Raytheon, an RTX (NYSE: RTX) business, entered into five landmark framework agreements with the U.S. Department of War to significantly increase production capacity and speed deliveries of Land Attack and Maritime Strike variants of Tomahawk, AMRAAM® missiles, Standard Missile-3® Block IB interceptors (SM-3 IB), Standard Missile-3® Block IIA interceptors (SM-3 IIA), and Standard Missile-6® (SM-6).

Under the frameworks announced today, RTX will increase annual production of Tomahawks to more than 1,000, AMRAAMs to at least 1,900, and SM-6 to more than 500. RTX will also increase production of SM-3 IIA and accelerate production of the SM-3 IB. Many of these munitions will grow 2 to 4 times their existing production rates.

Raytheon, an RTX (NYSE: RTX) business, will dramatically accelerate the production of Tomahawk cruise missiles for the U.S. Navy over the multi-year period under the terms of an unprecedented $22.9 billion contract, awarded as part of the Department of War's Arsenal of Freedom.

This contract follows the landmark agreements between Raytheon and the Department of War and supports the annual production ramp to more than 1,000 Tomahawk missiles and associated support, ensuring a stable, predictable supply for the Navy and allies.

  FY 2027 Program: Continues procurement of Tomahawk missiles and mid-life recertification to increase the service life of existing missiles. Funds MST qualification to support IOC at the end of FY 2027 and completion of Engineering and Manufacturing Development (EMD) for JMEWS and M-Code. The FY 2027 budget request will continue to leverage the Tomahawk Multi-Year Procurement contract that the Department will initiate in FY 2026. Multi-Year Procurement supports production capacity, accelerated delivery, and lower unit costs.

  The FY 2027 request for Tomahawk Production includes $1,015,106 thousand of discretionary funding and $1,993,803 thousand of reconciliation funding for a total of $3,008,909 thousand. The FY 2027 budget request includes funding for 785 new AURs split across MYP Year 1 and 2: 205 new AURs awarded as an Option to MYP Year 1 and 580 new AURs on MYP Year 2.

  In 2026, the Tomahawk program entered a seven-year Multiyear Procurement (MYP), as authorized in Section 8010 (c) of the Consolidated Appropriations Act of 2026. The MYP strategy for Tomahawk expands the capacity of the Tomahawk production line from 600 All-Up-Rounds (AURs) per year to 1,068 AURs per year without additional government investment in capacity by leveraging savings to the contractor generated through economic order quantities of material from sub-vendors, enabled by the establishment of steady and consistent total order quantities from the government. Maintaining the total order quantities of Tomahawk AURs on the MYP consistently at 1,068 per year is critical to supporting the industrial base stability needed to achieve and sustain this increased production capacity. Total order quantities on the Tomahawk MYP are funded across multiple budgets and customers including the U.S. Navy, U.S. Army, and FMS cases, and are split as 718 new production AURs plus 350 Recertified AURs per year with 300 of the 1,068 AURs produced as a Maritime Strike Tomahawk (MST) variant. Due to the MYP commitment, any adjustment to order quantity by one customer must be offset by equal and
  opposite adjustment(s) by other customer(s) so that total quantities on the MYP remain consistent.
  
  The Tomahawk MYP Year 1 in 2026 was negotiated to include 912 total AURs, comprised of:
  

  • 562 new production AURs
    • 318 funded in FY 2026 (55 U.S. Navy, 5 U.S. Army, 258 FMS)
    • 244 funded in FY 2027 mandatory (reconciliation) (205 U.S. Navy, 39 U.S. Army)
      • U.S. Navy quantities requested on P-5 Cost Elements 1.1.5 and 2.1.5
      • U.S. Army quantities requested in the Missile Procurement, Army exhibit

  • 350 recertified AURs
    • 296 funded in FY 2026 (274 U.S. Navy, 22 FMS)
    • 54 funded in FY 2027 mandatory (reconciliation) (U.S. Navy)
    • Requested in the WPN-2301 Tomahawk Mods exhibit

  The 912 AURs included in MYP Year 1 will deliver in a 12-month period. 614 AURs funded with FY 2026 and FMS funding will deliver over the first 8 months, with the remaining 298 AURs requested in FY 2027 delivering in the final 4 months. The Munitions Acceleration Framework Agreement signed with RTX on January 27, 2026 established a quantity of 912 AURs for MYP Year 1 (FY 2026) due to capacity/ramp up constraints. The total quantity of 1,068 AURs per year begins with MYP Year 2 (FY 2027).

Recertification is the scheduled, periodic maintenance required to ensure that the missile and its container are operational. The maintenance may include life-limited component service or replacement, preventative maintenance, and component and missile testing. The recertification interval for Tomahawk is 72 months.

Additionally, the life cycle costs are significantly reduced by extending the recertification interval from eight years for the currently fielded Block III Tomahawk to 15 years for TACTOM
