Request for F-35 Buy Submitted to Romanian Parliament
The Romanian Ministry of National Defence (MApN) has submitted to parliament a request for approval to purchase an initial 32 Lockheed Martin F-35 Joint Strike Fighters, local news channel Antena 3 CNN reported on 9 August 2023.
This initial package, which would equip two squadrons, is worth USD 6.5 Bn (EUR 5.9 Bn) and would include engines, logistic support, training services, flight simulators, air-to-air munitions and air-to-ground munitions, according to the request. It would be followed by the subsequent purchase of 16 more F-35s to equip a third squadron.
Tîlvăr said that Romania would receive its first F-35s in 2032 as long as the US Foreign Military Sales process sees the acquisition approved in 2024, adding that the F-35 programme will be discussed in the Romanian parliament this autumn with a view to finalising the deal next year.

New Soim Jet Trainer Ready For Flight Testing In Romania
Romanian airframer Avioane Craiova SA is getting ready to begin flight testing of an upgraded version of the IAR-99 Soim jet trainer.
The IAR-99SM (Standard Modernizat) has been developed with a modernized avionics suite to help train pilots to fly Romania’s new fleet of secondhand Lockheed Martin F-16s, as well as perform low-speed air interception missions for national air policing.
Details of a rollout ceremony for the new aircraft held Dec. 22 were revealed by Romanian Minister of Economy, Entrepreneurship and Tourism Stefan Radu Oprea, who said Romanian industry was “demonstrating in a real way the ability to respond to the supply needs of the Romanian army.”
Ten of the Romanian Air Force’s fleet of IAR-99s will be upgraded to the IAR-99SM standard, according to a contract signed in May 2020. But the program is significantly behind schedule. Oprea notes that the upgrade project “has been stalled for almost three years.”
Romania’s Ministry of Economy is the main shareholder in Avioane Craiova SA.
The type entered service in 1987. But unlike the Czech-built platform, the IAR-99 failed to achieve any export success, and only 20 entered Romanian Air Force service.
The Government of Romania has requested to buy up to three hundred (300) AIM-9X Sidewinder Block II Tactical Missiles; forty (40) AIM-9X Sidewinder Block II Tactical Missile Guidance Units; forty (40) AIM-9X Sidewinder Block II Captive Air Training Missiles (CATM); and twenty (20) AIM-9X Sidewinder Block II CATM Guidance Units. Also included are missile containers; personnel training and training equipment; classified and unclassified publications and technical documents; warranties; U.S. Government engineering, technical, and logistics support services; and other related elements of logistics and program support. The estimated total program cost is $340.8 million.
Three F-16 aircraft from Norway landed at Câmpia Turzii
Three F-16 Fighting Falcon aircraft procured by Romania from the Kingdom of Norway landed on Friday, June 28th, at the 71st “General Emanoil Ionescu” Air Base, at Câmpia Turzii.
The F-16 Fighting Falcon aircraft will enter the service of the 48th Fighter-Bomber Squadron of the 71st Air Base. In this context, Minister of National Defence, Angel Tîlvăr, pointed out that the procurement of additional 32 F-16 aircraft from the Government of the Kingdom of Norway, which will equip two more Romanian Air Force squadrons facilitates the conclusion of the first stage of the “Air Force Multirole Aircraft” Program.
With the three F-16 aircraft that arrived today, the Romanian Air Force has received, so far, nine of the 32 ones that were purchased by Romania from the Kingdom of Norway, together with the related package of goods and services. The complete reception of the entire batch is estimated for the end of 2025.
Romania – AIM-120 Advanced Medium Range Air-to-Air Missiles
The Government of Romania has requested to buy up to one hundred eighty-six (186) AIM-120C-8 Advanced Medium Range Air-to-Air Missiles (AMRAAM) and four (4) AIM-120C-8 AMRAAM guidance sections. The following non-MDE items will also be included: AIM-120 Captive Air Training Missiles (CATMs), missile containers, propulsion sections, control sections, telemetry kits, and warhead spares; KGV-135A Cryptographic Devices; Common Munitions Built-In-Test (BIT)/Reprogramming Equipment (CMBREs); ADU-891 Computer Test Set Adapter Groups; spare parts, consumables, accessories, and repair and return support; munitions support and support equipment; classified and unclassified publications and technical documentation; classified and unclassified software delivery and support; warranties; studies and surveys; transportation support; contractor logistics support (CLS); U.S. Government and contractor engineering, technical and logistics support services; and other related elements of logistics and program support. The estimated total cost is $592 million.
