Finnish Navy to acquire Gabriel anti-ship missile
The Finnish Ministry of Defence (MoD) has authorised the Finnish Defence Force’s Logistic Command to proceed with an acquisition of the Israel Aerospace Industries (IAI) Gabriel anti-ship missile to equip the Finnish Navy’s Squadron 2000 Hamina-class missile fast attack craft and future Squadron 2020 Class multirole corvettes.

The Gabriel surface-to-surface missile (SSM) – to be designated SSM2020 in Finnish Navy service – will replace the current MT085M (Saab RBS-15 SF) anti-ship missile when it reaches its end of life service in the early 2020s. Information on this Gabriel variant, however, was not disclosed.

IAI is understood to be developing a new Gabriel variant – the Gabriel V advanced naval attack missile – equipped with a new active radar seeker and designed to operate in congested naval environments and to defeat sophisticated hard and soft kill naval defence systems but further information has not been disclosed.

Finnish Navy to acquire new Surface-to-surface Missile system
Minister of Defence Jussi Niinistö authorised the Finnish Defence Forces’ Logistics Command to make an agreement on purchasing Surface-to-Surface Missile System 2020 (SSM2020), on 5th July 2018.

The system to be purchased will replace the current anti-ship missile system MTO85M that will reach the end of its lifecycle in the 2020s. The new SSM2020 Missiles will be installed on board the Hamina Class and Squadron 2020 Class vessels and on a vehicle platform. The procurement will have an impact on the Finnish Defence Forces’ operations and on the Finnish Navy’s capabilities until the 2050s.

The decision to purchase the Israeli Gabriel Missile System has been made as a result of competitive bidding. The submitted quotations were from the following systems: NSM (Kongsberg, Norway); EXOCET (MBDA, France); Harpoon (Boeing, USA); RBS15 (SAAB, Sweden) and Gabriel (Israel Aerospace Industries, Israel).

The main selection criteria included performance vis-à-vis acquisition costs and schedule, lifecycle costs and security of supply, and compatibility with existing infrastructure and defence system. Details concerning quantities of the system to be purchased will not be made public.

The purchase will include the launchers, the missiles, simulators, test equipment, spare parts and training. The deliveries will take place between the years 2019 and 2025.

The acquisition value (VAT 0 percent) is EUR 162 million, with a EUR 193 million option.

SSM2020 is an important part of the Finnish Defence Forces’ performance and that is why the maintenance capabilities will be in Finland. The security of supply for the whole lifecycle will be insured. The domestic employment effect of the procurement is approximately 179 persons between the years 2022 and 2050.

Durch das Projekt "Laivue 2020" wird sich das finnische Verteidigungsbudget für das Jahr 2019 auf 3.198 Mio. EUR erhöhen! Das bedeutet einen Anstieg um 326 Mio. EUR im Vergleich zu 2018, wobei ca. 260 Mio. EUR auf das Schiffsbauprogramm entfallen (Die Verträge sind noch für 2018 geplant, während die Zahlungen 2019 beginnen.). Insgesamt sind nächstes Jahr 1,2 Mrd. EUR für die Marine vorgesehen.

Zusätzlich erhöht sich das Verteidigungsbudget um 20 Mio. EUR, der Anteil am BIP beträgt 1,32 %. 2019 werden 1.198 Mio. EUR für Beschaffungen veranschlagt, ca. 43,6 % des Budgets.

oh du armes Österreich! Die Politiker sollten sich den Bericht von Theoderich in puncto Budget f Verteidigung von Finnland mal als Vorbild nehmen.

Finland moves to boost its naval power in the Baltic Sea hotspot
The Ministry of Defence has given the Finnish Defence Forces the green light to request final tenders for the Squadron 2020’s ship and combat system.

Three international companies — Saab, Atlas Electronik and Lockheed Martin Canada — have been short-listed as potential suppliers of onboard weapons systems, said Jussi Niinistö, Finland’s defense minister.
The projected $500 million investment for the ships includes surface-to-surface missiles, torpedoes, ship guns and sea mines. The Navy has already issued contracts to acquire the Israeli Gabriel missile system.
The FDFC’s next major decision will be to decide which shipyard in Finland secures the contract to build the four naval corvettes.

“Our objective is to enter into contracts for the shipbuilding side of the project, as well as the ships’ combat system, by the end of 2018,” said Maj. Gen. Lauri Puranen, an adviser to the Squadron 2020 Program.
The new fleet is set to include the new multirole corvettes, an upgraded Hamina-class, fast-attack missile vessel fleet, as well as upgrades to the Navy’s Pansio-class mine-layers and Katanpää-class mine countermeasure vessels.

