Army delays Black Hawk replacement decision
Speaking to reporters, senior army uniformed officers and civilian personnel said the timeline has slipped for selecting a winner of the Future Long Range Assault Aircraft (FLRAA) competition. FLRAA is the army’s programme to develop and aircraft that will replace its UH-60s.

“We are in a quiet period for FLRAA”, says Rodney Davis, the army’s acting deputy programme executive officer (PEO) for aviation.

The army previously planned to select the winner of the FLRAA contract in September.

“We’re working through a very event-driven, but rigorous process to get that decision,” Davis says.
As to when a decision on the Black Hawk’s replacement will be completed, service leaders are not revealing details.

“We are working through that, and expect we’ll have a good decision in relatively short order,” says Davis. “But we’re not talking about exact dates at this point.”

Bell Textron Inc., Fort Worth, Texas, was awarded a $1,361,723,332 hybrid (cost, cost-plus-incentive-fee, firm-fixed price and fixed-price incentive) contract for development of the Future Long Range Assault Aircraft weapon system. Bids were solicited via the internet with two received. Work will be performed in Fort Worth, Texas, with an estimated completion date of April 5, 2031. Fiscal 2022 and 2023 research, development, test and evaluation, Army funds in the amount of $232,208,330 were obligated at the time of the award. Bell Receives T901 Improved Turbine Engine for Bell 360 Invictus (23. Oktober 2023)

Bell Textron Inc., a Textron Inc. (NYSE:TXT) company, announced today the Army has officially delivered GE Aerospace’s T901 Improved Turbine Engine to Bell for its submission for the U.S. Army’s Future Attack Reconnaissance Aircraft (FARA) program. With the engine’s arrival, Bell is prepared to complete the build for the Bell 360 Invictus competitive prototype and move forward to the next stages of the FARA competition.

“The ITEP delivery is a major milestone for FARA and the Bell 360 Invictus competitive prototype,” said Jayme Gonzalez, program manager, FARA. “Now that we have received the engine, we are ready to begin working toward ground runs and other necessary preparations before first flight later next year.

Bell and Team Invictus have been focused on preparing our FARA support infrastructure, supply chain and manufacturing hub to ensure alignment as we move forward on the path toward first flight. With the T901 now in hand, the Bell team is prepared to instrument and install the engine and functionally prepare the aircraft for ground test operations.

Once the aircraft has been functionally tested with the T901 installed, the next steps for the Bell 360 include completing the Test Readiness Review and a restrained ground run. These tests are key to enabling the safe, rapid, and efficient execution of the flight test program.

Sikorsky’s RAIDER X® Team Begins Installation Process of U.S. Army’s Improved Turbine Engine (24. Oktober 2023)

Sikorsky, a Lockheed Martin company (NYSE: LMT) is beginning the installation process of the U.S. Army’s new Improved Turbine Engine (ITEP) on its RAIDER X® aircraft designed for the Future Attack Reconnaissance (FARA) program. The U.S. Army and Sikorsky engineers reviewed the engine after its arrival at the company’s West Palm Beach facility and then transferred it to the engine integration test lab next to the RAIDER X assembly area on Oct 20.
RAIDER X is currently 98% complete. After installing additional instrumentation, Sikorsky will begin engine installation immediately. Following that, final system tests and check-outs will be accomplished. Those will be followed by engine turn on and drive system check out with the ITEP in the aircraft. After successful system checks, we will conduct flight acceptance testing and proceed to first flight.

First flight of RAIDER X is expected in late 2024, when the engine and aircraft are approved for flight by the Army.

In addition to RAIDER X, the Army intends to transition the ITEP engine to the UH-60 Black Hawk fleet.

Army successfully demonstrates launched effects system

The Uncrewed Aircraft Systems Project Management Office, in collaboration with the U.S. Special Operations Command, executed a successful flight demonstration involving the first launch of the Air-Launched, Tube-Integrated Unmanned System, or Altius, 700 air vehicle on Dec. 3, at Fort Campbell.
The demonstration, which used a Black Hawk as the launch platform, served as a significant risk reduction event for upcoming Altius 700 test flights. The system was developed as an air vehicle solution to address the size, weight, and power requirements in the approved May 2020 Launched Effects Abbreviated Capabilities Development Document.

Launched effects will bring a critical capability to the Army with advanced teaming between crewed and uncrewed systems to detect, identify, locate and report pacing threats in contested environments.
The two-flight demonstration yielded positive data that validates the Altius 700’s performance capabilities across all phases of operation, encompassing launch, flight, landing and recovery. The insights gained from the demonstration are instrumental to refining the system’s design and operating procedures ahead of the program’s upcoming test flights.

The first test flight of the fully integrated launched effects prototype is scheduled to take place early 2024. The test will demonstrate the prototype’s performance with the payloads and mission system controlled by the prototype scalable control interface software. Additional testing will follow, leading up to a final operational demonstration by the end of the fiscal year 2024 and a rapid fielding decision of the launched effects prototype scheduled in 2025.

Army announces Aviation Investment Rebalance
The Army will discontinue development of the Future Attack and Reconnaissance Aircraft at the conclusion of prototyping activities while continuing investment in the Future Long Range Assault Aircraft, and making new investments in UH-60 Blackhawk, and CH-47F Block II Chinook. The Army will also phase out operations of systems that are not capable or survivable on today’s battlefield including the Shadow and Raven unmanned aircraft systems. The Army will increase investments in cutting-edge, effective, capable and survivable unmanned aerial reconnaissance capabilities and the procurement of commercial small unmanned systems. These investments will be continuous and agile to stay ahead of emerging battlefield requirements.
As part of this transformational rebalancing, the Army will:
  • End development of the Army’s new manned reconnaissance helicopter, the Future Attack and Reconnaissance Aircraft (FARA), at the conclusion of FY24 prototyping activities.
  • End production of the UH-60V version of the Blackhawk, which extends service life of existing airframes by 10 years, after FY24 due to significant cost growth.
  • Delay entering production of the Improved Turbine Engine (ITEP) to ensure adequate time to integrate it with AH-64 and UH-60 platforms.
  • Phase out operations and sustainment of the legacy Shadow and Raven unmanned aircraft systems.
These decisions free up resources to make critical new investments in Army aviation. Going forward, the Army will:
  • Commit to a new multi-year contract to procure the UH-60M Blackhawk helicopter – a new airframe with a 20+ year service life – and invest in upgrades for the Blackhawk.
  • End uncertainty over the future of the CH-47F Block II Chinook by formally entering it into production, with a path to full rate production in the future.
  • Continue the Future Long Range Assault Aircraft (FLRAA) program as planned, ensuring the Army remains on a path to field the first operational unit in FY30.
  • Increase investments in research and development to expand and accelerate the Army’s unmanned aerial reconnaissance capability including future tactical unmanned aerial systems and launched effects.
In reviewing the FARA program in light of new technological developments, battlefield developments and current budget projections, Army leaders assessed that the increased capabilities it offered could be more affordably and effectively achieved by relying on a mix of enduring, unmanned, and space-based assets.

Moreover, without reprioritizing funds in its constrained aviation portfolio, the Army faced the unacceptable risk of decline and closure of production and sustainment lines for the Chinook and Blackhawk fleets. The Army’s new plan will renew and extend production of both aircraft, while also sustaining the experienced workforce and vendor base that underpin the Army’s aviation capabilities.
