Sehr spannend auch für Österreichs Zukunft? Interessant war die letzten Jahre eher Deutschland ein Wackelkandidat was Export von Rüstungsgütern betraf,

Das war Fassade, pazifistische Folklore (und sich am 24.02.22 noch darauf zu berufen, war der Gipfel der Heuchelei). Denn in Wahrheit exportiert Deutschland hemmungslos Rüstungsgüter, selbst an kriegführende Staaten wie die der Golf-Region. Sogar die Grünen, die antraten, schärfere Exportbestimmungen durchzusetzen, haben kürzlich einem Export von Munition und Ersatzteilen für ebendie Typhoons und Tornados zugestimmt, mit denen Saudi-Arabien Jemen in die Steinzeit bombt.

II.1.1) Bezeichnung des Auftrags

Technische und nicht-technische Analysen zu NGWS auf Basis der multinationalen Forderungslage 2023 & 2024

II.1.4) Kurze Beschreibung des Auftrags oder Beschaffungsvorhabens:

Gemäß dem Deutsch-Französischen Ministerratsbeschlusses vom 13. Juli 2017 wollen Frankreich (FRA) und Deutschland (DEU) unter der Federführung Frankreichs gemeinsam ein Waffensystem (Next Generation Weapon System- NGWS) entwickeln, um langfristig ihre aktuellen Kampfflugzeugflotten (Rafale und Eurofighter) zu ersetzen.

Als erster Schritt dieses Vorhabens wurden Dassault Aviation (FRA) und Airbus Defence & Space (DEU) im Februar 2019 mit einer zweijährigen Konzeptstudie (Joint Concept Study, JCS) beauftragt. Es folgte die Einbindung Spaniens sowie die Beauftragung der ertsen Demonstrator Phase 1A im Februar 2020.
Im Sommer 2022 sollen die Beauftragung zur Fortsetzung der Demonstratorphase und JCS Nachfolgeaktivitäten erfolgen.

Mit der Fortsetzung des Programms NGWS wird es in den kommenden Jahrzehnten zu Investitionen in Milliardenhöhe seitens der Staaten kommen. Ein Großteil dieser Investitionen wird in die Weiterentwicklung von Technologien fließen. Somit sind die Ergebnisse des Programms richtungsentscheidend für die zukünftigen technologischen Fähigkeiten Deutschlands bzw. Europas in diesem Feld.

Es gilt deshalb sicherzustellen, dass die von der Industrie erarbeiteten Konzepte für ein NGWS die vor dem Hintergrund der multinationalen Anforderungen besten Lösungen aus operationeller, technischer, technologischer und wirtschaftlicher Sicht darstellen. Dies erfordert eine Betrachtung des möglichen Lösungsraums und eine eingehende Untersuchung der vorgeschlagenen NGWS-Konzepte hinsichtlich eben dieser Aspekte. Ebenso müssen die erarbeiteten Demonstratorkonzepte, Inhalte und Umsetzung der Roadmaps und die damit verbundenen R&T Aktivitäten von neutraler Seite auf ihre Plausibilität und Vollständigkeit geprüft werden.

Im Rahmen der o.g. geplanten Studie soll das DLR hersteller- und produktunabhängig Liefergegenstände der JCS Nachfolgeaktivitäten (ITEM 0) sowie der R&T/Demonstratorphasen be- und auswerten. Zusätzlich sollen duch bedarfsorientierte eigenwissenschaftliche Untersuchungen spezifische technische Fragestellungen beleuchtet werden, um die Analyse- und Bewertungsfähigkeit zu unterstützen. Der Fokus des DLR liegt auf den technischen Anteilen und Analysen im Bereich der Plattformen sowie deren Einordnung in einen opertiven Kontext. Teil dieser Bewertung wird auch sein, firmeneigene Referenz- oder Bewertungsmodelle für ein NGWS auf Basis der multinationalen Anforderungen im Vergleich zu den von der Industrie erarbeiteten Konzepten zu betrachten.

There will be developments of improved low observability techniques in fighter and remote carriers, engine, communications or mission sensors, among others. This program will push multi-function sensor technologies to the next level in a Multiplatform Suite of networked collaborative sensors, will have an enhanced cockpit with crewmonitoring, new visualization systems and fully disruptive Human-Machine Interfaces.

