Der Autor dieses Berichts lebt wohl in einer Traumwelt. Das erkennt man an einer der "Empfehlungen" in der Einleitung:
3. M imo niewielkiego doświadczenia w pracach rozwojowych w zakresie opracowania czołgów polski przemysł zbrojeniowy powinien wziąć jak najszerszy udział w programie pozyskania nowego czołgu. Niezbędny będzie jednak transfer technologii od partnera zagranicznego w wybranej przez rząd formule.
3. Trotz geringer Erfahrung in der Entwicklung von Panzerfahrzeugen sollte die polnische Industrie größtmöglichen Anteil am Programm zur Beschaffung eines neuen Kampfpanzers haben. Jedoch wird ein Technologietransfer von einem ausländischen Partner, je nachdem wie sich die Regierung entscheidet, erforderlich sein.

Hyundai Rotem favored to land $9 bil. tank deal with Poland (17. Januar 2020)
Hyundai Rotem was aiming to strike a $9 billion tank development deal with the Polish government. If the deal actually happens, it would mark the first time for the company to export its integrated defense technology overseas.

Hyundai Rotem is planning to partner with the Polish government to develop and produce 800 K2 Black Panther class tanks. The monetary value of the possible deal was unknown.
"The official project bidding is expected to be announced in the first half of this year and we definitely will take part in the process. The total project is said to be divided into two stages to produce a total of 800 tanks," a Hyundai Rotem official said.

Hyundai Rotem officials met with Polish officials several times to explain the specifics of the qualifications and functions of the K2 Black Panther. In 2008, the South Korean company won a bid to sell K2 tanks to the Turkish government beating Germany, one of the world's leading tank manufacturers.

Earlier reports were that the Polish government partnered with Hyundai Rotem to produce next generation tanks scheduled to be stationed starting 2023. Poland also inked a deal with Hanwha Defense in 2016 to export 120 K-9 self-propelled howitzers, for which its performance was highly spoken of in the local region.

Polish Leopard 2PL Upgrade Delayed, Costs on the Rise
Another Annex has been signed covering the resulting overhauls of the main battle tanks – Defence24.pl found out at the Armament Inspectorate of the Polish MoD. However, the prototype is still being tested, while the deadline for finalization of the whole programme has been postponed to 2023. The associated pricetag also went up, to 3.29 bn zlotys.

Responding to our questions, spokesman for the Armament Inspectorate, Major Krzysztof Płatek, stated that Leopard 2PL prototype is still in the testing stage. It is expected that those tests would end in March this year, while the Polish military would receive the first MBTs between the 1st and the 2nd quarter of this year. “The tests of the Leopard 2PL prototype have not come to an end due to the domains that need to be verified within the scope of confirming meeting of several requirements contained within the Specification. The requirements that need to be met by a modernized tank still include several that need to be confirmed. The contractor assumes that the above would be finalized by mid-March this year”, Płatek claimed.

This means that we would experience another delay in deliveries of the modernized Leopard 2PL main battle tanks. Back in January, during the meeting of the Parliamentary National Defence Committee, Col. Waldemar Bogusławski (deputy head at the Armament Inspectorate) said that transfer of the main battle tanks is expected in late January.

The spokesman of the Inspectorate also told us that series modernization of the main battle tanks has begun, in parallel to the tests of the tank. “The contractor has finalized the verification of technical state in which the tanks that he handles find themselves and, at the moment in parallel to assessment of the test results, he is working on series manufacturing of the vehicles. The individual examples of the main battle tanks are at a different assembly stages now.” – he stressed.

In late December last year another (fifth) annex to the agreement has been signed, including resulting overhauls and recovery of the technical status. The original Leopard MBT modernization contract only concerned upgrading of the programme-envisaged elements. Meanwhile, the scope of work required to regain the shape in which the parts that are not subjected to modernization was to be defined during the programme’s duration. “According to the annex to the agreement concluded on 24th December 2019, with a value of PLN 568.9 mln gross, the Contractor obliged himself to recover the original technical condition and carry out modernization of 142 main battle tanks, with a deadline for delivery of all main battle tanks set not later than on 31st July 2023”, major Płatek said.

This means that work on the main battle tanks that are to be upgraded is going on already. Back in November 2019 the MoD announced that transfer of verification protocols for the first batch of 64 vehicles has come to an end on 15th November. Thus, beginning of that work is a result of final verification.

The Annex also defines a new final completion deadline, namely July 2023. This means that Leopard 2PL programme is officially delayed when compared to the original plan already. The agreement signed in late 2015 by and between a PGZ-ZM Bumar-Łabędy consortium and the Armament Inspectorate of the MoD assumed that 128 main battle tanks would be modernized by the end of 2020, another 14 vehicles were to be optionally modernized in 2021.

The annex that covers modernization of another 14 main battle tanks with minor upgrades envisaged for all of the vehicles too was signed in 2018. After it was concluded the value of the agreement went up to 2.7 bn. zlotys, from the level of 2.415 bn. [gross]. At the moment, along with the annex including the overhauls with a pricetag of 568.9 million, the total value is defined as PLN 3.29 billion.

