VILNIUS (dpa-AFX) - Deutschland unterstützt den Abwehrkampf der Ukraine gegen die russischen Angreifer mit weiteren Waffen, mit Munition und militärischer Ausrüstung im Wert von knapp 700 Millionen Euro. Das verlautete am Dienstag zum Auftakt des Nato-Gipfels in der litauischen Hauptstadt Vilnius aus deutschen Regierungskreisen. Unter anderem soll die von Russland angegriffene Ukraine weitere 40 Schützenpanzer vom Typ Marder, 25 Kampfpanzer vom Typ Leopard 1A5 und fünf Bergepanzer sowie zwei Startgeräte für Patriot-Flugabwehrraketen der Bundeswehr bekommen.
Hinzu kommen 20 000 Schuss Artilleriemunition und 5000 Schuss Nebelmunition sowie Aufklärungsdrohnen und Mittel zur Drohnenabwehr. Außerdem erhält die Ukraine ein Pionierpaket mit Mitteln zur Minenabwehr und ein Sanitätspaket - unter anderem mit Komponenten für ein Feldlazarett.
Bundeskanzler Olaf Scholz (SPD) landete am Dienstagvormittag zusammen mit Verteidigungsminister Boris Pistorius (SPD) in der litauischen Hauptstadt Vilnius und wird das Paket zum Auftakt des Nato-Gipfels offiziell ankündigen. Außenministerin Annalena Baerbock (Grüne) ist bereits seit Montagabend in Vilnius.

Wenn man die den damaligen Beitrittskandidaten 1999 im "Membership Action Plan" auferlegten Anforderungen auf den Status quo der Ukraine umlegt, wäre ein NATO-Beitritt sehr schwer umsetzbar.
Nach Recherchen deutscher Medien gehört die Firma, die die in die Pipeline-Sabotage verwickelte Segeljacht Andromeda angemietet hatte, einer russischen Staatsbürgerin, die auch bei der gewaltsamen Abspaltung der "Volksrepubliken" Donezk und Lugansk in Erscheinung trat. In Deutschland wird der Bericht als Beweis für eine Beteiligung Russlands gewertet. (Quelle)

Der formelle Beitritt kann so schnell vollzogen werden, als die beteiligten Staaten zustimmen, siehe Finnland. Aber vorher müssen gewisse Anforderungen erfüllt sein, vor allem was die Voraussetzungen zu einer Zusammenarbeit anlangt. Nicht nur in technischer Hinsicht, sondern auch in rechtlicher. Beispielsweise muss geklärt werden, welche Rechte und Pflichten verbündete Streitkräfte auf dem Staatsgebiet des Beitrittskandidaten haben, und so weiter. Es ist nicht nur ein materieller, sondern auch ein politischer Prozess, der eben von der Geschwindigkeit der nationalen und internationalen Politik abhängt.

Na, ich weiß jetzt schon, welches Zitat in den kommenden Tagen am häufigsten auf Facebook, Telegram und in den einschlägigen Leserbriefen zirkulieren wird.
Erst heute wieder in einem Leserbrief gelesen: "Selenskyj, dieser undankbare Wicht". Ich versteh's nicht.
Wolodymyr Selenskyj ist Präsident eines Landes, das sich im Krieg befindet, jeden Tag sterben Menschen. Er hat Besseres zu tun, als sich um die Befindlichkeiten von John Smith oder Max Mustermann zu sorgen. Ob uns Westlern wohl die Führungspersönlichkeiten abhandengekommen sind, dass wir schon einen Präsidenten als Affront empfinden, der sich nur darum kümmert, für sein Land das Beste herauszuholen? Der Witz ist, dass ausgerechnet Rechtspopulisten, die ihn am meisten angreifen, sich immer einen "starken Führer" an der Staatsspitze wünschen, der seinen Stiefel durchzieht.

Parlament billigt Pläne zur Bereitstellung von mehr Munition für die Ukraine
Großauftrag: Bundeswehr bestellt 120mm-Panzermunition bei Rheinmetall – Rahmenvertrag auf Volumen in Höhe von 4 MrdEUR ausgeweitet
Die Bundeswehr hat einen bestehenden Rahmenvertrag mit Rheinmetall zur Lieferung von Panzermunition auf ein Volumen von rund 4 MrdEUR ausgeweitet.
Der Rahmenvertrag sieht auch die Lieferung einer signifikanten Menge an Panzermunition für die ukrainischen Streitkräfte vor.
Bis Ende 2030 können aus dem jetzt geschlossenen Rahmenvertrag mehrere hunderttausend Gefechts- und Übungspatronen unterschiedlicher Ausführungen im Kaliber 120mm x 570 beschafft werden, wie sie z.B. von der Hauptwaffe des Kampfpanzers Leopard 2 verschossen werden. Ein erster Abruf von Munition im Wert von rund 309 MioEUR erfolgte unmittelbar mit der Vertragsunterzeichnung.
Zum Lieferspektrum zählt eine Mehrzweck-Panzermunition mit einem nicht programmierbaren Zünder sowie eine ebenfalls von Rheinmetall entwickelte Variante, die sich in drei Zündermodi programmieren lässt: Aufschlagzündung mit und ohne Verzögerung sowie Luftsprengpunkt. Die Beauftragung umfasst auch diverse Typen von Übungsmunition, die über eine reduzierte Reichweite verfügen und preisliche Vorteile bieten, aber ansonsten vergleichbare ballistische Eigenschaften haben.
European arms vendors push to shield EU coffers from Ukraine ammo aid
A plan by the European Union to spend €500 million ($555 million) on beefing up the bloc’s ammunition factories to help Ukraine risks draining much needed funds from long-term weapons development programs, a senior industrial official has said.
The investment in Europe’s industrial output is the third element of the EU’s so-called Act in Support of Ammunition Production (ASAP), which also pays for states to donate existing stocks to Ukraine and funds joint procurement by members in a bid to supply Kyiv with one million artillery rounds in 12 months.
The problem is that €260 million of the €500 million promised for the ASAP investment will likely come from the 2024 budget of the European Defence Fund, which funds EU member states’ joint research and development of new weaponry.
“We are still awaiting the publication of the final text, but we assume the sources of funding will not change, and the use of the EDF-budget for ASAP is not a positive solution,” said Burkard Schmitt, the defense and security director at the Brussels-based Aerospace, Security and Defence Industries Association of Europe (ASD).
With a budget of around €8 billion for 2021-2027, the EDF has an annual budget of about a billion euros, meaning it will lose around a quarter of its 2024 funding when it hands over €260 million to bolster ammo production.
“We understand the pressure to fulfill immediate needs, but we need to be careful to avoid negative impacts on long-term objectives. If there is less investment in future capabilities, EU member states will be forced to depend more on off-the-shelf purchasing from abroad in the future,” said Schmitt.
One potential remedy was a €1.5 billion boost to EDF funding in 2025-2027, now being proposed by the EU Commission, he said.
The proposed authorities have raised fears that the EU would be able to make companies with a surplus of raw materials like explosives sell to firms with a shortage. The scenario has alarmed firms who fear they would be made to give up confidential inventory information and bail out competitors.
An EU spokesperson previously told Defense News that member states had expressed concerns the plan “could require the notification and possible violation of commercial secrets or sensitive information and hand too much power to the EU.”
Said Schmitt: “The member states’ position is to eliminate most of the regulatory provisions proposed by the Commission, and I believe (the EU) parliament has agreed, although we have yet to see the final text.”
