Airbus withdraws arbitration demand over $3.7 billion helicopter deal
The Polish General Counsel has announced that Airbus Helicopters has withdrawn its application for international arbitration over its dispute with Poland.

“Airbus Helicopters S.A.S. and Airbus S.E. have withdrawn their application for arbitration against the Republic of Poland submitted on the basis of the Polish-Dutch investment protection agreement,” the state office said in a statement.

However, the institution admits the European group did not waive its claims against Poland, which means that Airbus could still demand financial compensation for the canceled deal that was estimated to be worth about 13.5 billion zloty (U.S. $3.7 billion).
Airbus Helicopters filed for arbitration after the deal was scrapped by the new Cabinet, and in October 2016, the Polish Ministry of Economic Development ended its negotiations on an offset deal with the producer.

In 2017, the Defence Ministry relaunched the helo tender and modified its scope to acquire combat search and rescue helicopters. Last September, the ministry said it obtained offers from Lockheed Martin’s Sikorsky and PZL Mielec, Airbus Helicopters, and Leonardo’s PZL Swidnik.

regarding helicopters for the Polish Armed Forces


1. The Armament Inspectorate carries out two separate tendering procedures for the supply of multi-role helicopters for the Polish Armed Forces, i.e .:

a) helicopters in the version of combat search and rescue (CSAR), in a special variant - for subunits of special forces (CSAR SOF), in which three Contractors participate: Consortium composed of - Airbus Helicopters and Heli Invest, Consortium composed of - PZL sp. z o. o and Sikorsky Aircraft Corporation and WSK "PZL Świdnik" SA;

b) anti-submarine helicopters (ZOP) equipped additionally with medical equipment allowing for conducting search and rescue CSAR operations, in which two Contractors participate: Consortium composed of - Airbus Helicopters SAS and Heli Invest sp. o.o. Services SKA and WSK "PZL Świdnik" SA.

On March 27, 2017, initial offers were sent to the Armaments Inspectorate, enabling the participation of the submitted contractors in the further part of the public procurement award procedure to obtain the above-mentioned helicopter types.

On May 15 - June 3, 2017, negotiations were conducted with potential contractors to clarify the subject of the contract. On 7 September 2017, invitations to submit final offers for CSAR-SOF helicopters were accepted by all three entities that submitted initial offers.

The Armament Inspectorate has not yet received final offers from Contractors participating in these proceedings.

2. The Ministry of National Defense, as part of international military-technical-industrial cooperation, does not have talks with Ukraine about the joint construction of helicopters. Possible joint modernization of helicopters currently operated by the Polish Armed Forces was considered.

In 2016, Polish scientific and industrial entities organized in the consortium undertook conceptual work on the modernization of M-8/17 helicopters in cooperation with the Ukrainian company Motor Sich. I would like to mention that helicopter production is a form of economic activity run by entrepreneurs.

This means that conducting talks or concluding agreements on the joint construction of helicopters by Polish and Ukrainian entities conducting business in the field of aviation design and production does not require the consent of the Ministry of National Defense in this regard.

3. The S-70i Black Hawk helicopter is one of the three types of helicopters offered in the procedure for the supply of helicopters in the version of combat search and rescue (CSAR), in a special variant (for subunits of special forces - CSAR SOF). The delivery of helicopters for special forces will take place after signature of the relevant contract with their bidder, according to the schedule specified in the delivery contract.

Poland to upgrade older helicopters rather than buying new ones
Poland plans to extend the operational life of its oldest helicopters so they can remain in service, Deputy Defence Minister Wojciech Skurkiewicz told parliament on 10 May.

In a status report on the modernisation of the Polish Armed Forces’ helicopter fleet, he said PLN4.7 billion (USD1.3 billion) has been allocated to the purchase of new helicopters and all maintenance and upgrade work. This compares with PLN7.2 billion announced in January 2018.

Skurkiewicz reported that more than 200 helicopters of various types are in military service in Poland for attack (Mi-2, Mi-24W, and W-3PL Głuszec), transport (W-3 Sokół, Mi-8/17), search and rescue (W-3 Anakonda and Mi-14PL/R), anti-submarine warfare (SH-2G and Mi-14PL), and training (Mi-2 and SW-4 Puszczyk).

