BSDA 2024: Romanian Piranha 5 programme progresses
Janes has learnt that 47 Romanian-produced Piranha 5 8×8 armoured fighting vehicles (AFVs) have been completed by armaments factory and state-owned ROMARM subsidiary Uzina Mecanică București (UMB), with a further 68 in various stages of production.

Speaking to Janes on 23 May at the Black Sea Defense and Aerospace (BSDA) 2024 exhibition held in Bucharest from 22 to 24 May, Andreas Himmelsbach, senior manager German & International News and Media at General Dynamics European Land Systems (GDELS), and Mihai Rafiu, general manager at UMB, confirmed that a follow-on order for an additional 150 vehicles was also being prepared.

Although no delivery timeframe for this follow-on batch was disclosed, it will follow the delivery of the initial consignment of 227 vehicles, which the Romanian Ministry of National Defence (MND) contracted from GDELS on 12 January 2018.

Introduction

General Directorate for Armaments (GDA) plans to initiate, in a near future, a tender for a Frame Agreement for the acquisition of 120 mm Heavy Mortar Ammunition.

Requested Ammunition 120mm High Explosive (HE)

HE Ammunition to be used against personnel, unarmored vehicles, light building structures, communication structures, etc. All ammunition data provided in response to this list (including Firing Tables and FCI) must therefore be from 120 mm caliber rounds that are proven to have been previously and successfully fired with the 120mm CARDOM Spear Mortar System, the same version as the one the PIRANHA 5 (1.6m barrel length) is equipped with.

Purpose

The purpose of this preliminary market consultation is to understand how the best possible tender can be arranged by GDA. Use scenarios The ammunition is planned to be used for training as well as for military operations conducted by Romanian Army.
TECHNICAL REQUESTS FOR HIGH EXPLOSIVE (HE) 120MM HEAVY MORTAR AMMUNITION

A) Regarding the Mortar Bomb

1 Can the HE ammunition be used with a 120mm CARDOM Spear Mortar System mounted on Piranha 5 with a 1.6m barrel?

2 Was the ammunition previously checked and verified, including but not limited to firing pressures, safety analysis and safety tests and is the ammunition consequently considered qualified to be used with 120mm CARDOM Spear Mortar System same model as the one mounted on Piranha 5? Please detail these aspects.

3 What are the dimensions (length, diameter, mass) for the complete ammunition round? (Where length is defined as "tail to sealing ring for the fuze", and diameter is defined as "the widest part of the bomb"): Mass [kg], Bomb outer maximum diameter [mm], Bomb outer minimum diameter [mm], Fin tail circle maximum diameter [mm], The distance from percussion cap to obscuration ring [mm], The distance from end of the tail to obscuration ring [mm].

4 What is the type of Explosives Fillings used?

5 What is the amount of Explosives Mass? [kg]

6 What is the radius of "Lethal Area" [m] and your definition of "Lethal Area?

7 What is the kill probability [%] at 25m radius against unprotected personnel?

8 What is the kill probability [%] at 30m radius against unprotected personnel?

9 What is the "Safe Splinter Distance" in [m] for unprotected personnel in the open and your definition of "Safe Splinter Distance"?

10 What is the max. pressure for the different increment charges, when the ammunition is fired from a 1.6m barrel 120mm CARDOM Spear Mortar System.

11 What is the pressure curves available for 1.6m barrel 120mm CARDOM Spear Mortar System.

12 What is the max. Firing Range. [m] from a 1.6m barrel. (If the firing range depends on the fuze type, pls. advise the max. firing range for the different fuze types available)

