Bulgarien hat im Februar 2016 eine Novelle seines Wehrgesetzes beschlossen, wonach der Luftraum entweder eigenständig von den bulgarischen Streitkräften oder in Zusammenarbeit mit den Streitkräften verbündeter Staaten im Rahmen von NATINAMDS geschützt werden soll:
„(1) Охраната на въздушното пространство на Република България се осъществява от Българската армия самостоятелно или съвместно с въоръжени сили на съюзнически държави.“

Aber unter diesen Umständen auch noch die Verpflichtung zu übernehmen, den Luftraum eines Nachbarstaats mit einer Fläche von 25.713 km² zu schützen, ist verrückt:

Bulgaria approves draft deals to buy F-16s in record defense procurement
Bulgaria’s Council of Ministers has approved four draft agreements with the United States for a total of almost $1.3 billion to acquire eight F-16 Block-70 fighter jets and related equipment from Lockheed Martin.

Before the final agreements are signed, they must be approved by the Bulgarian parliament and the U.S. Congress.

Bulgarian Defence Minister Krasimir Karakachanov said the cabinet hoped that U.S. lawmakers could reduce the final price by about $60 million, as reported by local daily Dnes.

Of the eight aircraft, six fighter jets are to be supplied in a one-seat variant, and two aircraft in a two-seat variant. Deliveries are scheduled to be completed by 2023.

Министърът на отбраната Красимир Каракачанов подписа договорите за закупуване на осем самолета F-16

На основание Решение на Министерския съвет № 398/10. 07. 2019 г. министърът на отбраната Красимир Каракачанов подписа днес, 11 юли 2019 г. международни договори (LOAs) BU-D-SAB, „Самолети F-16 Block 70 и свързана с тях поддръжка“ (F-16 Block 70 aircraft and associated support), международен договор (LOA) BU-D-AAA, „Боеприпаси в подкрепа на F-16“ (Мunitions in support of the F-16), международен договор (LOA) BU-P-AAD, „Sidewinder AIM 9X Блок II ракети, свързани материали и услуги” (Sidewinder AIM 9X Block II Missiles, associated material and services) и международен договор (LOA) BU-P-LAR, „Многофункционална система за разпределение на информация - Съвместна тактическа радиосистема (MIDS JTRS) (5) и свързана с нея поддръжка и оборудване“(Multifunctional Information Distribution System Joint Tactical Radio System (MIDS JTRS) (5) and related support and equipment) на обща стойност $1,256,153,980 USD. С тях се договаря доставката от Правителството на САЩ за българските въоръжени сили на осем самолета F-16 Block 70 и свързаното оборудване и въоръжение. Съгласно Конституцията на Р България и редът на Закона за международните договори на Република България, за да влязат в сила тези договори, следва да бъдат ратифицирани от Народното събрание.

Отчитайки финансовите ограничения на Р България, Държавният департамент на САЩ е предприел действия за намаляване на общата цена с до 60 млн. щатски долара посредством искане от Конгреса на САЩ за допълнително финансиране, което да бъде използвано в интерес на Р България. Предстои искането на Държавния департамент да бъде разгледано от Конгреса на САЩ.

  • Sidewinder AIM 9X Block II Missiles, associated material and services
  • Multifunctional Information Distribution System Joint Tactical Radio System (MIDS JTRS) (5) and related support and equipment
Die US-Regierung schießt für die Beschaffung der F-16 Block 70 durch Bulgarien bis zu 60 Mio. EUR aus eigenen Mitteln zu. Der Antrag des Department of State muss noch vom Kongress geprüft werden.

Bulgaria’s president walks away from $1.26 billion deal for F-16 jets
Bulgarian President Rumen Radev vetoed a $1.26 billion deal to buy eight new Lockheed Martin F-16 fighter jets on Tuesday, according to a Reuters report.

The veto follows a debate in parliament on Friday that revealed divisions on the contract terms.

“The commitment of Republic of Bulgaria to obligations, for years to come, without a national consensus and conviction in the mutually acceptable conditions of the treaty, is extremely worrying,” Radev said in a statement, according to Reuters.
It’s now unclear what the NATO member will seek to replace its MiG-29 fleet.

Bulgarian parliament overturns presidential veto of F-16 procurement
Bulgaria's National Assembly on 26 July overturned President Rumen Radev's 23 July veto of legislation approving procurement of eight F-16 Block 70 fighters, the parliament has announced on its website. Members of parliament voted 128 to 73, with three abstentions, again to ratify contracts on the purchase of equipment, maintenance and services for eight F-16 Block 70 fighters.

Bulgaria makes F-16 payment
The Bulgarian Ministry of Defence (MoD) announced on its website on 12 August that it had transferred USD1.2 billion to the US Defense Security Cooperation Agency (DSCA) on 8 August for the procurement of F-16 Block 70 combat aircraft.

The ministry said the DSCA's confirmation of receipt marks the related contracts' entry into force and the beginning of their implementation.

Lockheed Martin Aeronautics, Ft. Worth, Texas, has been awarded a $512,004,418 firm-fixed-price contract for F-16 Block 70 production for the Republic of Bulgaria. This contract value includes $4,185,516 of pre-priced options. This contract provides for the production of eight F-16 Block 70 aircraft. Work will be completed in Ft. Worth, Texas; and Greenville, South Carolina, and is expected to be completed by Jan. 31, 2027. This contract award is 100% funded via foreign military sales (FMS) to the Republic of Bulgaria and is the result of a Bulgarian country-conducted competition. FMS funds in the amount of $507,818,902 are being obligated at the time of award. The Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8615-20-C-6051).

Das ist übrigens der Lockheed Martin-Einkaufspreis für 8 nackte F-16V Zellen - da sind z.B. keine Triebwerke drin! Vermutlich fehlen auch teure Subsysteme, die nicht von Lockheed stammen - vielleicht sogar das Radar.

Contracts For May 18, 2020
Lockheed Martin Corp., Orlando, Florida, has been awarded a ceiling $485,000,000 indefinite-delivery/indefinite-quantity contract for Department of Defense and Foreign Military Sales (FMS) Sniper, Infrared Search and Track (IRST); and Low Altitude Navigation and Targeting Infrared for Night (LANTIRN) navigation pod (fixed wing) hardware production. This contract provides the necessary resources required for the management, fabrication, upgrade/retrofit, integration support and testing and shipping of its non-developmental item (NDI) Sniper Advanced Targeting Pods (ATP) System, NDI LANTIRN Fixed Image Navigation Set upgrades, and the NDI IRST system as it relates to the requirements document associated with each specific delivery order placed under this contract. Work will be performed in Orlando, Florida, and various locations to be identified at the order level. The work is expected to be completed by May 2025. This contract involves FMS to (this list is not all inclusive): Bahrain, Belgium, Bulgaria, Canada, Egypt, Greece, Indonesia, Iraq, Israel, Jordan, Republic of Korea, Kuwait, Morocco, Netherlands, Norway, Oman, Pakistan, Poland, Qatar, Romania, Saudi Arabia, Slovakia, Taiwan, Thailand and Turkey. This award is the result of a sole-source acquisition. FMS funds in the amount of $34,900,000 are being obligated at the time of award under delivery order FA8540-20-F-0034 for the country of Morocco. Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity (FA8540‐20‐D‐0001).
