Joint Strike Missile enters final development phase
The Kongsberg Defence & Aerospace Joint Strike Missile (JSM) has entered its final phase of development following the successful conclusion of its last qualification flight test (FTM-5) in March this year.

Pending a Final Design Review in June, development of the missile is scheduled for completion by the end of 2018, following which it will be prepared for integration, carriage, and release trials with the Royal Norwegian Air Force’s (RNoAF’s) F-35A Lightning II multirole stealth fighter.

FTM-5 was the culmination of a four-year flight test campaign to qualify the missile for integration with the RNoAF’s F-35A. In a first end-to-end flight test for the missile, a JSM equipped with a live warhead was launched from a legacy F-16C/D Fighting Falcon from the US Air Force’s 445th Flight Test Group against a ‘realistic’ land target at the Utah Test and Training Range in the United States.

Kongsberg conducted the first flight test (FTM-1) of JSM in October 2015; in October 2016 the company conducted the first long-range powered flight test (FTM-2) of the missile over the Utah Test and Training Range – although FTM-2 was a re-run of an earlier failed flight test. In the May/June timeframe 2017, the company conducted the FTM-3/FTM-4 trials. In both tests the missile was flown without a seeker capability.

While the JSM development is technically independent of Norway’s participation in the F-35 programme, its progress, including an initial operational capability (IOC), is essentially being driven by the F-35 timeline, with the missile integration into the F-35A assigned to the Block 4.1 software release in the 2021 timeframe.

Ein unschönes Detail in einem vor ein paar Monaten erschienenen Bericht des norwegischen Rechnungshofs:

p. 38 hat geschrieben:Forsvarsmateriell har ansvaret for anskaffelsene av F-35 kampflyene. Det har på grunn av manglende internkontroll ikke vært mulig å bekrefte anskaffelseskostnaden for F-35 i Forsvarsmateriells virksomhetsregnskap. Videre er det avdekket feil ved verdsettelsen av F-35 i både Forsvarsmateriells og Forsvarets årsregnskaper. På grunn av anskaffelsenes betydelige økonomiske og samfunnsmessige betydning, er det etter Riksrevisjonens syn viktig å etablere god internkontroll i Forsvarsmateriell for kjøp av F-35 kampflyene.
Forsvarsmateriell is responsible for the procurement of F-35 fighter aircraft. Due to lack of internal control, it has not been possible to confirm the acquisition cost of F-35 in Forsvarsmateriell's business accounts. Furthermore, the valuation of F-35 has been detected in both the Defense Materials and the Defense's annual accounts. Due to the significant economic and social significance of the acquisition, it is important, according to Riksrevisjonen, to establish good internal control at Forsvarsmateriell for the purchase of the F-35 combat aircraft.

Contracts For June 3, 2020
Lockheed Martin Corp., a Lockheed Martin Aeronautics Co., Fort Worth, Texas, is awarded an $18,670,070 cost-plus-fixed-fee contract (N00019-20-C-0052) for the procurement of maintenance and sustainment operations support for the Norway Italy Reprogramming Laboratory systems and consumables in support of the Joint Strike Fighter aircraft for the governments of Norway and Italy. Work will be performed at Eglin Air Force Base, Florida, and is expected to be complete by December 2022. Non-Department of Defense participant funds in the amount of $13,648,950 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to 41 U.S. Code 253(c)(4). The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

CONTRACT TO UPGRADE F-16 AIRCRAFTS (24. März 2021)

Kongsberg Aviation Maintenance Services (KAMS) has contracted with the Norwegian Defence Material Agency to maintain and make ready for sale two F-16 aircraft that have been taken out of service in the Norwegian Armed Forces.

The aircraft will be made ready for sale to new owners, and the Norwegian Defence Material Agency expects to achieve commercial re-sale agreements for the upgraded aircraft.

The contract initially applies to two F-16 aircraft that the Royal Norwegian Air Force has taken out of service, with an option to overhaul up to three additional aircraft. The work on the aircraft will take place at KAMS’ facilities at Kjeller, near Oslo, and if the option is exercised the last three aircraft are expected to be ready at the end of 2021. The aircraft will be returned to operating status and then maintained so that they are ready for service again.
A considerable percentage of the entire F-16 fleet may potentially be relevant for repair and making ready for sale. This could result in considerable activity for KAMS at Kjeller. In addition, there will be good business opportunities for KAMS in connection with the maintenance of these aircraft for the new potential owners.
