Remplacement des F-16: la décision pourrait n’intervenir qu’après l’été (15. Juni 2018)
Le Premier ministre Charles Michel a laissé entendre vendredi que le dossier du remplacement des F-16, auquel postule la France avec son avion de combat Rafale, pourrait n’être tranché qu’après l’été, alors que la perspective d’une décision en juillet était évoquée jusque là.

«Il n’y a pas d’ultimatum par rapport au sommet de l’Otan (prévu en juillet), les offres remises dans le cadre de l’appel d’offres sont valables jusqu’au mois d’octobre», a déclaré Charles Michel lors d’une conférence de presse à l’issue du Conseil des ministres. Un sommet des chefs d’Etat et de gouvernement des 29 pays de l’Otan est prévu les 11 et 12 juillet au siège de l’Alliance atlantique à Bruxelles.

U.S. Government Presents Best and Final Offer for the Belgian Defense Air Combat Capability Program

On February 14, the U.S. F-35 Joint Program Office (JPO) submitted its Best and Final Offer (BaFO) for the F-35 as the optimal choice in response to the Belgian Defense Air Combat Capability Program Request for Government Proposal (RfGP). The BaFO is the culmination of a comprehensive, year-long process to ensure that Belgium’s largest-ever defense investment acquires the best value, capability, and partnership for decades into the future.

With this BaFO, the United States invites Belgium to join European allies United Kingdom, Italy, The Netherlands, Denmark, and Norway in selecting the F-35 as the standard for air power, in Europe and beyond. The United States seeks to set the stage for another four decades of proven interoperability, leading-edge performance, and technological partnership. The F-35 will enable Belgium to continue its substantive and significant participation in NATO and coalition missions.
Lockheed Martin has reiterated its strong engagement with Belgian industry partners through Memoranda of Agreement (MOAs) with firms like Sabena Aerospace, Ignition!, Asco Industries, and Feronyl. Another MOA between Pratt & Whitney, the F-35 engine producer, and the Belgium Engine Center highlights broader industry ties that respond to the Essential Security Interests outlined in the RfGP. This is evident in the fact that up to 25 percent of the F-35’s components are produced in Europe so Belgium would be able to maintain its technical expertise in addition to competing in the greater market of support for the global F-35 fleet.

Der belgische Premierminister hat heute im Parlament einen Zuschlag für die F-35 dementiert. Zwei Anbieter sind noch im Rennen und bei einem (laut dem Artikel von "Le Soir" angeblich das des F-35 Joint Program Office) musste die Gültigkeitsdauer des Angebots bis zum 29. Oktober verlängert werden, weil es sonst am 14. Oktober ausgelaufen wäre:

Les 5,6 milliards d'achats militaires engendreront 4,68 milliards de retours (Peeters)
Les trois contrats d'achat militaires signés jeudi après-midi par le ministre de la Défense, Steven Vandeput devraient engendrer des "retours sociétaux" (un concept plus large que les retombées économiques) à hauteur de 4,68 milliards d'euros pour l'économie belge, a indiqué son collègue de l'Economie, Kris Peeters.

"Face au prix d'achat de 3,8 milliards d'euros (prévu pour l'acquisition de 34 avions de combat F-35 américains), il y a un retour économique important de 3,69 milliards d'euros pour les entreprises belges", a-t-il indiqué dans un communiqué.

Das glaubt dieser Minister wohl selbst nicht ... Dass vom Kaufpreis von 3,8 Milliarden Euro wieder 3,69 Milliarden Euro in die belgische Wirtschaft zurückfließen.

L’achat des F-35 implique, pour les entreprises belges, des activités économiques pour un chiffre d’affaires estimé de 3,69 milliards. Le retour est de ce fait environ du même ordre de grandeur que le prix d’achat des avions. Sur les deux offres que l’autorité publique a reçues, le F-35 offre par conséquent le meilleur prix et le plus important retour.

Le retour économique se situe à trois niveaux :
  1. La participation des entreprises belges dans la production de l’avion en question. Avec en perspective un volume mondial pouvant aller jusqu’à 3.000 avions, il s’agit d’une implication industrielle et technologique potentielle qui pourrait aller au-delà de 2030.
  2. La participation des entreprises belges dans la poursuite du développement de l’avion à long terme. Il s’agit d’une implication potentielle jusqu’en 2050-2060.
  3. La création d’opportunités pour les entreprises belges dans d’autres domaines industriels qui sont liés à la sécurité.
Les projets sont très divers et ne seront pas publiés pour des raisons de sécurité. Ils portent sur le développement de nouveaux produits (logiciels et matériel) et de nouvelles méthodes ainsi que sur la production et la livraison de matériaux, de pièces et de services.

