EU funds development of next-generation combat helicopter capabilities (17. April 2020)
The EU is providing up to €22 million ($23.8 million) in funding for the development of technologies to support next-generation combat helicopters, including interoperability with unmanned air vehicles (UAVs) – so-called Manned Unmanned Teaming (MUM-T).

Part of the bloc’s European Defence Industrial Development Programme, a new tender calls for submissions which create “an advanced collaborative system for increased mission efficiency of manned platforms combined with unmanned platforms” via a new generic interface.

“The system will allow the manned and unmanned platforms to be able of performing operational missions, which include the helicopter and the UAV, in demanding scenarios,” it says.

Activities covered by the tender include initial design and feasibility studies, the development of a concept of operations, prototyping and ultimately flight testing the technology.

Any technologies developed will have to be integrated onto an existing UAV and manned helicopter for the demonstration phase, although they should be platform-agnostic to allow widespread uptake across fleets of legacy rotorcraft.

Additionally, the tender envisages significantly enhanced levels of interoperability (LOI) between the two platforms.

But while NATO standards already cover a broad swathe of interactions between the two aircraft – ranging from indirect receipt of data from the UAV (LOI 1) all the way up to controlling its launch and recovery (LOI 5) – the EU wants to see two new levels added: fully autonomous; and semi-autonomous flight.

To support an aim of reducing overall crew workload through increased automation, the activity also encompasses the development of “advanced flight-control actuation with new actuators and integration into an existing flight-control system”.

Crucially, the tender requires the MUM-T technology to be “based on a civil-certifiable solution adapted to military environments/requirements”.

      ARTUS will demonstrate the feasibility of an intelligent small swarm of (3 to 12) Unmanned Ground Vehicles (UGV) that will closely follow a platoon in various terrains. It will be capable to dynamically react to changing mission scenarios on its path. The swarm greatly changes the soldiers’ capacity as it carries major logistical supply of the troops, including nutrition, ammunition and special gear, through harsh environments, including densely wooded or sloped areas. The swarm of UGVs could also carry wounded soldiers.

EU's defence capability pilot programme soon to release first round of funding
The EU’s two-year pilot programme to support defence capability development should soon release funding for its first round of projects, with the deadline approaching in December for its second and final annual call for proposals, according to the EU official in charge of the initiative.

Launched with a EUR500 million (USD585 million) budget for 2019–20, the European Defence Industrial Development Programme (EDIDP) is laying the legal and technical foundations for launching the European Defence Fund (EDF) in 2021. The EDF will spend EUR1 billion per year until the end of 2027.
DG DEFIS will spend EUR200.5 million on 16 technology proposals selected from among 40 submitted earlier this year in response to its 2019 calls for proposals. The development projects range from cyber and unmanned ground and air system technologies to earth observation capabilities and software-defined radio architecture. They involve companies and other entities from 24 of the EU’s 27 member states, albeit none from the UK, which definitively exits the EU on 31 December 2020.

PADR ARTUS project kicks off
The implementation of ARTUS, a project selected under the 2019 call for proposals for the EU Preparatory Action on Defence Research (PADR) managed by EDA, was officially launched at an online kick-off meeting held on 10 February 2021.

ARTUS stands for ‘Autonomous Rough-terrain Transport UGV Swarm’. The project, with a budget of approximately €1.5 million, was selected following an EU-wide PADR call for proposals on the topic of ‘Future Disruptive Defence Technologies - Emerging Game-changers’, sub-topic ‘Augmenting Soldier Capacity’.

ARTUS aims at developing a technological feasibility concept and demonstrator for a small swarm of intelligent and autonomously operating Unmanned Ground Vehicles (UGVs) to support infantry platoons during their missions.
The consortium is led by Fraunhofer Gesellschaft zur Förderung der Angewandten Forschung E.V. (Germany) and also encompasses ONERA (France), another well-established R&T organisation, Diehl Defence (Germany), a global player in defence systems, and charismaTec (Austria), a highly innovative SME. The project has a duration of 24 months.

The Grant Agreement: FAMOUS consortium led by Patria to start the development of the next generation armoured vehicles

Patria, as the industrial coordinator of consortium FAMOUS (European Future Highly Mobile Augmented Armoured Systems), has signed the Grant Agreement (GA) with the European Commission. This funding agreement is worth 9 million euros and allows the consortium, which includes 19 leading defence companies from across the EU, to start development work of the next generation armoured vehicles. The FAMOUS consortium’s Kick-Off day was held on December 14, 2021 when the programme was officially launched together with European Commission, Participating Member States representatives and companies.
