignty of Slovak airspace and close air support to land forces will be delivered by US F-16 Block 70/72 fighter jets. This follows from todayʼs decision by the Slovak Security Council and the Cabinet. From a modernization perspective, this is the most extensive modernization programme in the history of the SVK Armed Forces.
From the perspective of all parameters of the bids, the US bid was more advantageous for Slovakia. In this connection, the MOD has refused the speculation that the reason for selecting the US F-16 Block 70/72 are later deliveries, which will allow the MOD to prolong the SVK military’s dependence on Russian equipment. “While the Contract with the US Government is ready to be signed, the Swedish Government insisted on negotiating details only once the SVK Government has made the decision, whereas in both cases the date of delivery depends on the date of Contract signature,” explained Head of the Defence Department. Moreover, if the Swedish bid had been accepted, some material would have had to be delivered by a third party, thus delaying the delivery.
Reflecting on the proposed solution to the replacement of the Slovak Air Force’s fighter jet fleet, Deputy Prime Minister and Minister of Finance Peter Kažimír said: “For me it is absolutely essential that it is a Government-to-Government relationship. This means it is between the Slovak Government and the US Government, no intermediaries are involved. For me, this is crucial.”

Director of the Value for Money Unit (SVK Ministry of Finance) Štefan Kišš confirmed that the bids were compared and evaluated by the Value for Money Unit, he said: “Our task along with the Minister of Defence was to put the bids on the same scales and the outcome is that if we compare the comparable, the entire life cycle of the American F16s is 8% cheaper [than the Gripens’].”

On behalf of the Slovak Armed Forces, Commander SVK Air Force Maj Gen Ľubomír Svoboda expressed his satisfaction with the Cabinet’s decision: “In analysing the bids we did not work with the marketing data supplied by the manufacturer, but we worked with facts and communicated with the countries that operate both types of aircraft. The facts were put on the table and used in the subsequent analysis.”

In considering all parameters of the bids, the US bid was evaluated more advantageous in terms of money. The MOD compared the package of 14 F-16 Block 70/72 fighter jets, ammunition, training for pilots and ground personnel, logistics, airfield infrastructure development, dates of deliveries, and other operational costs beyond 2040 with the Gripen package.

Die Flugzeuge dürften mit AIM-9X/II (AIM-9X Sidewinder) und AIM-120 C-7 (AIM-120 AMRAAM) bewaffnet werden. Für diese Waffen und die dazugehörige Ausbildung hat die Slowakei seitens der USA drei Letters of Offer and Acceptance (LO-D-SAA; LO-D-TAA; LO-P-LAH) erhalten, die bis zum 27. Juli 2018, 30 Juni 2018 und 24. Juli 2018 gültig sind bzw. waren. Bestellt werden außerdem GBU-12 (Raytheon Paveway II), GBU-49 (Raytheon Enhanced Paveway II), GBU-54 (Boeing Laser JDAM), GBU-38 (Boeing MK-82 JDAM) und Zielbehälter AN/AAQ-33 (SNIPER ATP).

Slovakia picks U.S. fighter planes to replace Russian-made jets
Slovakia has agreed a $1.9 billion deal to buy 14 U.S.-made F-16 fighter jets to replace its ageing Russian-made MiG-29s, its defense ministry said on Wednesday.
Slovakia may also ask one of its neighboring countries, which are also its NATO allies, to help protect its airspace, Prime Minister Peter Pellegrini said.

“Slovakia will pay 1.589 billion euros for 14 fighter jets, pilot training, ammunition and two-year logistical support,” Pellegrini told reporters.

The contract with Lockheed Martin will be signed by the end of this year, Finance Minister Peter Kazimir said.

Slovakia had been in talks with Gripen maker Saab for years, before Gajdos stalled discussions and invited other bidders.

Czech MoD offers to police Slovak airspace until F-16s arrive
The Czech Ministry of Defence (MoD) stated on 12 July that based on a bilateral agreement signed in 2017 between the Czech Republic and Slovakia dealing with mutual air defence issues, the Czech government could provide air defence support to Slovakia in the event the latter is unable to do so until it takes delivery of new fighter aircraft.
Slovakia, however, has yet to sign a contract for the new aircraft, which are not expected to be available until 2021 at the earliest.

