Finland rules out Hornet life extension
A report by the Finnish Air Force released on 25 June has ruled out the possibility of extending the service life of the country’s fleet of Boeing F/A-18C/D Hornet fighter aircraft.

A statement released on the Finnish Ministry of Defence’s (MoD’s) HX Programme blog said that an extension would cause unreasonable risks to Finland's defence capabilities and significant negative cost effects, particularly as new weapons and systems would need to be integrated, in addition to undertaking performance upgrades on the aircraft.

The report examined the feasibility of a potential five-year life extension of the fleet and calculated that the overall cost would be between EUR1.8-2.4 billion (USD2.02-2.69 billion), comprising primarily of software and systems upgrades (EUR882-1,181 million) and weapons systems (EUR700-1000 million). Renewing the flight control surfaces, consumable components for the aircraft engines, and spare parts and replacement equipment would also be expected to account for at least EUR227 million.

Die finnische Regierung hat beschlossen, das Verteidigungsbudget auf über 2 % des BIP zu erhöhen. 2021 soll es 4,87 Mrd. EUR umfassen, das ist eine Steigerung um 54 % (+ 1,7 Mrd. EUR) im Vergleich zu 2020. Davon sind 1,65 Mrd. EUR auf das HX-Projekt zurückzuführen und 50 Mio. EUR auf Gehalts- und Inflationsanpassungen:

2020 liegt der Anteil der Verteidigungsausgaben am BIP voraussichtlich bei 1,4 % (abhängig von der wirtschaftlichen Entwicklung).

Für HX sind 10 Mrd. EUR über 12 Jahre veranschlagt. Davon werden 900 Mio. EUR im Jahr 2021 fällig. 204 Mio. EUR sind 2021 für das Programm "Laivue 2020" (Korvetten) veranschlagt, weitere 866 Mio. EUR für sonstige Beschaffungen (u.a. Munition).

Saab Reveals New Decoy Missile for Gripen
As part of Gripen’s E/F Electronic Warfare capability, Saab now reveals the development of a new decoy missile system, the Lightweight Air-launched Decoy Missile. The decoy missile and the new Electronic Attack Jammer Pod, which Saab started flight testing in 2019, will ensure that Finnish pilots will be protected from enemy radars and missiles.

The new decoy missile will be a highly capable stand-in jammer for the most demanding missions. It will act as a force multiplier as it reduces the number of missiles and aircraft required to complete a mission. The decoy missile can jam or create false targets for acquisition, tracking, fire control and airborne radars.

Request for Best and Final Offer sent for HX Fighter Programme
The Finnish Defence Forces Logistics Command sent the Request for Best and Final Offer for the HX Fighter Programme on 29 January 2021. The Request for Best and Final Offer concerns the following multi-role fighters and their related systems and weapons: Boeing F/A-18 Super Hornet (United States), Dassault Rafale (France), Eurofighter Typhoon (Great Britain), Lockheed Martin F-35 (United States) and Saab Gripen (Sweden). The deadline for finalised tenders is 30 April 21.

Saab is offering 64 Gripen E fighters, a pair of GlobalEye surveillance jets, and an extensive weapons package to Finland as its best and final offer for the nation’s HX Boeing F-18 replacement contest.
In addition to the hardware, Johansson says Finland’s aerospace and defence industries will benefit hugely from participation in Gripen production and sustainment.

This includes in-country final assembly of an undisclosed number of the fighters and their GE Aviation F414G engines, plus aerostructures manufacturing and sustainment activities. In addition, Saab intends to create a Finnish “systems centre” to enable rapid capability updates to both platforms.
Saab is staying coy on the final number of aircraft to be built in Finland, but notes that to have all 64 locally assembled would “have an impact on delivery schedules” and would have required two Finnish production lines which “would not have been economically feasible”, says Saab’s HX campaign director Magnus Skoberg.

While it would be “most cost-effective” to produce all the jets at its Linkoping site in Sweden, Skoberg says this would not create the required capabilities to allow the aircraft to be supported locally.

“You need to remember this is not at all purely a question on economy of scale or industrial needs – we don’t necessarily need another production line to build fighters for our customers or the world market; there is a strong need to establish [such a] capability in Finland for security of supply.”
In all, Saab has committed to 118 projects in Finland – 46 directly related to the Gripen and 72 broader initiatives regarding advanced materials or manufacturing, for example. A further 22 projects are included in the offering, says Skoberg. This means that the company “has quite a decent margin” above the 30% offset value stipulated in the tender.

Gripen E deliveries would begin in 2025 and run until 2030; initial operating capability is targeted by 2027. The GlobalEyes, which are based on the Bombardier Global 6000 business jet, would arrive in 2026 and 2027.

Saab opted to include the two airborne early warning and control jets in its offer based on the military scenarios Finland is likely to face, says Skoberg. “The capabilities it is providing give us an extra edge to our offering,” he says.
Weapons are worth in excess of 20% of the overall €9 billion ($10.9 billion) contract value, including MBDA’s Meteor and Spear missiles, the IRIS-T from Diehl Defence and Taurus Systems’ KEPD 350. However, Skoberg says additional undisclosed munitions have also been proposed.

Electronic warfare (EW) capability is built into the Gripen E, he adds, including the integration of the company’s new jammer pod and Lightweight Air-launched Decoy Missile, the latter using the same triple launcher as the Spear missile.

An “extensive” spares and support package – including engines and structural parts - is included within the offer.

While the bid is focused solely on the single-seat Gripen E, Saab has left the option open for Finland to add twin-seat F models if required.

Anscheinend hat die F-35A das Rennen gemacht. Aber offiziell ist das noch nicht.
Reports that multiple sources have confirmed F-35A to be Finland's choice, with decision to come within two weeks.
