Industrievertrag zum zukünftigen duellfähigen Landkampfsystem geschlossen
Nach den durch die Verteidigungsministerinnen von Deutschland und Frankreich unterzeichneten Rahmen- und Durchführungsabkommen steht nun der Vertragsschluss mit den Industriepartnern der Arbeitsgemeinschaft (ARGE), bestehend aus den Unternehmen Rheinmetall, Krauss-Maffei Wegmann (KMW) und Nexter, im Fokus. Damit beginnen die Arbeiten an der Systemarchitekturstudie für das MGCSMain Ground Combat System. Es werden die national ausgewählten Konzepte harmonisiert mit dem Ziel einer gemeinsamen Multiplattformarchitektur. Der erste Teil der Studie soll nach 20 Monaten abgeschlossen sein. Geschlossen wird der Vertrag zwischen den beteiligten Unternehmen der ARGE und, stellvertretend für die Nationen Deutschland und Frankreich, dem Bundesamt für Ausrüstung, Informationstechnik und Nutzung der Bundeswehr (BAAINBwBundesamt für Ausrüstung, Informationstechnik und Nutzung der Bundeswehr).

Der Vertrag wird zu gleichen Teilen von Deutschland und Frankreich finanziert. Auch die Arbeitsteilung erfolgt paritätisch.
Eine feierliche Zeichnungszeremonie wäre der Bedeutung des gemeinsamen Vorhabens sicherlich mehr als angemessen gewesen. Ebenso wie beim Rahmen- und Durchführungsabkommen kann dieser Vertrag jedoch aufgrund der Corona-Lage nicht gemeinsam gezeichnet werden. Selbst für ein so wegweisendes Projekt muss nun der Postweg ausreichen. Zunächst unterschreiben die Industrieunternehmen Krauss-Maffei-Wegmann, Nexter und Rheinmetall. Anschließend unterschreibt das BAAINBwBundesamt für Ausrüstung, Informationstechnik und Nutzung der Bundeswehr die Vertragsdokumente. Aufgrund einer Vereinbarung zwischen den Partnernationen zeichnet nur die deutsche Seite als federführende Nation (Lead Nation) des binationalen Projekts.

Nuovo carro, l’Italia guarda a Spagna e Austria (25. Mai 2020)
L'Italia sta guardando anche a Spagna e Austria – con la Polonia più defilata - per stabilire una cooperazione per lo sviluppo di un futuro sistema di combattimento terrestre con al centro un nuovo carro da battaglia (MBT, Main Battle Tank). E' quanto emerso nel corso della presentazione dello studio IAI "Main Battle Tanks, Europe and the Implications for Italy".
La cooperazione con questi 2 Paesi europei – più, appunto, eventualmente anche la Polonia - avrebbe il vantaggio di poter contare su una base industriale molto solida e su un partner di primo livello come General Dynamics Land Systems Europe (GDLSE) che raggruppa le competenze e le conoscenze di 3 specialisti europei del settore veicoli da combattimento, ovvero la spagnola Santa Barbara Sistemas, la svizzera Mowag e l’austriaca Styer. Al momento, tuttavia, si tratta di una delle ipotesi sul terreno e nessuna scelta ufficiale è stata compiuta in merito.

Kurz gesagt: Italien erwartet, laut der Studie "Main Battle Tanks, Europe and the Implications for Italy", dass sich auch Spanien und Österreich (!) an der Entwicklung eines neuen Landkampfsystems mit einem neuen Kampfpanzer beteiligen. Dadurch könne z.B. auf die Expertise von GDELS Santa Bárbara Sistemas, GDELS Mowag und GDELS Steyr zurückgegriffen werden. Momentan ist dieses Vorhaben aber rein hypothetisch und es wurde keine offizielle Entscheidung dazu getroffen.

