Das Logistikkommando der finnischen Streitkräfte hat 2018 Angebote für ein neues Fliegerabwehrsystem eingeholt, das leistungsfähiger als derzeit genutzte Systeme (Kongberg NASAMS II, Crotale, ASRAD-R, Raytheon Stinger RMP Block 1) sein soll. Die Behörde erhielt Antworten von folgenden Unternehmen:
  • Diehl Defence
  • Israel Aerospace Industries
  • Kongsberg Defence & Aerospace AS
  • MBDA
  • Rafael Advanced Defence Systems
Ziel ist die Beschaffung eines Fliegerabwehrsystems, das die Wirkung in sämtlichen Höhenbereichen ermöglicht. Die Komponenten sind Lenkwaffenwerfer, Radarsysteme, Lenkwaffen und die Systemintegration.

Bis Ende 2022 soll der Beschaffungsvertrag abgeschlossen werden. Die Einführung ist nach Mitte der 2020er-Jahre geplant.

Nach der F-35A der nächste Streich: Finnland hat aus fünf Unternehmen eine Shortlist mit zwei Bietern für das neue Fliegerabwehrsystem mittlerer Reichweite erstellt, mit denen die Verhandlungen fortgeführt werden sollen - Israel Aerospace Industries und Rafael Advanced Defense Systems. Anfang 2023 soll der Zuschlag an eine der Firmen erteilt werden.

High-altitude capability for ground-based air defence to progress
Back in October 2020, the Finnish Defence Forces’ Logistics Command submitted Request for Quo-tation to altogether five companies including Diehl Defence (Germany), Israel Aerospace Indus-tries (Israel), Kongsberg Defence & Aerospace (Norway), MBDA Missile Systems (the UK), and Ra-fael Advanced Defense Systems (Israel).

In November 2021, the first round of negotiations of the project for developing GBAD high-altitude capability was completed on receipt of the preliminary quotations, followed by their evaluation with particular emphasis on the capability of the given surface-to-air missile systems. Minister of Defence Antti Kaikkonen made the decision to proceed with negotiations with two companies: IAI and RAFAEL.
The buildup of the high-altitude capability will involve procuring a surface-to-air missile system that enables broad-spectrum interception at all altitudes. The subsystems to be procured will include the missile launcher, radar, and missiles, as well systems integration.

All invited companies entered the tendering process and submitted a preliminary quotation. Of these, the preliminary quotation by DIEHL offered the IRIS-T SLM system and missile with Saab Giraffe radar, whereas Kongsberg’s quotation was based on the NASAMS system update to NASAMS Extended Range and MBDA’s quotation on the Land Ceptor-system with CAMM ER missile and Saab Giraffe radar. Furthermore, IAI’s quotation was based on the BARAK-MX system with LRAD ER missile and ELTA radar, and RAFAEL’s quotation on the DAVID SLING-system with STUNNER missile and ELTA radar.

National defence budget to be increased significantly (5. April 2022)
In its spending limits discussion concerning the General Government Fiscal Plan 2023–2026 that ended on 5 April 2022, the Government decided to increase the defence budget by a total of approximately EUR 2.2 billion. This means an increase of approximately EUR 788 million in the Defence Forces budget in 2023 and annual increases of about EUR 408–536 million between 2024 and 2026.
Defence materiel procurement

The Government decided that an increase of about EUR 1.5 billion will be allocated to defence materiel procurement for the budget planning period 2023–2026 to boost national defence capability. Included in the spring supplementary budget under the title Enhancing Finland's Defence Capability 2022, the aforementioned projects will be launched with a procurement authorisation of EUR 1.74 billion, extending until 2027. Together with the supplementary budget 2022, the amount allocated for defence materiel procurement totals approximately EUR 2 billion.

The funding will be used for procuring anti-tank and anti-aircraft weapons, combatant gear, artillery ammunition, field maintenance materiel, anti-ship missiles and air defence missiles, among other things.