The FDFC also plans to modernize surface-to-surface missile batteries and coastal units in support of the Squadron 2020 Program. The Navy expects to finalize all elements of the Squadron 2020 modernization program by 2027. This will include the delivery of all four corvettes and the completion of upgrades to existing surface vessels.

Surface-to-air missile system for Pohjanmaa-class corvettes
Minister of Defence Jussi Niinistö authorised, on 21 February 2019, the Finnish Defence Forces Logistics Command to procure a surface-to-air missile system (ITO20) for the Pohjanmaa-class corvettes of the Squadron 2020 project. The ITO20 system will consist of Evolved SeaSparrow Missiles (ESSM), launcher units, spare parts, required supplementary parts, and the related software package.

The ITO20 system will be installed in all four Pohjanmaa-class vessels. The number of missiles to be procured is not public information. The entire system will cost EUR 83 million, without value added tax, and it will be procured from the United States defence administration through a government-to-government agreement.
Squadron 2020 project contract

The four modern corvettes designed for Finland’s conditions will replace the seven surface combatants that will be decommissioned. The Pohjanmaa-class corvettes will be constructed in Finland for reasons of security of supply. The combat system, in other words the weapons and sensors, will be procured from overseas through a separate tendering process.

There are on-going negotiations on contracts for the Pohjanmaa-class shipbuilding and combat systems. The process of completing an extensive contract with a number of parties has required special diligence and has therefore also taken more time than expected.

Der Beschaffungsentscheid für "Laivue 2020" wird verschoben. Das Verteidigungsministerium hat das Justizministerium um ein Gutachten zur Beschaffungsentscheidung für "Laivue 2020" geben. Das Justizministerium entgegnete, dass das Außenministerium vorläufig von neuen oder weitreichenden politischen Initiativen Abstand nehmen würde, welche den Handlungsspielraum der neuen Regierung einengen könnten. Die Vorbereitungen für "Laivue 2020" werden weiterlaufen, sodass die nötigen Entscheidungen nach der Ernennung der neuen Staatsführung getroffen werden können.

Rauma Marine Constructions and Saab to be main contract partners for Pohjanmaa-class vessels
At its plenary session on 19 September 2019, the Government authorised the Defence Forces Logistics Command to make a contract on the procurement of Pohjanmaa-class vessels and a combat system for the Navy.

Rauma Marine Constructions (RMC Oy and RMC Defence Oy) based in Rauma will construct the vessels for the Squadron 2020 project. Following the invitation to tender, the Swedish Saab AB was selected as the supplier of the vessel's combat system. In addition to concluding an industrial cooperation contract with Saab AB, Minister of Defence Antti Kaikkonen decided on the procurement of ship-class propellers and propeller shafts from the Finnish company Aker Arctic Technology Oy.

The agreements on the construction of vessels, the supply and integration of the combat system and the supply of propellers and propeller shafts will be signed in Turku on 26 September 2019.
The Navy will decommission seven vessels and these will be replaced by four multi-role corvettes, capable of engaging in warfare with surface combatants and submarines, taking anti-aircraft measures and commanding maritime operations.
While the starting point has been that Pohjanmaa-class vessels will be built in Finland for reasons of security of supply the contracts will, for their part, ensure the preservation of Finnish shipbuilding expertise, particularly in terms of surface combatants and state vessels. The domestic employment effect of the contract will be about 3600 person-years. The domestic employment effect of industrial cooperation is about 75 person-years.
Before the construction contract, a letter of intent and a design contract were concluded with RMC.

The contract to construct surface combatants will include the final design and construction of four seaworthy vessels. According to the contract, RMC and its subsidiary RMC Defence Oy will build hulls of four Pohjanmaa-class vessels and integrate systems in them in cooperation with the system suppliers.

The vessels will be designed and constructed in Rauma, and Finnish and foreign companies will be subsystem suppliers and subcontractors. While the actual construction phase will be staggered over 2022-2025 the class will be fully operational by 2028.
Costs of constructing Pohjanmaa-class vessels

A total of EUR 1 232 million was allocated to the Squadron 2020 project in the 2018 budget. The share of the construction contract to be concluded with Rauma Marine Constructions Oy is EUR 647.6 million and the share of the propeller shaft contract with Aker Arctic Technology Oy is EUR 27 million. Price of the Saab combat system is EUR 412 million.

The total cost of the Squadron 2020 project is EUR 1 325.48 million, which includes the EUR 22 million risk reserve for joint acquisitions and the EUR 83 million for the ITO20 anti-aircraft missile system already purchased for the ship class. The total costs are influenced by the increased price of the construction contract, the additional costs caused by the preparation and prolongation of the contract, the narrowing content of the contract, and the price reduction already taken into account but not achieved in the budget. In order to provide sufficient resources for product support and spare parts necessary for implementing the project, alterations during construction, ammunition, and project costs, the procurement authorisation needs to be increased by EUR 93.48 million in the third supplementary budget for 2019 to ensure the implementation of the Squadron 2020 Project.

