A senior Russian diplomat warned Monday that the planned U.S. withdrawal from a Cold War-era arms control pact could critically upset stability in Europe.
Deputy Foreign Minister Sergei Ryabkov said Monday that if the U.S. deploys intermediate-range missiles in Europe after opting out of the treaty banning their use, it will allow Washington to reach targets deep inside Russia.
Ryabkov warned that if the U.S. stations the currently banned missiles in Europe, Russia will have to mount an “efficient response.” He didn’t elaborate.
"We won't be able to turn a blind eye to the potential deployment of new U.S. missiles on the territories where they may threaten Russia," he said, adding that such intermediate-range missiles would tilt the existing strategic balance between Russia and the U.S. "We would very much want not to get to the point of new missile crises. No one will benefit from those developments."

He added that the U.S. declared its intention to bail out of the treaty without waiting for a Russian answer.
"It was yet another proof that our transparency has no effect on decisions made in Washington, they made up their mind long time ago and were just waiting for Russia to admit its guilt," Ryabkov said.
The diplomat insisted that the missile the U.S. said was a breach of the treaty, 9M729, never has been tested for the range outlawed by the pact. He noted that Russia has provided a detailed explanation showing that the missile's design doesn't allow fitting additional fuel tanks to extend its range and also offered details on the vehicle serving as its mount.
“It’s hard to say what the U.S. accusations were based on,” Ryabkov said. “It’s possible that intelligence data were eagerly tweaked to serve a political order, or it could be that intelligence structures just made wrong assessments.”

A. OpFires Program Background and Overview
The United States ground-based forces are currently limited in effective range of surface-to-surface precision fires. The OpFires program seeks to provide operational/theater level commanders with flexible capabilities to strike time sensitive targets while providing persistent standoff from unpredictable land launch positions. This flexibility would restore combatant commander options in force deployment and employment, enabling adaptable engagement at extended ranges.
The overarching goal of the OpFires program is to develop and demonstrate a novel ground-launched system enabling advanced tactical weapons to penetrate modern enemy air defenses and rapidly and precisely engage critical time sensitive targets.

(4) A planned Weapon System Integration BAA, which may develop and integrate this propulsion effort into a missile system culminating in an integrated flight test campaign to demonstrate the end-to-end OpFires system. The Weapon System Integration BAA is anticipated to overlap with Phase 2 of this Propulsion System task (see Figure 1).
For clarity and consistency, the OpFires program will use the following system and component definitions:
- Payload – the hardware that will separate from the booster and execute the flight to target;
- Booster – all propulsion associated hardware that is launched from the ground vehicle including: control actuator system (CAS), the rocket motor/engine(s), interstage hardware, nozzles and separation systems. Does not include the shroud or Payload;
- Missile – Payload, Booster, shroud (nose fairing)
- Canister – assembly/ launch tube to protect the missile during transport and storage
- All Up Round (AUR) – Missile and any other hardware that is launched from the ground vehicle, as well as its Canister.
- Control Actuator System – the associated hardware that controls the flight of the vehicle. Can be applied to the AUR, Booster, or Payload;
- Launch Platform – Ground vehicle or trailer and associated interface hardware from which the Missile will be launched.