Le retour économique s’élève à 3,7 milliards d’euros, dont à peu près 30,5 % sont destinés à des entreprises en Wallonie, 19,1 % à des entreprises à Bruxelles et 50,4 % à des entreprises en Flandre.

La participation des entreprises belges au programme F-35 pourrait par ailleurs générer un chiffre d’affaires supplémentaire hors programme. De par leur participation, nos entreprises acquièrent un savoir-faire technologique supplémentaire. De ce fait, elles pourraient devenir des partenaires intéressants pour d’autres entreprises aéronautiques comme Airbus. Durant le processus de préparation de l’offre, Lockheed Martin a par ailleurs entretenu des contacts étroits avec 92 entreprises belges.

L’entreprise aéronautique peut ainsi se faire une image adéquate du savoir-faire et du potentiel des entreprises belges, ce qui peut être à leur avantage pour des futurs contrats.

Afin de couvrir, pour les entreprises belges qui participent au programme F-35, le coût de financement total de 277,48 millions d’euros, pour l’achat de licences ou de savoir-faire par exemple, le gouvernement envisage de prévoir des avances récupérables sur le budget de la Défense. Cet aspect devra, dans un avenir très proche, être discuté avec les représentants du secteur industriel, les Communautés, Régions et l’Etat fédéral.

Il sera créé, avec les communautés et les régions, une plateforme de concertation permanente, afin de permettre aux entreprises de fournir des éléments utiles à l’organisation de la coopération entre industrie et autorité publique.

Belgium chooses F-35, invests in armoured vehicles and MALE UAS
Belgium will pay EUR3.8 billion for 34 F-35A block 4 aircraft, two flight simulation centres, equipment and information and communications technology for operational and technical support, and pilot helmets. This amount will cover training of pilots and technicians and technological development until 2030, and makes provision for an additional EUR200 million in case of currency fluctuations. The EUR4 billion are EUR647 million less than foreseen by the 'Strategic Vision' document. The first aircraft are expected to be delivered by 2023.

Belgium's purchase of US F-35 jets 'against European interests': Macron
Belgium's decision to buy US-made F-35 fighter jets instead of a rival European aircraft "strategically goes against European interests," French President Emmanuel Macron said on Friday.
'I regret this choice. This wasn't just the Rafale offer, it was also the Eurofighter, a real European offer,' Macron told reporters in Bratislava.

'The decision is linked to a Belgian procedure, to the political constraints of the country, but strategically goes against European interests.'

He said: 'Europe must develop a real capacity for a European defence industry, in all the countries that believe in this venture.'
Prime Minister Charles Michel had attempted to ward off criticism saying Belgium was looking to both Europe and the United States for its defence needs.

Angeblich versprach Belgien der NATO schon Jahre vor der Ausschreibung, ein Flugzeug zu beschaffen, welches die US Atombombe B-61-12 einsetzen kann und "stealth" ist, das trifft nur auf die F-35 zu.
Die Ausschreibung soll daher auf die F-35 zugeschnitten worden sein, weshalb Boeing und Saab kein Angebot legten und Dassault politisch - an der Ausschreibung vorbei - versucht hat, eine Kooperation auf Basis der Rafale anzubieten.
Und dann wechseln noch hochrangige belgische Militärs zu Lockheed Martin.

Sur proposition du ministre de la Défense Philippe Goffin, le Conseil des ministres a marqué son accord sur une série de dossiers de marchés publics pour la Défense.

Il s'agit de l'attribution des marchés suivants :

Belgian F-35s to reach FOC in late 2030 (16. November 2019)
Although the first Belgian F-35 will reach the Florennes Air Base, home of the 2nd Tactical Wing, in late 2024, the service has a very clear induction plan that was illustrated in a thorough briefing by Colonel Nico Claessens, Chief Combat Capability of the Belgian Air Component at the International Fighter Conference.

Beside the aircraft, Belgium will also receive a spare engine and four full mission simulators for each of the two air bases that will host the F-35 wings, the other base being Kleine Brogel, home of the 10th Tactical Wing, political correctness requiring one base each for the Wallon and the Flemish regions. Two identical infrastructures will be build on the two bases; site survey was carried out in early fall 2019, the contract signature being expected in 2021, work to be finalised before aircraft arrival, the F-35 wings to be hosted in wholly new structures as none of the existing ones will be used. As for weapons, these will be part of a separate contract, to be signed around 2022, that should include some 200 air-to-air missiles and around 1,000 precision guided munitions, their exact type having not yet been decided.