Defence capability improvements to continue
The 2023 draft budget for the Ministry of Defence’s branch of government is EUR 5.9 billion, representing an increase of EUR 775 million, or 15%, on the current budget. The figure is explained by general increases in the Defence Forces’ operating expenditure, in defence materiel procurement and in support for the activities of national defence organisations.
The draft budget has EUR 1.6 billion allocated to defence materiel procurement, representing a EUR 765 million increase on the ordinary 2022 budget.
An authorisation of EUR 559 million is proposed for defence materiel acquisitions with expenditure to be incurred between 2023 and 2032. The intended uses include the acquisition of high-altitude capability of ground-based air defence, and development of the application of fire by the Army and the mobility of troops.

Finland – Stinger Man Portable Ground-to-Air Missiles
The Government of Finland has requested to buy three hundred fifty (350) FIM-92K Stinger Man Portable missiles; and five (5) Production Verification Flight Test (PVFT) FIM-92K Stinger Man Portable missiles. Also included is support equipment; production support, engineering and technical services; transportation services; and other related elements of program and logistics support. The total estimated cost is $380 million.

Ministry of Defence decided on procurement of air defence missiles
The Ministry of Defence has authorised the Defence Forces to order Bolide air defence missiles, to be delivered by Saab Dynamics AB, Sweden.
The overall value of the procurement, without value added tax, is EUR 76.6 million, and it will be financed from the second supplementary budget, which included additional funding for rapidly launched defence materiel procurements.

High-altitude capability system now selected
The minimum altitude requirement for the system was set at 15 kilometres in the request for quotations. The new surface-to-air missile system will enable interception at relevant altitudes. The subsystems to be procured will include the missile launchers, radars and missiles, as well as systems integration.

The procurement seeking to support high-altitude capability building has been prepared by the project on high-altitude capability for ground-based air defence since 2017. In the year 2020, the request for quotations was sent to altogether five defence companies, and, in 2022, Barak-MX and David’s Sling were chosen for the second round of negotiations. Following the evaluation of the final quotations, the Finnish Defence Forces proposed that the procurement contract be awarded to deliver David´s Sling Weapon System.
The procurement deal is for the David's Sling Weapon System from prime contractor Rafael, including Stunner interceptors, launchers, and datalinks, alongside sensors which will be supplied by IAI's Elta division. The system will be manufactured and integrated as a collaboration between Israeli, American and Finnish contractors, led by Rafael and Raytheon.
The total value of the procurement excluding the VAT will be c. EUR 316 million comprising the main procurement contract and immediately redeemable option. Additionally, at a later stage, the capability building will require further acquisitions of unit equipment materiel. The funding will come from the annual development programme instrument and from the additional funding allocated for the Finnish Defence Forces.

The capability that is to be fielded in the late 2020s will be used for defending all of Finland. The main training locality of service personnel and persons liable for military service will be the Helsinki Air Defence Regiment at the Armoured Brigade.

New Long-Range Air Defence System for the Finnish Defence Forces
The Ministry of Defence has authorised the Finnish Defence Forces to procure the David’s Sling system as the next long-range air defence system of Finland. Rafael Advanced Defense Systems (Israel) will deliver the system. The value of the procurement without value added tax is approximately 316 million euros.

The David’s Sling system will extend the operational range of Finland’s ground-based air defence capabilities significantly. The minimum flight altitude requirement of the system was set at 15 000 meters in the request for quotation.
The procurement consists of a main contract worth approximately 213 million euros excluding value added tax and the immediate exercise of options linked to the main contract worth 103 million euros excluding value added tax. The contract includes further options worth 216 million euros excluding value added tax. The possible exercise of these options requires a separate decision.

The procurement contract will include a separate part between the Israel Ministry of Defence and the Ministry of Defence of Finland to ensure the security of supply of the system. The arrangement will ensure the availability of critical system components in all security situations.

The David’s Sling system is a long-range air defence system jointly developed by Israel and the United States. The sale of the system to Finland will require a sales release by the United States Government.

Finnish industry, together with Rafael and Raytheon, will participate in the integration of the system and in the planning and equipping of the command and control elements.