Czech fighters could help Slovakia to protect its airspace
Premiér Peter Pellegrini ve středu řekl, že Slovensko bude analyzovat možnosti, zda do dodání amerických stíhaček bude opravovat migy, nebo zda o ochranu svého vzdušného prostoru požádá některou ze sousedních zemí.
Prime Minister Peter Pellegrini said on Wednesday that Slovakia would analyze options, whether it would repair the MiGs until the the delivery of US fighters, or whether it will request protection of its airspace from any of the neighboring countries.
Pokud některá z členských zemí NATO není dočasně schopna svůj vzdušný prostor chránit, automaticky se v rámci aliančního systému NATINAMDS o vojenskou ochranu starají sousední státy. Česká republika by tak na starosti v rámci tohoto systému měla západní část Slovenska, Maďarsko východní Slovensko. Tento systém ale platí pouze pro vojenské hrozby, podotkla Zechmeisterová. Netýká se tak například únosu civilního letadla, který by teroristé chtěli použít jako zbraň třeba proti jaderné elektrárně a který by bylo nutné sestřelit. Proti takové hrozbě by díky společné smlouvě, která umožňuje předat české stroje pod velení SR a naopak, mohly na Slovensku zasáhnout české letouny.
If one of NATO's member states is temporarily unable to protect its airspace, the neighboring states are automatically provided with military protection by neighboring states through the NATINAMDS alliance system. The Czech Republic would be responsible for this system in the western part of Slovakia, Hungary in eastern Slovakia. But this system only applies to military threats, Zechmeister said. This does not apply, for example, to the kidnapping of a civilian aircraft that terrorists would like to use as a weapon against a nuclear power plant and which would have to be shot down. Thanks to a joint treaty, allowing the handing over of Czech machines under the command of the Slovak Republic and vice versa, Czech aircraft could intervene in Slovakia against such a threat.

Im neuen F-16 Werk in Greenville, South Carolina. Hier werden ab sofort alle neuen F-16 in geringer Rate gebaut und Upgrades durchgeführt. Die letzten aus Texas waren F-16IQ/52 für den Irak. Lockheed Martin geht übrigens von einem Service Life der Falcon bei der USAF bis 2048 aus - und da fällt mindestens noch ein großes Upgrade an. 30 Jahre Support dürften daher für Lockheed auf US Boden noch machbar sein.

In dieser Präsentation gibt es eine Grafik der F-16 Block 70 mit "Integrated FLIR & Targeting System". Das war scheinbar noch 2009 geplant, wurde aber nicht umgesetzt:

Das slowakische Verteidigungsministerium hat heute der Regierung empfohlen, die MiG-29 bis zur Lieferung der neuen F-16 weiter zu betreiben. Dies gehe aus einer Analyse der Alternativen zum Schutz des Luftraums der slowakischen Republik hervor, die vom Verteidigungsministerium ausgearbeitet wurde. Die identifizierten Alternativen waren zum einen die Kooperation mit NATO-Partnern bei der Luftraumüberwachung, was einen temporären Verlust dieser Fähigkeit bei den slowakischen Streitkräften bedeuten würde, andererseits die Fortsetzung des Betriebs der MiG-29 durch Kooperation mit Polen oder der Herstellerfirma RSK MiG.

Auf Basis dieser Empfehlung, dem Zustand der MiG-29-Flotte, der Gesetzeslage und der Notwendigkeit, das Ausbildungsniveau der Piloten und des Personals zu erhalten sei die effektivste Lösung, einen Zusatzvertrag mit RSK MiG abzuschließen, der vom 16. November 2019 bis zum 31. Dezember 2023 gültig sein wird. Es wird eine Option geben, den Vertrag um ein Jahr zu verlängern.

Das bedeutet, dass die zwölf MiG-29 der slowakischen Luftwaffe (10 Einsitzer + 2 Doppelsitzer) bei ihrer Außerdienststellung zwischen 28 und 34 Jahre alt sein werden (Sie wurden zwischen 1989 und 1995 gefertigt.):