The life cycle costs of Pohjanmaa-class vessels are similar to those of the vessels scheduled for decommissioning. They will be covered by the annual operating cost funding of the Defence Forces.

Saab Selected as Combat System Provider for Finnish Squadron 2020 Programme
In accordance with Finland’s Ministry of Defence’s proposition, the Government of Finland has today selected Saab as the combat system provider and integrator for the Finnish Navy’s four new Pohjanmaa-class corvettes within the Squadron 2020 programme.

Saab has not yet signed a contract or received an order relating to Squadron 2020. Finland’s Ministry of Defence has stated that the contract is scheduled to be signed on 26 September 2019 and that the order value will be 412 million Euro.
The contract period will be 2019-2027 and the scope will include a range of solutions, including Saab’s 9LV Combat Management System, related sensors and other systems.

Saab Receives Finnish Squadron 2020 Order
Saab has signed a contract with the Finnish Defence Forces Logistics Command, and received an order to provide and integrate the combat system for the Finnish Navy’s new Pohjanmaa-class corvettes within the Squadron 2020 programme.

This follows the previously announced selection on 19 September. The order value is 412 million Euro and the contract period is 2019-2027. The Finnish shipyard RMC Defence will build the Finnish Navy’s four new corvettes, with construction 2022 to 2025. The corvettes will be fully operational by 2028.
The contract includes, among other things, Saab’s Combat Management System (9LV) and Saab’s radars Sea Giraffe 4A Fixed Face and Sea Giraffe 1X. The communication system TactiCall as well as the remote weapon station Trackfire, are also included in the contract.

Finnish Navy unveils first details of its future Gabriel V anti-ship missile
The Finnish Navy has lifted veil on its future Gabriel V anti-ship missile to be provided by Israel Aerospace Industries (IAI) under a procurement programme approved by the Finnish Defense Ministry on July 2018.

Designated as PTO2020 by Finnish Navy (but also indicated as SSM2020), the new system under procurement will replace the current anti-ship missile system MTO85M that is the local designation of the Saab RBS-15 SF weapon system that will reach the end of its lifecycle in the 2020s. The new missile will be installed on board the in-service Squadron 2000 programme’s Hamina-class fast attack craft (as part of their mid-life upgrade) and the new Pohjanmaa-class multi-role corvettes (under the Squadron 2020 programme) together with a vehicle platform application, which implies a mobile coastal battery configuration.

According to information and renderings released by the Finnish Navy on 13 December, the missile airframe resembles the Boeing Harpoon configuration with a rear underbelly fixed air intake with middle-airframe and rear foldable fins, together with smaller fixed rear fins. With a 5.5 meters length and a 1,250 kg weight, according to released information, the Gabriel V features a turbojet engine allowing subsonic speed and fuel tanks providing a range in excess of 200 km. The Gabriel V is shown with a rear booster for launch from ships and vehicles.

The new Finnish Navy’s anti-ship missile is fitted with an active radar seeker with advanced anti-jam features, all-weather capabilities, wide search range and good discrimination resolution. The weapon system is equipped with a GPS/INS, multiple waypoints integrated navigation system and a penetrating warhead. According to the Finnish Navy, the Gabriel V can be used against over water and on-land targets.

The new anti-ship procurement programme, which includes an undisclosed number of missiles, launchers and options for additional weapon deliveries, simulators, test equipment, spare parts and training, has a value of € 162 million, with an additional € 193 million for optional missiles and ancillaries. According to available information deliveries should take place between 2019 and 2025. This would mean that Gabriel V has already been qualified and is under production.

Patria to deliver ASW Sonars to new Pohjanmaa class corvettes
Patria has been awarded a contract for the design and delivery of new Anti-Submarine Warfare (ASW) Sonars by Saab, the Squadron 2020 Combat System Contractor. This new state-of-the-art ASW product strengthens Patria’s product portfolio and improves company’s competitiveness and position in the international naval markets. The employment effect of the contract in Finland is approximately 50 man-years.

The new lightweight dual-tow Sonac DTS system consists of both an active variable depth sonar and a passive towed thin-line receiving array that can be used together or independently. The system has been designed to meet the demanding acoustic underwater environmental conditions of the Baltic Sea to ensure the best possible performance.
The contract further enables Patria to contribute to software development of the 9LV Combat Management System (CMS) for the global market and Saab to contribute to productization and marketing of Patria’s underwater sensor portfolio.
