Reaper considerations

A.8. Reaper is primarily tasked in the intelligence and situational awareness role to provide real-time data to commanders and intelligence specialists at the tactical, operational and strategic levels. It provides an armed ISR capability equivalent to that of many manned aircraft. Reaper can also provide geographic location information to commanders on the ground or to other systems capable of employing global positioning system guided weapons. Tasking Reaper requires careful thought and input from subject matter experts is essential. Providing the Reaper intelligence product to external agencies and internally to processing, exploitation and dissemination analysts and experts is likely to be challenging, particularly if not accounted for in the early planning stages.

A.9. The Royal Air Force’s ten MQ-9A Reaper are operated by No 13 Squadron, based at Royal Air Force Waddington, and No. 39 Squadron, based at Creech Air Force Base in the United States. A complete Reaper system includes four aircraft, two ground control stations, communications equipment and links, spares and personnel from all three Services supported by contractor ground crew.

Protector

A.13. In April 2016, the MOD announced that it had selected the General Atomics Aeronautical Systems Certifiable Predator B aircraft for its Protector programme. More than 20 Protector will replace the current Reaper fleet approximately 2020. Details may change as the programme matures, but in comparison with Reaper, the Protector airframe is expected to have an increased wingspan and greater endurance, with a slightly lower flying speed. It is expected to have a certified sense and avoid system to allow it to fly in UK and European airspace, alongside general aviation.

Explanation:

The Unmanned Air Systems Team, part of the UK Ministry of Defence (‘MoD’), intends to award a contract to General Atomics Aeronautical Systems Inc (‘GA-ASI’) for the manufacture and delivery of the Protector UAS. The contract duration is for a period from 1 May 2020 until 31 March 2021, with an optional period of 3 years. It is considered that this contract can be placed using the negotiated procedure without prior publication pursuant to Article 28(1) (e) of Directive 2009/81/EC (Regulation 16(1) (a) (ii) of the UK Defence and Security Public Contracts Regulations 2011) for technical reasons.

UK acquires 'second operating location' Reaper UAV
The United Kingdom is acquiring a General Atomics Aeronautical Systems Inc. (GA-ASI) MQ-9A Reaper unmanned aerial vehicle (UAV) under its Second Operating Location Alternate Reaper (SOLAR) requirement.
The Royal Air Force (RAF) already fields nine Reaper UAVs (an early aircraft was decommissioned in 2019). An unknown number of this fleet are currently flying operations over the Middle East, while those not being used are held in storage at RAF Waddington in the UK.

It is unclear precisely what this SOLAR requirement is, how it relates to the RAF’s existing Reaper fleet, or how the requirement and this additional platform relate to the impending delivery of up to 16 new GA-ASI MQ-9B Protector RG1 MALE UAVs from 2023 (down from the earlier government stated figure of 20, and less than the 26 approved by the US). The Ministry of Defence (MoD) had not been able to provide Janes with further information by the time of publication.

Production of one MQ-9 Reaper Block 1, Lynx Synthetic Aperture Radar, Embedded Global Positioning System Inertial Navigation System, and United Kingdom specific modifications will be performed stateside and is expected to be completed July 1, 2021. This award is the result of a sole-source acquisition and involves 100 percent Foreign Military Sales to the government of the United Kingdom. Foreign Military Sales funds in the full amount are being obligated at the time of award. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8689-21-C-2009).

Contract amendments signed for balance of production of Protector aircraft
A further 13 world-leading Protector aircraft will be built for the RAF after DE&S signed a £195-million contract with industry.

The first three of the UK’s Protector aircraft were ordered from General Atomics Aeronautical Systems Inc. last year and that contract included options for the remainder of systems required by the UK.
First delivery to the UK is expected later this year but the aircraft will remain in the US for continued use on the test and evaluation phase of the programme.
The initial production contract, awarded to General Atomics last summer, saw the company build the first three innovative Protector aircraft, as well as three ground control stations and other associated equipment.

These contract amendments now order the balance of 13 aircraft, four ground control stations and other support equipment to complete the current planned fleet of 16 aircraft which will more than double the capability provided by Reaper.
