Justification for direct award: The contract can be provided only by a particular economic operator because of an absence of competition for technical reasons

Other justification: The order was awarded directly to Rheinmetall Air Defence AG pursuant to Article 2.23(b) of the Dutch Air Defence Act (ADV), because its Skyranger30 is the only product that could meet the technical requirements for full integration into the Dutch multi-layered air defence system and can be combined with the same load-bearing armoured vehicle that will be used for short-range air defence within the multi-layered air defence system.