Interessant: Skurkiewicz hat ausgesagt, dass die polnische Hubschrauberflotte trotz ihres sehr hohen Alters einen Klarstand von 70 % hat. Die größten Schwierigkeiten bestehen beim SH-2G, der trotz einer Verfügbarkeit von 50 % außer Dienst gestellt werden muss, weil der Hersteller den Support eingestellt hat.

Folgende Projekte sind geplant:
Für diese Projekte sind im Modernisierungsplan bis 2022 4,7 Mrd. zł veranschlagt. Als dringendster Bedarf wird die Ablöse des SH-2G angesehen. Entscheidungen zur Beschaffung neuer Hubschraubertypen nach dem Jahr 2022 sind erst mit dem Entwicklungsprogramm 2017-2026 vorgesehen, abhängig vom Ministerratsbeschluss für dieses Programm, der voraussichtlich noch im Mai erfolgen wird.

Poland acquires Black Hawks after canceled helo deal
Polish Defence Minister Mariusz Blaszczak has signed a deal to acquire four S-70i Black Hawk helos from Lockheed Martin’s offshoot Sikorsky. Under the plan, the copters will be supplied to Poland’s special forces.

The aircraft will be produced by the group’s Polish subsidiary PZL Mielec, with deliveries scheduled to be completed by the end of 2019.
The contract for aircraft with related logistics, equipment and training packages is worth a total of 683.4 million zloty (US $180.7 million), the ministry said in a statement.

The helos were acquired outside of a tender procedure.

Leonardo, the owner of PZL-Świdnik, the Group’s main industrial pillar in Poland, announced that its UK subsidiary Leonardo MW Ltd has signed an Offset Agreement, valued at approx. 400 mln PLN (90 mln EUR), with the Polish Ministry of National Defence. The signing of the Offset Agreement precedes a contract for the supply of AW101 military helicopters.

Poland signs for AW101 helicopters
Poland has signed for AgustaWestland AW101 helicopters to satisfy its anti-submarine warfare (ASW) and combat search-and-rescue (CSAR) requirements.

Polish Prime Minister Mateusz Morawiecki and Defence Minister Mariusz Blaszczak signed the contract for four helicopters at PZL-Świdnik's facility in eastern Poland on 26 April. According to the Leonardo subsidiary, the value of the deal, which includes logistics, support, training, and a medical equipment package, is PLN1.65 billion (USD430 million).

As previously reported by Jane's , Leonardo will provide PLN400 million of industrial offsets under the deal, which Poland will use to drive employment, national exports, and defence industrial development.

Neither the Polish Ministry of National Defence (MND) nor Leonardo disclosed a delivery timeline for the new helicopters, which will replace the Warsaw Pact-era Mil Mi-14 'Haze' ASW helicopters in service with the Polish Navy. While the order announced is for four helicopters, there may be a follow-on order for a further four at a later date.

Leonardo: 380 mln EUR contract for maritime multirole helicopters with the Polish Ministry of National Defense
Leonardo announced today that it has signed a contract valued at approximately 380 mln EUR (1.65 bn PLN) that will significantly enhance the Polish Navy’s helicopter capability. Through its fully owned Polish company and main industrial presence in the country, PZL-Świdnik, Leonardo will supply four AW101s and a comprehensive integrated logistics and training package to the Polish Ministry of National Defence (MoD).
With deliveries expected to be completed by 2022 the AW101 will perform a range of missions including Anti-Submarine Warfare (ASW) and Combat Search and Rescue (CSAR). This contract signing for the AW101s and the relevant support package follows the Offset Agreement, valued at approx. 400 mln PLN (90 mln EUR) recently announced.

Heute wurde der Vertrag zur Modernisierung der vier W-3 auf den Stand W-3WA SAR offiziell unterzeichnet:

Die Vertragswert beläuft sich auf 99,5 Mio. Zloty. Die Modernisierung umfasst, neben der Vereinheitlichung der Hubschrauber auf den Rüststand W-3WA SAR, folgende Maßnahmen:
  • Installation eines digitalen Treibstoffkontrollsystems
  • Installation eines Vereisungswarnsystems
  • Ersatz von Indikatoren in der Treibstoffanzeige PPS-21
  • Installation des Triebwerks PZL-10W
  • Installation eines automatischen Notfallsenders / Emergency Locator Transmitter (ELT)
  • Modernisierung des Drehmomentmessers