Modernisierung der polnischen Leopard 2 stockt
2015 hat Polen das Programm zur Modernisierung von 142 Kampfpanzern Leopard 2A4 gestartet. Es war vorgesehen, dass Rheinmetall-Defence zunächst einen Prototypen und nach Serienfreigabe fünf weitere Kampfpanzer modernisiert. Anschließend sollte der polnische Auftragnehmer Bumar-Łabędy 12 Panzer unter Anleitung von Rheinmetall umrüsten. Die restlichen Panzer sollten unter Regie von Bumar-Łabędy bis 2021 ausgeliefert werden.

Bis heute hat die polnische Seite den ersten Prototypen noch immer nicht abgenommen. Er erfülle nicht die Anforderungen der polnischen Streitkräfte und könne vom Benutzer nicht auf sichere Weise und in Übereinstimmung mit ihrem Zweck betrieben werden, so ein Sprecher der Rüstungsinspektion. Derzeit laufen ergänzende Tests zur zusätzlichen Verifizierung der Erfüllung mehrerer Anforderungen.

Es wird angestrebt, die ersten modernisierten Panzer noch in diesem Jahr in der Truppe zu erproben.

In der letzten Vertragsänderung vom Dezember 2019 hat sich der Auftragnehmer verpflichtet, die volle technische Leistungsfähigkeit herzustellen und die Modernisierung der 142 Panzer bis 31. Juli 2023 durchzuführen. Der aktualisierte Bruttopreis des Programms ist mittlerweile auf 730 Millionen Euro angestiegen. Die Einhaltung dieses Termins erscheint aus heutiger Sicht kaum möglich.

Die ersten zwei Leopard 2PL sind fertiggestellt. Am 8. Mai gab es einen positiven Erprobungsbericht durch die polnische Armee. Diese Woche folgen die nächsten drei Kampfpanzer, die als erstes Lieferlos vom Kunden übernommen wurden und an die 10 Brygady Kawalerii Pancernej in Świętoszow gehen werden.

Great interest in the Polish truck programme
The list of participating companies includes: BMC Otomotiv Sanayi VeTicaret A.S., Tatra Export s.r.o., Jelcz, Rheinmetall MAN Military Vehicles Osterreich GmbH, a consortium of Dobrowolski, Autobox Innovations and Top Gun Anna Goryca, Siltec, Works 11, AMZ-Kutno, a consortium of Cargotec Poland, Zamet-Głowno and Adelte Transporte y Servicios EFS S.L.U.

The tender for procurement of new truck and trailer sets for transporting MBTs and other armoured, tracked vehicles was launched in May 2020. It calls for procurement of 31 transport sets with an option for 87 additional ones.

K2PL – NEW GENERATION TANK
Dozens of Polish companies, scientific and research and development institutes as well as academic centers have already started preparations to participate in the largest armored undertaking in Poland for over 30 years, whose leader is H.CEGIELSKI-POZNAŃ S.A. with a Korean partner, HYUNDAI ROTEM COMPANY.

K2 PL WILK is a tank based on the first tank of the new digitized era - K2 Black Panther, produced by the HYUNDAI ROTEM COMPANY company.
H.CEGIELSKI-POZNAŃ S.A. together with HYUNDAI ROTEM COMAPANY , they plan to transfer technology and produce a polonized version of the tank with the forces of the Polish and Korean industries. The product created as part of the cooperation will be a vehicle adapted to European conditions.

Was haben die denn alles auf der rechten Seite da neu gemacht?
Sieht aus nach einer APU aber davor ist die Wanne ja auch noch massiv verändert.

Abrams MBTs Are Among the Proposals for the Polish New Generation Tank
Responding to our inquiry, spokesman for the Armament Inspectorate, Major Krzysztof Płatek, told us that the “analytical-conceptual phase for the task pertaining to the acquisition of the new generation MBTs, namely the WILK programme, has not been accomplished yet. (...) The analytical-conceptual phase covers a broad range of existing or prospective designs from all around the world”.

Płatek added that “talks carried out during the market analysis involved the following entities: Ośrodek Badawczo-Rozwojowy Urządzeń Mechanicznych „OBRUM” Sp. z o.o., Krauss-Maffei Wegmann Gmbh & Co. KG, represented by the WZM S.A. facility based in Poznań, Rheinmetall Defence, represented by Rheinmetall Defence Polska Sp. z o.o., Hyundai Rotem Co., represented by H.Cegielski Poznań S.A., the US Army, BAE Systems Hägglunds AB, and General Dynamics European Land Systems”.

Płatek has not directly specified the solutions that are being considered. He only noted that both the existing, as well as prospective, future designs are being taken into the account. However, the fact that the US Army has been involved in the talks means, in practical terms, that M1 Abrams MBT has also been taken into the account during the negotiation.