The first Belgian F-35 will in fact be delivered in 2023, however the first eight aircraft will remain at Luke AFB where they will be used to train Belgian pilots, the plan aiming at identifying the first F-16 pilots that will go through the conversion programme in mid 2022, maintainers training to start in 2023, here too the first to be chosen among experienced personnel. All personnel will be single-hatted, that is no one will be employed simultaneously on F-16s and F-35 flight lines, the only exception being initially some simulators instructors. At the end of the handover process Belgium aims at having 67 F-35 operational pilots available to answer the country Level of Ambition. Currently Belgium can provide to NATO an F-16s package for unlimited deploying comprising six aircraft, a 4-aircraft package for limited deployment, and a 2-aircraft package for Air Policing missions. Belgium fields 45 F-16 Block 15 plus nine as attrition, all of which underwent an MLU in the late 1990s, a total of 85 pilots being available, 11,500 hours being flown every year, which can be increased to 12,500 in case of operations, one simulator per base being available exploited for around 1,200 hours per year, total manpower being around 2,600. Thanks to the availability of the simulators, which will “fly” 4,500 per year, the F-35 will have a standard activity of 7,950 hours per year that might increase to 9,150 in case of operation, the declared Level of Ambition declared by Belgium once the new aircraft will reach the FOC being of a package of six aircraft for unlimited periods and two aircraft for Quick Reaction Alert duties, the Belgian Air Component working in team with the Royal Netherlands Air Force, each nation providing two-week shifts ensuring 24/7 air dominance over the two countries. Overall the F-35 force will require 2,100 personnel, a reduction of nearly 20% compared to the current F-16 force.

Talking about the Level of Ambition, the end of the F-16s operational life of 8,000 flight hours per aircraft will start to take its toll since 2024, when Belgium will be capable to provide a 6+2 package, dropping the 4 aircraft package for limited deployment periods, 2026 seeing the unlimited deployment package reduced to four F-16s. In 2027 the number of F-35 will exceed that of F-16s, however the 2027-28 period will also be the most critical, Belgium being unable to provide a minimum package according to its Level of Ambition, as only a three aircraft unlimited package will be deployable, together with the two F-35 for Air Policing, the minimum of 4+2 to be reached in 2029 and marking the IOC. These however will be capable of carrying out most missions with the exception of the SEAD (Suppression of Enemy Air Defences), a mission new to the Belgian Air Component. One year later the Belgian F-35 will finally reach the FOC, the Level of Ambition getting to the 6+2. Belgium plans training its pilots in the US until 2030 but can decide to keep that scheme, although two of the eight aircraft deployed at Luke AFB will be transferred to Belgium. One issue still to be solved is that of the Dual Capable mission, that is the capability of carrying nuclear bombs, a Cold War era heritage which has however never been cancelled, Germany having a similar problem. This was not part of the acquisition plan due to political decisions; if and when the problem will be raised this will require some further investments.

Das ministeriumsinterne Comité stratégique hat angeblich eine Aufstockung der belgischen Order für F-35A empfohlen. Die NATO hat statt der bereits bestellten 34 Flugzeuge insgesamt 45 Flugzeuge gefordert. Außerdem sollen Luft-Luft-Lenkwaffen großer Reichweite, Marschflugkörper und "Loyal Wingmen" (UAV) beschafft werden:

Un comité d’experts recommande à la Belgique d’augmenter ses capacités militaires : plus de F-35, plus de soldats, des drones armés...
Les recommandations les plus spectaculaires sont :
  • l’augmentation de la capacité F-35 via l’acquisition d’appareils supplémentaires (l’Otan demande à la Belgique de monter à 45) et de drones capables d’accompagner les F-35, ainsi que l’acquisition de missiles air-air à longue portée et de missiles de croisière ;

betrifft, so decken die jüngsten Anschaffungen den Bedarf nur teilweise (34 x F-35, 7 x A400M, 1 x Airbus A330 MRTT, 4 x MQ-9B).

Die folgenden Fähigkeiten sollten für die aktuellen und kommenden Einsätze berücksichtigt werden:
  • Beitrag zum ALTBMD-Programm15 der NATO durch Fähigkeiten in der Abwehr ballistischer
    Flugkörper, unter Berücksichtigung der durch Hyperschallsysteme verursachten Veränderungen;
  • Erlangung der Fähigkeit zur Bekämpfung zeitkritischer Ziele durch Bewaffnung von MQ-9B-
    Drohnen;
  • Ergänzung der vorgesehenen kleinen Menge von 34 F-35 durch zusätzliche Mehrzweckplattformen und Loyal Wingmen-Drohnen, Luft-Luft-Raketen mit sehr großer Reichweite und Marschflugkörper.