13 What is the Moment of Inertia Ixx [Kg*m2] and the Moment of Inertia Iyy [Kg*m2]"

14 Can you provide the following data that must be available for the firing table for each range and charge:

a. Range per Firing table [m];

b. Quadrant elevation [emil];

c. Time of flight per Firing table & charge d. Correction to bearing: 1 KNOT CROSSWIND [emil]

e. Range wind 1 KT (Dec-Int)

f. Ballistic air temperature 1% (Dec-Int)

g. Ballistic air density 1% (Dec-Int)

h. Probable Errors by Range & deflection (from similar mortar) [m]

i. Muzzle velocity (21°C) (from similar mortar 1.6m barrel 120mm CARDOM Spear Mortar System) [m/s]

j. STD&MEAN (mortar)

k.VERTEX HEIGHT [m]

l. Polynomial coefficients to change in muzzle velocity due to a non-standard charge temperature (different from 21 degrees) or Table E (Propellant Temperature) from STANAG 4119"

15 What is the expected deviation in lenght (PEr), in % of the firing distance? [%]

16 What is the expected deviation in width (PEd), in % of the firing distance? [%] B) Regarding the Insentive Munition

17 Has the ammunition been evaluated in regards to IM, which level? (according to STANAG 4439, Policy for Introduction and Assessment of Insensitive Munitions (IM) C) Regarding the Fuze

18 Pls. provide the names and type of fuzes supplied by your company or sub-supplier (Please state name of sub-supplier).

19 Which are the fuze types (Electrical or Mechanical)?

20 Which are the fuze functions you can provide (Point Detonation, Proximity, Delay, etc.)

21 What is the burst hight and tolerance regarding Proximity Function? [m]

22 Pls provide the safety measures/mechanisms implemented in the fuzes.

23 Can you supply a fuze with two independent safety devices compliant with STANAG 4187? (Arming shall only take place if two mutually independent, application specific, environmental conditions are satisfied)

24 Pls. state the min. Muzzle Safety Distance.

25 Pls. state if the fuze has a "Safety pin" (Yes or No)

26 Pls. describe the necessary safe handling and control procedure when the ammunition is prepared for firing. D) Regarding the Packing

27 What is the dimensions for the individual packing containers, for one round (Length, diameter, mass)? Pls. attach packing data sheet.

28 What are the dimensions for the transport packing containers, for logistical transportation? (Length, diameter, mass)? Pls. attach packing data sheet

E) Regarding the Documentation

29 Pls. state the relevant STANAGS which the ammunition (shell, fuze, packing, etc) complies with. As example: STANAG 4110 - Definition of Pressure Terms and Their Interrelationship for Use in the Design and Proof if Cannons or Mortars and Ammunition. STANAG 4144 - Procedures to determine the fire control inputs for use in indirect fire control systems. STANAG 4119 - Adoption of a Standard Cannon Artillery Firing Table Format. STANAG 4157 - Safety, Arming and Functioning Systems (SAF Systems) Testing Requirements. STANAG 4187 - Fuzzing Systems - Safety Design Requirements. STANAG 4225 - The Safety Evaluation of Mortar Bombs. STANAG 2916 - Nose Fuze Contours and Matching Projectile Cavities for Artillery and Mortar Projectiles. STANAG 4369 - Design Requirements for Inductive Setting of Large Caliber Projectile Fuzes. STANAG 2401 - Weapon Danger Areas/Zones for Unguided Weapons for Use By NATO Forces In A Ground Role: Factors and Processes - and others if relevant. STANAG 4355 - The Modified Point Mass and Five Degrees of Freedom Trajectory Models.

30 What is the climate zones where the ammunition can be used? (According to STANAG 4370 / AECTP-200 "Environmental conditions")

31 Can you provide FCI data according to STANAG 4144 or similar for your HE shell fired from GDA's weapon systems, where the Weapon Systems is 1.6m barrel 120mm CARDOM Spear Mortar. Which is the type of FCI data you can provide: A - Full data, B - Simulation data (Some test required) or C - No data (Full test required) Can you also provide FCI data according to STANAG 4144 or similar for your HE shell fired from other weapon systems? F) Others

32 Is the ammunition in service in min. 1 NATO Nation?

33 Can your company disclose the names of the NATO nations where the ammunition is in service?

34 Any other information or data you consider usefull.

35 Please indicate the prices for the products depending on quantities.

36 Please indicate localization options, including the quantities for which components or complete rounds could be manufactured in Romania.
