5. Trifft es zu, dass die Bundeswehr bis 2029 eine erste Langstrecken-Artilleriebatterie als Kern einer künftigen Multi-Domain Task Force aufstellen will (vgl. Vorbemerkung der Fragesteller)?

6. Wenn die Frage 5 bejaht wird, welche Fähigkeiten sollen zusätzlich zu dieser Langstrecken-Artilleriebatterie notwendig sein, damit daraus tatsächlich eine Multi-Domain Task Force und nicht lediglich eine Raketenartillerieeinheit wird?


Die Fragen 5 und 6 werden zusammen beantwortet.

Für 2029 ist in der Gesamtkonzeption der Ausbau der Abstandsfähigkeit vorgesehen. Als wesentliche Eingangsgröße für das Fähigkeitsprofil der Bundeswehr sehen die NATO-Fähigkeitsziele den Ausbau von weitreichenden Artilleriefähigkeiten auf der Korps-Ebene vor. Dies bildet das Fähigkeitsprofil der Bundeswehr ab. Die Annahme, diese seien Kern einer künftigen Multi-Domain Task Force, trifft nicht zu.

Germany plans a €12B missile program to deter Putin
The German government expects it will need almost €12 billion to build a new arsenal of long-range weapons aimed at deterring Russia, according to defense ministry documents seen by POLITICO.
Internal documents call the effort a top priority for both Germany and NATO — coming at a time when European countries are rearming to deter what they see as a rising threat from Russia.

They say the goal is to allow German forces to strike “far into the rear area of an adversary” and maintain the ability to respond with conventional weapons “below the nuclear threshold.”

The plan has four parts, with the first weapons due as early as next year and the most advanced systems built jointly with the U.K. and planned for the middle of the next decade.

Internal ministry talking points say “almost €12 billion” in budget funds are expected to be needed for the buildup.

The money has not yet been approved. Another ministry document says the costs have been estimated and submitted as part of the government’s budget planning process.

Germany’s defense ministry declined to comment on the figure or individual programs.

“The measures you refer to are generally subject to the approval of the German Bundestag,” a ministry spokesperson told POLITICO. The ministry can only comment after parliament considers them, the spokesperson added.

Missiles as soon as next year

The fastest part of the plan is a new low-cost cruise missile that Germany wants to start fielding in 2027.

POLITICO reported in June that the defense ministry was looking at missiles from U.S.-Israeli startup Covenant Industries and Ukrainian-linked companies as it searched for weapons that could be bought in large numbers and put into service quickly.

The new documents show the effort has progressed.

They name three candidates: Covenant’s Anthem missile, the BARS missile offered by an unnamed Ukrainian company, and the Flamingo from Ukrainian company Fire Point. Germany is in contract talks with two of those suppliers, with the aim of receiving missiles for qualification by next year.

Berlin is already preparing framework contracts for later mass production.


The documents describe the low-cost missile as a “cost-efficient and, above all, mass-producible” weapon that can be used alongside much more expensive missiles.
When POLITICO first reported on the low-cost missile program in June, the defense ministry said hitting important targets far behind enemy lines had become “indispensable for credible deterrence.”

“Cost-effective systems can overwhelm enemy air defenses through mass attacks and are therefore of high operational value,” the ministry said at the time.
The final two parts of the plan are being developed with Britain.

Germany and the U.K. are working on a new high-end cruise missile and a hypersonic glide weapon, part of last year’s Trinity House Agreement, with the documents showing the goal of an initial capability by the middle of the next decade.

The two governments have already said publicly that their new long-range weapons should be able to reach targets more than 2,000 kilometers away.

That project accounts for most of the money in Germany’s current estimate.

One internal document puts nearly €9 billion toward development and procurement of the weapons, plus €182 million for keeping them in service.

It lists another €1.8 billion for cruise missile development and procurement and €97 million for maintenance.

Those figures add up to around €11 billion. Separate ministry talking points put the overall expected required funding at “almost €12 billion.”

  • Test in Morocco Exposes Covenant's Secret Cruise Missile
    Defense-tech startup firm Covenant Industries, which is secretly developing low-cost cruise missiles, held a demonstration last week in Morocco along with the U.S. military. The company was founded in 2024, and kept its products under wraps, despite being one of the most prominent companies operating in Israel's defense-tech sector.

    An official U.S. Defense Department release included photos that, for the first time, fully reveal the company's missiles. According to another report, the cruise missile had already been initially tested last month as part of a U.S. military exercise in California.

    The demonstration, conducted by the U.S. military along with Morocco's royal armed forces at the new Africa Multidomain Training and Experimentation Center, included an evaluation of "long-range precision-strike capabilities."
    According to the statement, the demonstration involved evaluating a system of low-cost, long-range cruise missiles "designed to provide affordable, scalable precision-strike options while collecting operational performance data."

    The announcement referred to an involved "U.S. technology startup" – meaning Covenant Industries. The firm is registered in the U.S. and has an Israeli subsidiary, with development work carried out in Israel. The Tel Aviv operation employs former workers from Israel's defense establishment and defense industries.
    Publicly available aviation data indicates that at least some of Covenant's equipment and personnel came from Israel. A foreign cargo aircraft operated by a company specializing in transporting weapons landed in Israel on August 3, picked up the equipment, and arrived the following day in Tan-Tan, in southern Morocco, near the border with Western Sahara. Two business jets also traveled from Israel, apparently carrying the teams involved.

    Official U.S. Defense Department photographs showed the cargo aircraft being unloaded, revealing the assembly of the cruise missiles, as well as the teams themselves.

    Covenant's Anthem cruise missiles are seen in the photograph. The missiles have long wings and feature, among other components, an external jet engine and optical systems in its nose. Cruise missiles like these typically fly at low altitude along a relatively flat trajectory, unlike ballistic missiles, which follow an arcing trajectory.

    Abby Denburg, the company's chief growth officer and president, told foreign reporters that "preparing to begin delivering production-ready assets for our manufacturing line at the beginning of 2027 and put Anthem into the hands of the operators that need it."
    Haaretz has recently learned that the Israeli Defense Ministry is currently examining the possibility of acquiring cruise missiles. The ministry's Directorate of Defense Research and Development is conducting a preliminary review of the purchase that could be worth hundreds of millions of shekels.

    As part of that review, the ministry is exploring the acquisition of long-range cruise missiles that would be cheaper than those offered by the major arms manufacturers and that could be produced quickly and in large quantities.

    Covenant declined to comment for this article.