These technologies will be validated in different demonstrators (engineering simulations and validations, technological demonstrations and validations, as well as flight tests) until they reach the degree of maturity required for their subsequent implementation in the final design. During Phase 1B, the foundations will be laid for Phase 2, which will last another three years and will continue the program until 2029, ending with a functional demonstrator. The first flight demonstrations are planned for around 2028, with the ultimate goal of the system entering service in 2040.

Belgium flirts with joining FCAS fighter program

The Belgian government has hinted it is open to joining a multinational European sixth-generation fighter program, despite its previous commitment to the U.S.-led F-35 program.

Over the last few months, the Belgian defense industry has called for the government to decide which sixth-generation combat aircraft program it intends on joining and in what capacity.

Belgium has been in talks with stakeholders of the Future Combat Air System program regarding an “observer status for the time being,” rather than fully acceding to the program, a German aerospace industry source told Defense News.

“I hear about the Belgians’ [interest in FCAS]. That’s all very well,” Trappier said at a hearing session on France’s 2024-2030 Military Programming Law held last month. “I don’t really see the point in putting more F-35 countries into the program. Why would I make room in my factory, in my design office, for people who have chosen the F-35?”

“People say we could give jobs to Belgian companies straight away,” he added. “No. If it’s imposed on me, I’ll fight [it]. I don’t see why I would give jobs to Belgians today.”

In response to Trappier’s comments, Belgian Defence Minister Ludivine Dedonder told Defense News that she was not surprised by such remarks.

“I heard in his words the frustration that the past may have left behind. But the stakes are much higher than the comments of a company boss,” she said. “The fighter of the future, whether it is the FCAS or the [U.K.-Italy-Japan Global Combat Air Program], will be a structuring program for our defense. It is therefore important that our companies are integrated into the one that will be chosen.”

An observer status for Belgium should not worry Trappier, nor other FCAS industry partners, as it wouldn’t immediately involve industrial participation, the German industry source explained, speaking on the condition of anonymity to discuss internal discussions.

Moreover, Belgium opted to purchase the F-35A five years ago, “and thus has no need for a new or further fighter aircraft system in the next 30-plus years,” the individual said.

Although there has been no official word from Belgium that it is joining the FCAS program, there is at least one big player that has already signaled support for such as move. The CEO of Safran, Olivier Andriès, expressed his desire for Belgium to join FCAS, rather than the Global Combat Air Program, during an interview this week with French media.

There are little to no details known at this time on what an observer status would entail for partner countries. But there is motivation to join FCAS, according to De Neve.

“The main purpose of a country’s participation in a research program like FCAS is to offer its national industry the opportunity to contribute to the development of the envisioned system, primarily through providing niche technological solutions, like in Belgium’s case,” he said.

However, a state’s observer status may preclude it from having access to information deemed sensitive, such as proprietary data, which could hinder such goals.

Dassault did not respond to several requests for comment. Defense News has reached out to Indra for comment.

A spokesperson for Airbus declined to comment on the possibility of Belgium joining the program, stating that the addition of new members remained a political decision between the three partner nations of France, Germany and Spain.

Dassault chief concerned by impact of Germany on FCAS export sales (20. Juli 2023)

Dassault chief executive Eric Trappier has expressed his concern that German reluctance to sanction arms exports to certain countries will hamper the success of the trinational Future Combat Air System (FCAS).

But Berlin recently vetoed a follow-on sale of Eurofighter Typhoons to Saudi Arabia despite the willingness of other programme partners including Italy and the UK to proceed.

Briefing journalists on Dassault’s half-year performance, Trappier was unwilling to directly criticise Germany for its move, describing it as a “sovereign decision”, but said he was “worried” by the precedent, noting that “France has expressed concern as well”.

International sales are “part of the business model” underpinning combat aircraft programmes, he says. “If there is no export, we will not go for the future development of such programmes.

“This is a concern and it is in the hands of policy makers.”

Engineers from both German and Spanish industry are now embedded with Dassault staff at its St Cloud headquarters near Paris and are “setting up common tools that will allow us to work in proper industrial teams”.

However, Trappier cautions that the three partner nations will have to sign a Phase 2 contract before the NGF can make its first flight as planned in 2029.

Reaching a service-entry target of 2045 will require full alignment between the three nations to “agree on a programme”.