Liest man sich die Studie durch, ergibt sich ein anderes Bild - keine Rede von einer Beteiligung "Österreichs", sondern von GDELS Steyr als Unternehmen:
Main Battle Tanks, Europe and the Implications for Italy (April 2020) hat geschrieben:By 2025, a total of 12 EU MS will have to replace their MBT fleets either completely or partially. Should no further maintenance and updating programme be decided upon, a complete replacement is foreseen in seven EU countries. As of 2019, Austria, Latvia, Slovakia and Slovenia have not taken any decision regarding the upgrade of their fleets, which are foreseen to be phased-out by mid-2020s.
Main Battle Tanks, Europe and the Implications for Italy (April 2020) hat geschrieben:In this context, a third option would still be possible – although difficult. This option would see the involvement of GDELS in a consortium with Italian and Polish industries. The company, headquartered in Spain, does already produce the ASCOD family of armoured tracked vehicles for Austria, Spain and the UK and could harness synergies and/or commonalities between MBT and IFV regarding propulsion systems, electronics, manned/unmanned teaming and – partly – APS. Moreover, GDELS could benefit from economies of scale and Know-how circulation within General Dynamics, taking into account limitations depending on ITAR components. From a technological and industrial point of view, there would be several complementarities with the Italian firm Leonardo, with the latter more focused for instance on electronics and C2 as well as turret and armaments. GDELS would likely be interested in such an option because it would represent an opportunity to enter the Italian and Polish markets in cooperation with the respective national industries and avoid being marginalized by the Franco-German cooperation. The resulting industrial consortium would be able to develop and produce a MBT with state–of-the-art technologies to match army’s requirement and could represent a credible alternative to the triad KMW-Leclerc-Rheinmentall.
Diese Studie ist eher als "feed for thought-paper" einzustufen. Außerdem wurde sie nicht von einer offiziellen Stelle der italienischen Regierung ausgearbeitet, sondern von einem privaten außenpolitischen Thinktank:

Italy might join MGCS, Italian Undersecretary for Defence says
According to the Italian Undersecretary for Defence Giulio Calvisi, Italy might join the MGS (Main Ground Combat System) programme. “During recent bilateral talks with the German counterpart, the possibility of allowing Italy to participate in the so-called Main Ground Combat System programme, which aims at the development of a new main battle tank, emerged,” Calvisi said, underlining that the Ministry of Defence is committed to identifying further possible solutions should the project being currently underway by the CIO (Consorzio Iveco DV-Oto Melara) would not meet expectations. The CIO received a development contract worth 35 million Euro for the Mid-Life Update of the Ariete MBT, that will bring to the delivery of three prototypes.
Should the prototypes performances meet the MoD requirements, the plan is to upgrade 125 more Ariete MBTs to cover the needs of the three regiments and of the Cavalry School.

Should this fail, and should the option to joint the Franco-German MGCS team prove to be not viable, “alternative options are being evaluated in close synergy with the industrial sector; in particular, research is being carried out on possible strategic partners in order to propose a cooperative European project,” Calvisi answered the Defence Commission on 16 June during the Question Time, following his statement on the protection of the national Defence Industry sector.

Two stages down, three to go with MGCS
Two phases of MGCS have been completed (Operational Needs Analysis and Concept) with three to come: Development and Technological Capability Demonstration; Integration and System Demonstration; and finally System Production from around 2035.

While its current incarnation is Franco-German, the door may open for other countries to join MGCS with Poland already indicating a strong interest, but as with all previous internal MBT programmes, there are still potential pitfalls when it comes to prototype and production workshare.

During the Concept phase, fine tuning of four developed platform concepts took place.

The first of these four was a single-concept tracked platform with a large-calibre externally mounted gun - potentially the Rheinmetall 130mm smoothbore gun launched in mid-2016 which has already begun firing trials (pictured), or the older 140mm Future Tank Main Armament which was a joint French/German/UK/US programme cancelled after the end of the Cold War.

This could be similar to the Russian T-14 Armata MBT, which is armed with an externally mounted 125mm gun fed by an automatic loader with all the crew (commander, gunner and driver) seated at the front of the hull for maximum protection.

The second is also a single platform concept with a laser, missile launcher or another advanced weapon system as the main armament instead of a gun.

The others included a multi-platform wheeled (probably 8x8) concept in manned and unmanned configurations with different sensors and effectors.

In addition to being used as a follow-on to the Leclerc and Leopard 2, the platform selected for MGCS could also be used for at least one element of the projected Common Indirect Fire System.

This would replace the German PzH 2000 155mm/52 calibre tracked self-propelled (SP) artillery system and the French CAESAR 155/52 wheeled SP artillery system.
